New evidence of growing threat to Asian leopards
Thursday 7 November 2002 WWF has launched a new publication that reveals evidence of the growing threats to the survival of Asian leopards, including the snow leopard - one of the most endangered big cats in the world. Asian Leopards was released in collaboration with the International Snow Leopard Trust at the Twelfth Conference of the Parties (CoP12) to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). It coincides with a resolution at the conference that calls on all governments to make conservation of snow leopards and other Asian big cats a priority.

Modern Asian economic history has often been written in terms of Western impact and Asia's response to it. This volume argues that the growth of intra-regional trade, migration, and capital and money flows was a crucial factor that determined the course of East Asian economic development. Twelve chapters are organized around three main themes. First, economic interactions between Japan and China were important in shaping the pattern of regional industrialization. Neither Japan nor China imported technology and organizations, and attempted to "catch up" with the West alone. Japan's industrialization took place, taking advantage of the Chinese merchant networks in Asia, while the Chinese competition was a critical factor in the Japanese technological and organizational "upgrading" in the interwar period. Second, the pattern of China's integration into the international economy was shaped by the growth of intra-Asian trade, migration, and capital flows and remittances. While the Western impact was largely confined to the littoral region of China, intra-Asian trade was more directly connected with China's internal market. Both the fall of the imperial monetary system and the rise of economic nationalism in the early twentieth century reflected increasing contacts with the Asian international economy.

Objective of the Course, is transfer an ensemble of economical, legal and fiscal
competences in order to form a so called ‘mediator’, expert in internationalization

Economic Letter Index Is There a Case for an Asian Monetary Fund? Currency crises are troubling events. They tend to spread from country to country in a region, leaving the hardship of recessionand, consequently, the risk of protectionismin their wake. Currently, the problems of currency crises are addressed by assistance from the International Monetary Fund (IMF), which arranges rescue packages on a case by case basis. The recent financial crises in Asia stimulated interest in an analogue to the IMF that would be region-specific, namely, an Asian Monetary Fund. This Economic Letter reviews the causes and consequences of currency crises as well as their tendency to be contagious. It argues that an Asian Monetary Fund could be a useful institution for stabilizing Asian economies during currency crises, while promoting economic cooperation in the region.

  • References Pacific Basin Notes. This series appears on an occasional basis. It is prepared under the auspices of the Center for Pacific Basin Monetary and Economic Studies within the FRBSF's Economic Research Department. In recent years, the increasingly prosperous East Asian economies of Japan, Hong Kong, Singapore, Korea, and Taiwan have been hailed as models of achievement for other emerging economies. While a number of explanations may be offered for East Asia's economic success, many observers are convinced that an outward-looking development strategy, particularly a dynamic export sector, has been a crucial ingredient. To varying degrees, East Asian economies have maintained an outward-orientation through interventionist, yet "market friendly," policies involving some use of export promotion, selective import barriers, and industrial policies (World Bank 1993). These interventionist aspects of trade policy in East Asia have had great appeal to a number of more recently emerging economies. How essential were these interventionist elements to East Asia's growth success? Can this approach be replicated by other countries, particularly in the current international environment? This

    TRAFFIC, the wildlife trade monitoring network, today released its recommendations on decisions faced by an upcoming meeting of 160 member Governments of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Parties to CITES will be charged with determining the level of controls on international trade of species ranging from animals such as African elephants and Patagonian Toothfish, to plants such as Big-leaf Mahogany and various species of cactii. If accepted, proposals to include species in Appendix I of CITES will virtually ban all international commercial trade in the species. Acceptance of proposals to include species in Appendix II of the Convention will result in increased trade controls through a system of permits required to ensure that trade is legal and sustainable. A total of 53 proposals concerning
    TRAFFIC
    trade controls for a wide range of wild animals and plants will be tabled at the twelfth meeting of the Conference of Parties to CITES taking place in Chile from 3-15 November 2002. TRAFFIC is in a unique position as the world’s leading expert on wildlife trade for the past 25 years to provide sound, research-based recommendations to support the decision-making process of the Parties to CITES.

    WTO TRAINING COURSES
    Official inauguration of WTO/University of Hong Kong Regional Trade Policy Course for Asia/Pacific The official inauguration of the first WTO Regional Trade Policy Course (RTPC) for Asia/Pacific in partnership with the University of Hong Kong took place on Wednesday 9 June in Hong Kong, China. Government officials from 31 Asia-Pacific countries are taking part in the three-month course which is held at the University of Hong Kong and runs from 7 June to 27 August 2004. The course has been designed with the needs of the Asia-Pacific region in mind and is being delivered by both WTO officials and trade specialists from the region.

    The RTPC was officially inaugurated by Mr. Paul Rolian, Director of the WTO Institute for Training and Technical Co-operation, and Dr. Victor Fung, Chairman of the Council of the University of Hong Kong. Many representatives from the Hong Kong Special Administrative Region Government, private industry, academia, as well asa number of Consular officials attended the inauguration ceremony.
    In his speech, Dr. Fung said that the RTPC would address the need for developing countries to strengthen the skills and knowledge of their government officials to face the challenges of the Doha Development Agenda. He also said that the course would be well supported by the research and capacity-building activities of the East Asian International Economic Law and Policy (EAIEL) programme of the University of Hong Kong, the first multidisciplinary programme in Hong Kong focusing strategically on issues of compliance with WTO obligations.

    Strong Asian presence at wire Singapore / Tube Singapore 2003 - Business as usual in Asia It's business as usual in Asia and at wire Singapore / Tube Singapore. Exhibiting companies who have booked their space at either or both shows know that Asia is a region that cannot be ignored. It is a region with dynamic growth potentials and most importantly a region that is willing to adapt to changes and embrace forward-looking technologies.
