Turtles in Trouble NEWSFLASH! M icrochip saves extremely rare "royal" turtle! A mangrove turtle ( Batagur baska Vietnamese wildlife inspectors recently stopped the smuggler at a checkpoint in Tay Ninh Province between Cambodia and Vietnam and discovered among the other more common turtles, a hefty 33-pound Batagur baska Doug Hendrie , the Asian turtle coordinator for Cleveland Metroparks Zoo and the Wildlife Conservation Society, praised the cooperation between the Vietnamese and Cambodian governments. Mangrove turtles are is critically endangered across its range, which includes India, Bangladesh, Myanmar, peninsular Malaysia, Sumatra (Indonesia), Thailand, and Cambodia. Wild populations show remarkable declines over the past 15 years with fewer and fewer nesting females returning to nest each year universally reported throughout the range. The Cambodian Batagur baska population is small with reportedly between two to eight females. Batagur baska was rediscovered in 2001 by scientists.

A number of Asian central banks, among the biggest investors in U.S. government debt, are looking at alternative targets for their vast dollar holdings. South Korea, looking for better returns, plans to hand over as much as $20 billion of its foreign-exchange reserves, which total the equivalent of $157 billion, to private fund managers next year. Taiwan wants to put some of its $200 billion of reserves toward helping local companies and diversifying the economy. Thailand will use $7 billion of reserves to pay off the foreign debts of its government agencies and state enterprises. It isn't clear that Asian central banks will necessarily fund these plans by switching out of holdings of U.S. government debt. Asia's bigger central banks have estimated holdings totaling nearly $1 trillion of U.S. government bonds, including Treasurys, privately held government bonds and debt of government-sponsored agencies, such as mortgage buyer Fannie Mae. Inflows from Asia into this U.S. debt have provided vital support for the U.S. financial system. They have helped to finance the budget deficit and made it easier for the Federal Reserve to boost the economy by holding down interest rates. Foreign buying of debt is "critical it's probably the biggest driver" of the Treasury market recently, says Michael Ryan, a strategist with UBS in New York. The percentage of U.S. government debt owned by foreigners stood at 37.3% last year, compared with 33.9% in 2002 and less than 4.7% in 1965. Foreign central banks hold more than $800 billion in Treasurys $1 of every $5 the U.S. government owes.

This new assistance package is in line with the 17 June meeting of the Security Council on the drug threat originating from Afghanistan, the recent Group of Eight meeting in Evian, and a Ministerial Conference on Drug Routes from Central Asia to Europe, organized by the French Government in Paris from 21 to 22 May 2003.  These events all stressed the need both for stronger, concerted and coordinated action to assist Afghanistan with opium poppy cultivation problems, and for providing support to countries surrounding Afghanistan in their efforts to curb illicit drug trafficking, organized crime and terrorism.  Additional assistance to the region is under consideration and will be the subject of informal consultations on 24 June 2003 in Vienna. Introduction
As explained in the SHINTO section, no clear division in real life can be made between 'Buddhism' and 'Shinto' in Japan. The people who attend Shinto shrines are largely the same people who attend Buddhist temples or take part in new religious movements. This section deals with the historical development of Buddhism and some contemporary 'new religious movements' in Japan, and should be read in conjunction with the SHINTO section. Buddhism was formally introduced into Japan some time during the sixth century, though there were undoubtedly influential Korean Buddhists living in Japan before this time. The early forms of Japanese Buddhism originated directly from a Chinese 'parent' school or sect. More information about their doctrines and history outside Japan can be gained by consulting the CHINESE BUDDHISM or INDIAN BUDDHISM sections. Japanese recorded history properly begins with the Nara period (710-794). The unitary Japanese state as we know it emerged from regional tribalism as a result of Chinese and Korean influence in many areas of life and a capital city on the Chinese model was established at Nara in central Japan. Chinese influences included theories and systems of government, language and a writing system, art, medicine, agriculture, technology and religion. Buddhism in early Japan (NARA BUDDHISM) was understood on the Chinese/Korean model in terms of its relationship to the imperial institution. Simply put, the Buddha was seen as the divine protector of the state. In return, the government performed rites honouring the Buddhas and promulgated Buddhist teachings by setting up monasteries and temples throughout Japan, copying sutras and erecting statues of the Buddha such as the Nara Daibutsu at the Todaiji temple.

While on the phone, ask them to refer clients to you in the event conflicts of interest arise. In preparing this article I spoke with six sole practitioners and attorneys from small firms serving a large proportion of Asian clients of different ethnicities, and each attorney was eager to share marketing strategies with other attorneys. Many attorneys marketing to the Asian community advertise in more than one medium. Another marketing tool is to join ethnic bar associations to network with attorneys who also serve the target community. These attorneys are a good source of referrals when they have conflicts of interest or when the matter is outside of their practice area.

The Asian Financial Crisis and the Wildlife Trade
The sale of forest products, especially wild animals and plants, has been the traditional means by which marginal rural groups could generate cash. More recently, it has provided a way to participate in the global market economy. Having struggled for many years to survive, these rural dwellers are eager to catch up and partake of the prosperity they see via satellite television. With few economic alternatives, they view the forest, and all the animals and plants therein, as the key to prosperity.

In addition to being an important market, China is also a major processor of wild products. According to official statistics the United States, the European Union, and Japan account for 60 percent by value of wildlife imports world-wide. Total US imports of medicinal and culinary plant products recorded in 1995 amounted to 12.5 tons valued at US$42 million. China was the main source of those products.
Desperate suppliers
The need for cash continues to grow. Governments reeling from the financial crisis and trying to conform to the demands of the IMF have cut social services. Prices of imports have shot up and local prices have risen on their coattails. With limited options, people increasingly look to forest product sales to generate cash, and the result is a growing threat to the ecosystem.

Kathmandu, Feb. 28: A twoday sub regional workshop on disseminating the first regional report on the Millenium Development Goals (MDGs) in Asia and the Pacific started has today. The regional MDG report for South Asia, which was jointly prepared by the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) and UN Development Programme (UNDP), has included the eight Global MDGs issued by the UN member states in 2000, and has elaborated them in South Asian perspective keeping in mind the regional socio economic realities. Addressing the inaugural function SAARC Secretary General QAMA Rahim said that the South Asian countries, in the recent SAARC Summit, have reaffirmed their commitment. to place 'poverty alleviation' in top priority. "The leaders during the Summit also signed the historic SAARC Social Charter which is the embodiment of many of the priorities identified by the UN Millennium Summit," said Rahim. He also outlined that SAARC has reconstituted Independent South Asian Commission on Alleviating Poverty (ISACPA) with "Our Future Our Responsibility" as the South Asian Roadmap for poverty alleviation.

Mr. Chairman, distinguished parliamentarians, ladies and gentlemen. At the very outset, I would like to thank the organizers for inviting the Asian Development Bank to address this important gathering. Ladies and gentlemen. The millennium is almost coming to an end. In the next two and a half years, we will be embarking on the 21st century. In this context, the Asian Development Bank has recently completed a major study which looks at the future of Asia over the next thirty years. The study examines economic growth, demographic change, quality of life, and environment in Asia. Today, I would like to focus mainly on providing the salient points of our findings on environment. Asia's record in environment is dismal. During the past 30 years, Asia has lost half of its forest cover. A third of its agricultural land has been degraded. Fish stocks have fallen by 50 percent. Of the world's 15 most polluted cities, 13 are in Asia, and Asian rivers contain three to four times the level of pollutants than the world average. At least one in three Asians still has no access to safe drinking water, and one in two has no access to sanitation services.
