APAICS Chair Clayton Fong remarked, "Once again, APAICS is proud to have assembled an extremely strong class of summer interns that represent the diversity of our pan-Asian community across the nation. This is our tenth class of interns who are coming to DC already equipped with experience in the political realm. It is wonderful to see an increasing level of political maturity in our next generation of leaders, and the talent that is filling the beginning of our political pipeline." APAICS Executive Director Daphne Kwok commented, "APAICS offers one of the most prestigious Asian American and Pacific Islander (AAPI) summer internship programs in Washington , DC . These interns will fully experience the city by participating in meetings with Members of Congress, meetings with national AAPI community leaders, and coalition events with the Congressional Black Caucus Foundation (CBCF) and the Congressional Hispanic Caucus Institute (CHCI). Hopefully, this taste of public service will inspire them to stay politically active in their professional careers, and to get other students involved as well." The following are brief biographies of the 2005 APAICS Summer Interns: Grace Huang of Virginia Beach , VA is placed with the office of the National League of Cities, an advocate for urban issues. She is a rising junior at Princeton University , majoring in Political Economy with a minor in East Asian Studies. Ms. Huang has interned for the Center for Civic Responsibility and NJ Common Cause, where her responsibilities included facilitating the organization's fundraising campaign, developing a young-adult political involvement strategy, and informing the community of legislation consequences. She has also held the position of Law-Forum Coordinator for the Pre-Law society, where she organized law forums and created the society's first intercollegiate Law Conference to increase awareness of legal careers.

Assignment #2 "Resources"
At a forum in February at UCLA, Steve Louie said that Asian American students today have much more resources than students of his generation and, therefore, the potential to achieve greater social change. What does he mean? Compared to 25 years ago, what are the resources that students have today and what can they accomplish with these reources? Be specific.
Response A
Many student activists today take for granted resources that were not available twenty five years ago. These resources are not material things such as having better technology or more fcunding but is the fact of profiting from the information laid down by past student activists and also the resource of having a history. Specifically, these are the more crucial means in achieving greater social change because knowledge is power so not only are we capable of achieving greater social change due to higher understanding, we are also more capable of achieving greater mobilization in the API community through our collective experience. Therefore, through these two theoretical resources, our understanding of our history gives us our much needed knowledge and the utilization of the information/resources that others' have laid down for us gives us the means in achieving this change.

CHILING TONG gracefully rose from her seat to get offstage. She had just joined a panel discussion at a minority business conference, held annually in the nation’s capital. Within seconds, young professionals and students scampered to get to her onstage, then rushed to follow her offstage. Many were soon-to-be college graduates who wanted to seek her advice. Others asked for her business card Still others, awe-struck, just wanted to shake her hand. All of them thanked her for her inspiring talk. Chiling returned the youth’s enthusiasm with a smile, encouraging words and practical advice on the importance of networking. Preparing tomorrow’s leaders, after all, was what propelled her and her husband Joel Szabat to start the International Leadership Foundation (ILF) in Sacramento California five years ago. Chiling took her time with everyone, even though she was rushing back to her office at the Minority Business Development Agency of the U.S. Department of Commerce. She’s the agency’s Associate Director for Legislation, Education and Intergovernmental Affairs. She oversees its Congressional outreach, intergovernmental affairs, international trade, advocacy and outreach to federal, state and local governments.

TAIWAN INDEPENDENCE
OR UNIFICATION?
(Updated Wednesday, Feb 19, 2003, 08:35:57 AM) he most pressing Asian foreign policy issue currently faced by the U.S. is the Taiwan question. The email we receive in reaction to our articles relating to this issue suggests that it's an emotional one for many of our readers. Perhaps one reason for the emotion is the fact that the issue isn't amenable to an easy or simple solution.
The first historical mention of Taiwan appears to have been when Portugese traders found it to be a resting place on their journey to Japan and named it Isla Formosa. Beijing's claim to Taiwan dates back to the 16th century when a Chinese general fought off the Portugese to claim the island for the emperor. In 1895 the expansion-minded Japanese annexed it after defeating China in a war on the Corean peninsula. China briefly reestablished sovereignty over Taiwan following Japan's defeat in August of 1945.
At the time the official government of China, as recognized by most nations of the world, was under the control of the Kuomingtang headed by Generalissimo Chiang Kai-shek. He was engaged in a desperate war against Mao Tse-tung's peasant army. Despite billions of dollars of aid by the U.S. based mainly on intensely partisan reporting by Henry Luce's Time/Life empire, the spectacularly corrupt Chiang lost that war and fled to Taiwan with 2.5 million followers.
He established the present government of Taiwan on December 7, 1949 and proclaimed it the sole legitimate government of all China. Mao made the same claim. The claims competed until 1971 when it became clear to most of the world that Mao's was more persuasive. Taiwan was kicked out of the UN. The Beijing government took its place as a permanent member of the UN Security Council, a seat given in recognition of China's role in fighting Japan in World War II.

Objectives
The primary objectives of the Army’s 2003-2004 Asian American Pacific Islander program is to provide a better level of EEO services to the APA community. EEO Professionals must be educated and trained to provide an excellent level of service to a diverse community. This requires that the Army EEO community be positioned strategically and operationally to interact appropriately to the various cultures, traditions and needs of the customer community. The daily contacts EEO professionals have with APA customers require additional education and training in the APA community’s history, aspirations and challenges and how those aspects differ from other EEO customers. This requires cross cultural communications training, publishing EEO complaint documents in APA languages and reaching out to APA college graduates and mentoring them into the Army workforce.

This is a critical area in that the ability of Asian and Pacific Islanders to self-actualize at the high grades has a broad impact. In keeping with the US Department of Justice Adarand guidelines, we will look at the promotion and award profile of each pay plan to determine further action items for our Affirmative Employment Program plan.

http://www.adversity.net/Terms_Definitions/TERMS/Digital_Divide.htm
Definition:
Digital Divide Digital Divide is a term which refers to the fact that blacks and Hispanics use the internet less than whites or Asians. The term implies that the races are divided according to those who make greater use of, and derive greater benefit from, the internet (the "haves") and those who do not (the "have nots"). By definition, the "haves" are presumed to be privileged whites and Asians and the "have nots" are presumed to be underprivileged blacks and Hispanics. "Digital Divide" is closely related to the terms "proportional representation", "underrepresentation" and "disparate impact". As with these other terms, "digital divide" assumes (a) that racial discrimination is both the cause and the effect; and (b) that whites are primarily responsible for the alleged racial discrimination. "Digital Divide" became a popular term during the first two Clinton presidencies when Bill Clinton was fond of proclaiming that grave disparities in internet access had a disparate impact on minorities and needed to be "remedied" by government intervention. He also proclaimed a great many other grave disparities which were based on skin color. By definition, neither whites nor Asians can be victims of the "digital divide". For example, in 1999 Forrester Research reported that 64% of Asian-American households were using the internet versus 34% of white households. But the digital divide crowd took no notice of this disparity because both whites and Asians are presumed to be privileged as compared to their brown and black counterparts. (Note 1)

AAS offers undergraduates opportunities for either a major or a minor. In addition to the 15 units in the CSRE core curriculum, 45 units are distributed as follows:
  • 5 units in a course with international dimension
  • 10 units in Asian American focus courses selected from among historical studies, social sciences, and humanities
  • 30 units in courses offering comparative perspectives
In certain instances, students are able to apply credit from the study of Asian language to help meet requirements and receive a special citation for relevant language study. For students already fluent in an Asian language, the citation may also be earned by using the language in a substantial way in the research for their senior papers. An honors option is available. Minors take 30 units in a program of study similar in form to that of majors. Students interested in the major or minor in AAS work with a faculty adviser to develop a specific program of study. The proposal must be approved by the chair of AAS. Policies and programming for the major and minor are guided by the Asian American Studies Curriculum Committee.

Coalition Statement
Sign-on letter opposing Domestic Security Enhancement Act (also known as "Patriot II") March 17, 2003 Dear Member of Congress: We, the undersigned organizations, write to urge you to oppose the Domestic Security Enhancement Act (DSEA), legislation whose existence was revealed in draft form on Friday, February 7, 2003. Like all Americans, we are deeply concerned by the continuing terrorist threats against our country, and like a growing number of Americans of every political persuasion, we are also worried that the DSEA, if enacted, would be the wrong remedy for this ongoing problem. Our reservations are based on our shared belief that the United States’ efforts to protect the country and punish those who were responsible for the September 11 attacks are best served by legislation that is directly focused on appropriate, responsible and effective anti-terrorism measures. Legislation that fails to respect our time-honored liberties, or focuses on efforts unconnected to fighting terrorism, detracts from this crucial mission. The DSEA is that sort of legislation.
