Established by the State Board of Education in 1996, the Vermont Comprehensive Assessment System (CAS) evaluates student performance in the state’s schools, based on Vermont’s Framework of Standards and Learning Opportunities with the goal of improving teaching and learning. Statewide assessments include:
  • Vermont Developmental Reading Assessment (DRA), administered in grade 2
  • New Standards Reference Exams (NSRE) in English/language arts and mathematics, administered in grades 4, 8 and 10
  • VT-PASS science assessments were administered for the first time in 2001-2002 and only in grades 5 and 11. Grade 9 science assessments were administered for the first time in 2002-2003.

Student performance results on state assessments are available beginning with the 1999 school year for DRA and NSRE assessments. VT-PASS results are available for grades 5 and 11 beginning in FY 2002, and for grades 5, 9 and 11 beginning in FY 2003.

This program coordinates the implementation and administration of all components of the Vermont Comprehensive Assessment System (CAS), including the development of alternate assessments , assessments that have been modified to accommodate the specific testing needs of students who have disabilities. The team also identifies, analyzes, and reports on outcomes and data measured by the CAS. Evaluation and Assessment Division
The function of the Evaluation and Assessment Division is to implement the Tennessee Comprehensive Assessment Program (TCAP) which includes state-mandated, student assessment programs. This office provides assistance to schools and systems concerning state tests, testing schedules and procedures, and the appropriate use of state assessment results for the improvement of classroom instruction and student achievement in grades K-12. The TCAP currently includes the Achievement Test (grades 3-8), the Writing Test, the Competency Test, the Gateway Tests and the End of Course Tests. tned.assessment@state.tn.us

These are sample questions in a new breed of exams the so-called "high-stakes tests" that are being used more and more in states across the country in an effort to prove that teachers are teaching and students are learning. While the full consequences of these high-stakes tests won't be known for some years, in most states they now determine whether a student advances to the next grade or graduates from high school; whether a teacher or principal keeps a job or merits bonus pay; whether a school is praised or punished by a state takeover. As deadlines for imposing penalties get closer, several state education officials already are considering changes because they're concerned that students will be punished for the failings of their schools or the improper use of tests.
