    Previous disasters give us some insight into the likely economic impact of this tragedy. Last year's SARS epidemic, the 2002 Bali Bombing and the Kobe earthquake in Japan almost a decade ago give us some insight into how the economic impact of natural disasters unfolds.
    There tends to be a V-shape economic impact - a large dip in economic activity followed by a policy response that tends to involve increased government spending, leading ultimately to economic recovery in a year or so.
    Clearly the scale of this disaster is far greater and impacts more countries, but the profile may well be the same; initially, a huge economic setback, followed by a strong policy response and economic recovery.
    Direct and Indirect Costs to Hit Growth
    The immediate economic impact tends to be direct, with negative effects on consumption and business activity in the regions and sectors affected. The direct economic impact in this case is likely to be concentrated on tourism and fishing in the coastal areas affected.

Takashi Inoguchi and Edward Newman Cultural determinism argues that cultural values condition modes of social and economic organization, including patterns of political relationships, political participation, citizenship and government. As a corollary of this, societies or regions which embrace a common cultural heritage can be said to have evolved discrete systems of political and social arrangements distinct from - and sometimes in opposition to or in conflict with - the rest of the world. On the basis of this, these culturally embedded arrangements have been argued to explain and underpin such important issues as relative economic performance and social cohesion, and to determine crucial issues of international relations between cultural groups.

See related stories here Last year, Zhang Xianzhun passed the examinations for civil servant applicants with high scores in Anhui. However, he was refused a job by the government because he is HBV-positive (hepatitis B positive). He thus accused the local personnel bureau of discrimination. The case was widely covered in China, and many people followed the outcome [ Ed's note: see here for more on this story In August, the government published "General Medical Check-up Standards for Civil Service Applicants" [Ed's note: see a full English-language version of the standards here . The standards prescribe that HBV-positive applicants are qualified for the civil service if their AST and ALT are both at normal levels. This has opened a door for HBVers. Many media outlets have reported that the government stipulated the new standards because people are opposed to discrimination towards HBVers. The introduction of the standard is the beginning of the protection of legal rights for HBVers, and it is the turning point for the public to build up correct knowledge on HBV. — Every minute, around the world, there are incidents of flagrant discrimination in the workplace against women, persons with HIV/AIDS, members of ethnic groups, the elderly and others, says the International Labour Organisation (ILO) in a report released in May. Encouraged by progress made so far, Indonesia will intensify its efforts against people trafficking to repair its poor record as well as to avoid sanctions from the international community, says Ratna Tjaja, the deputy in charge of the quality of women's lives at the Office of the State Minister for Women's Empowerment. Ratna said that the government and the House must now speed up the deliberation of the bill on the trafficking of women and children to provide a legal basis for the ongoing fight against trafficking. An estimated 230,000 Indonesian women and children have been trafficked from their home villages in Java, Sumatra, West Nusa Tenggara and Sulawesi to be employed as sex workers and cheap labor in urban areas at home and the sex trade overseas. The government has recently brought home more than 300 women who were employed as sex workers in Saudi Arabia and Malaysia.

China's Constitution was adopted by the Fifth Session of the Fifth National People's Congress on Dec 4, 1982. It was amended on Apr 12, 1988 and in 1993. THE CONSTITUTION OF THE PEOPLE'S REPUBLIC OF CHINA CHAPTER I: GENERAL PRINCIPLES The People's Republic of China is a socialist state and a dictatorship of the people based on an alliance of workers and peasants. The National People's Congress and the local people's congresses at all levels are elected democratically and are responsible to the people. These congresses create all administrative and judicial organs. Local congresses may take the initiative to run their own affairs under the leadership of central authorities. All nationalities are equal. The state fosters the economic and cultural development of minorities in accordance with the specific needs of each group. The economic system is based on socialist public ownership. The leading force in the economy is the state economy, which is under the ownership of the whole people. The state undertakes economic planning on the basis of public ownership. The state also encourages the growth of urban and rural collectives. It exercises administrative control over the individual economy, while protecting citizens' rights to own earned income, savings, houses, and other property. The state sponsors education and works to raise the nation's cultural and scientific levels. It develops sports activities, promotes modern and traditional Chinese medicine, develops health services, and fosters family planning.

In our inaugural report we celebrate Asia Pacific American Heritage Month with: the online publication of 'Bridges with Asia: Asian Americans in the United States'; information on our upcoming "What's Asia Got to do with the United States" national initiative; and a new collection of hundreds of links to Asian American Resources. Stay tuned throughout the month as we continue to add more information and resources. A continuing series of books prepared by the Federal Research Division of the Library of Congress under the Country Studies/Area Handbook Program sponsored by the Department of the Army. Most books in the series deal with a particular foreign country, describing and analyzing its political, economic, social, and national security systems and institutions, and examining the interrelationships of those systems and the ways they are shaped by cultural factors. Each study is written by a multidisciplinary team of social scientists. Support for Asian Law Centre
The Government is continuing its support for the work of the Asian Law Centre at the University of Melbourne with the provision of a $4,000 grant. The centre aims to develop a greater understanding in Australia of the law, legal systems and the legal values of the countries in the Asian region. It has a distinguished record in the teaching of Asian law and research in this field. The Attorney-General's Department was closely involved in the establishment of the Asian Law Centre in 1985 and has provided financial support annually. The centre was the first such body established by a university law school to teach and to undertake research in the field of Asian law. It hosts occasional visits by lawyers from Asia and organises public lectures as well as publishing the scholarly journal Australian Journal of Asian Law It also hosts Asian Law Online , an online bibliographic database of Asian law materials.
