    CLEVELAND
    - State education officials have temporarily canceled a new set of exams for children as young as kindergarten age after Cleveland teachers said they would refuse to give them. State Superintendent Susan Tave Zelman announced the moratorium on the K-3 tests, which measure reading, math and writing skills. Teachers who field-tested the exams this fall urged that the exam be delayed, saying they would take up too much classroom time, said Deb Tully, professional issues coordinator for the Ohio Federation of Teachers. "I have a stack of e-mails from field testers, and they all said the same thing," Tully said. "They said it's just logistically impossible to give these." The kindergarten test, for example, would take a teacher about 90 minutes to give to one student. Cleveland Teachers Union President Richard DeColibus, who advised his members not to administer the new exams, estimated that the tests would take between five and eight days' worth of classroom instruction. The assessments include such things as listening to a child read, identifying letters on a page and placing numbers in a sequence.

    Assessment Testing Policies
    The Texas Higher Education Coordinating Board, in compliance with state legislative action, requires that all students must be tested before taking courses at a public community college, public technical college, or public university in Texas.  It is not an admissions test. You MUST take the Texas Academic Skills Program Test/Assessments unless you qualify for an exemptions such as those listed below:
    • earned three college credit hours before Fall 1989, or                        you have taken the TASP Test or other approved tests, or                        you have a bachelor's degree, or                        you are pursuing a certificate that is TASP waived (turn to the inside back page of this schedule for a TASP Test Waiver Application), or you have graduated from an accredited high school and enrolled in college prior to the second anniversary of the date of high school graduation

    Current law and the State Board of Education regulations require the administration of criterion-referenced tests (CRTs), and norm-referenced tests (NRTs). ALL students are expected to participate in state assessments. The state-mandated criterion-referenced testing includes the Benchmark Exams at grades 3-8, End-of-Course Exams in Algebra I and Geometry, and a Grade 11 Literacy Exam. The CRTs are aligned to the state math and English language arts frameworks and were developed by Arkansas teachers and the Arkansas Department of Education. Norm-referenced testing, presently the Iowa Test of Basic Skills, is administered in grades K-9 in reading comprehension and math problem solving. The Iowa Early Learning Inventory is administered to all kindergarten students at the beginning of the school year. The Arkansas Alternate Portfolio Assessment System is designed to evaluate the performance of students with disabilities and students with limited English Proficiency (LEP) in grades 3–8 and 11 for whom the criterion-referenced examinations are not appropriate. All 9 th grade students with disabilities who are not taking Algebra I or Geometry must be assessed with an alternate portfolio. All eligible LEP students taking Algebra I or Geometry may be assessed with an alternate portfolio.
