International Trade and Investment
In much of the Asia and Pacific region, economic growth has occurred in parallel with increasing economic integration into the global economy through foreign trade and international investment. In East Asia, export-led industrialization was the leading edge of the region's development strategy, and this is now the development model of most DMCs. Private investment sourced internationally is the dominant basis of capital for such development. International initiatives on trade and investment within the context of the General Agreement on Tariffs and Trade (GATT) and the WTO focus on further liberalization of trade and investment regimes. A parallel set of initiatives for trade liberalization is also slowly taking root under the auspices of ASEAN and other regional organizations. In this context of economic globalization, policy integration for trade and investment implies an open trade and investment regime, not necessarily an unregulated regime (see Box 4-5). Policies that encourage open trade and investment do not contradict policies that require all investors (foreign and domestic) to meet national environmental performance standards. Typically, this will involve developing in accordance with a “master” plan supported by EIA of all new investments. An approach of combining national environmental performance standards with support of open trade and investment will (in most cases) provide the best route to securing improvements in economic and environmental performance.

Issues: 1)The WTO work programme on electronic commerce, including the customs moratorium and the classification of digitized products; 2) The ICT producing sectors, including the ITA (Information Technology Agreement), trends in international trade in ICT goods and services, and investment in the ICT sector; 3) Trade in ICT-related services and business process outsourcing.

In the fall of 2003, Professor Janow was nominated by the U.S. Government and then selected by the member countries of the World Trade Organization (WTO) to serve as a member of the WTO Appellate Body. She was appointed for a four-year term and is the only North American representative on the prestigious seven-member body. The Appellate Body is tasked with hearing appeals relating to issues of law and legal interpretations developed by dispute settlement panels. “Professor Janow embodies the qualities we seek in the Appellate Body itself: integrity, public and professional experience on a broad spectrum of issues and judicial temperament to ensure the highest level of objectivity,” said U.S. Trade Representative Robert B. Zoellick.

KUALA LUMPUR, Nov. 13 Kyodo Japanese foreign and trade ministers received mixed reactions Friday as they kicked off their diplomatic efforts to win support on the eve of a two-day ministerial meeting of the Asia-Pacific Economic Cooperation (APEC) forum. At issue is Japan's refusal to join a tariff-cutting initiative in fisheries and forestry, two of nine priority areas subject to an early voluntary sectoral liberalization (EVSL) package proposed in the APEC meeting last year in Vancouver, Canada.

Department Of Interior Office of the Secretary Contact: Hugh Vickery, DOI For Immediate Release: May 11, 2004 United States Submits Proposals to Provide International Trade Protections for Eight Species at 2004 CITES Conference in Thailand The United States has submitted proposals to the Convention on International Trade in Endangered Species (CITES) to implement international trade protections for eight species of plants and wildlife at its biannual meeting in Thailand later this year. The species include painted bunting, humphead wrasse, Asian yew and five species of Asian turtles. The proposals, announced by Assistant Secretary of the Interior for Fish and Wildlife and Parks Craig Manson, also seek to remove international trade restrictions that currently apply to the bobcat and the peach-faced lovebird and to change the status of the American bald eagle to reflect its ongoing recovery in the continental United States.
CITES is an international agreement signed by 166 nations that is designed to control and regulate global trade in certain wild animals and plants that are or may become threatened with extinction due to commercial trade. The convention's 13th meeting of the Conference of Parties will be held in October in Bangkok.

Introduction
The East Asian Languages and Cultures Department offers major programs in Chinese and in East Asian Languages and Area Studies, and minor programs in Chinese, Japanese, and Asian Studies. For students just beginning the study of East Asian languages, the different writing systems, the complex characters and idioms, and the new set of sounds and inflections present intellectual challenges. Upper-level courses also offer more advanced students the opportunity for an in-depth analysis of another culture. Through courses on Chinese, Japanese and Korean civilization and literature, Rutgers students study the elements that formed these languages centuries ago and the forces that shape their modern expression.
