BIOGRAPHIES
Irene Bueno is the current Deputy Assistant Secretary for Legislation (Congressional Liaison) at the United States Department of Health and Human Services (HHS). Among other responsibilities, Ms. Bueno advises the Secretary and other Department and Administration officials on the development and implementation of legislation on immigration issues as they relate to Health and Human Services programs. She is also a member of the District of Columbia Commission on Asian Pacific American Affairs and is a pro bono attorney. Ms. Bueno is a graduate of the University of California at Berkeley and the University of California, Hastings College of the Law.
Barbara Chow is from California and is the Associate Director for Human Resources at the Office of Management and Budget (OMB) in the Executive Office of the President. She is responsible for budget, legislative, and policy review of all human resource programs of the Federal government including the Corporation for National Service and the National Endowments for the Arts and Humanities. Ms. Chow formerly served as Special Assistant to the President for Legislative Affairs at the White House and was integrally involved all the Administration's major economic initiatives, including the 1993 economic plan, the 1997 balanced budget and the resolution of key appropriations. In her current work, she draws on her in-depth experience working for the U.S. Congress and Price Waterhouse. Ms. Chow attended the University of California at Berkeley and Pomona College and currently lives in the District of Columbia.

Day of Remembrance to focus on race relations
February 16, 1998

The Asian American Studies Institute and the Asian American Cultural Center will present a Day of Remembrance and Dialog on February 19, at the Asian American Cultural Center, from 11 a.m.-12:30 p.. It was on February 19, 1942, that President Franklin Roosevelt issued Executive Order 9066, leading to the mass removal and detention of 120,000 Americans of Japanese ancestry in prison camps between 1942-1946. In 1988, the U.S. government enacted legislation calling for an apology and partial compensation to survivors of the camps. By that time about half of the 120,000 had already passed awa. Guests at the Day of Remembrance include a former internee, a descendant of former internees, and others who were involved in the internment camps of World War II. The event will be an opportunity to engage in informal discussions about the lessons of internment and current concerns about constitutional rights, tolerance, prejudice, race and community relation. Additionally, as part of the National Collegiate Day of Remembrance, students and faculty may participate in a nationwide commemoration of the civil liberties violations and wrongful detention of Japanese Americans during World War II, through a multimedia and panel presentation, including video, poetry, dance, music and discussion, to be telecast live from San Francisco State University, at the Student Union, Room 378, from 2:30-4:30 p..

Current Legislation and Issues FBI statistics show increases in reported hate crimes at the same time that other serious crime continues to decrease nationally. Violence based on a person's membership in a minority group is a matter of national concern; yet many states lack comprehensive hate crimes laws.
Federal prosecutors should be empowered to assist state and local authorities to ensure that justice is achieved in every case. The Hate Crimes Prevention Act would begin to bring uniformity to the categories covered under current federal hate crimes law. Current Limitations in the Law
Current law (18 U.S.C. 245) permits federal prosecution of a hate crime only if the crime was motivated by bias based on race, religion, national origin, or color, and the assailant intended to prevent the victim from exercising a "federally protected right" (e.g. voting, attending school, etc.) This dual requirement substantially limits the potential for federal assistance in investigating or prosecuting hate crimes, even when the crime is particularly heinous.

OVERVIEW : The major goals of FRA’s Special Emphasis Programs are to eliminate discriminatory practices, and to identify and resolve under-representation and underutilization of a protected class. These programs are to ensure equal representation throughout FRA, to address issues critical to increasing productivity, and to increase our diverse workforce. Three special emphasis program areas are specifically required by regulation.

In addition, OCR identifies with other programs, which include: the Black Employment Program; the Asian/Pacific Islander Program; and the Native American Program. Types of activities include workshops, round-table discussions, training, subject-matter guest speakers in the culture or issue, proclamations, and exhibits. The SEP Manager also interfaces with community outreach programs and the recruitment and employment of college students.

Page 6 of 7 o one is happier about Hollywood's spotted Asian successes than the office of the United States Trade Representative (USTR) whose burden of combating perceived "unfair trade practices" has been markedly lightened as a result. So-called "non-tariff trade barriers" in a number of Asian nations have tumbled significantly since the Warner-China Film Accord, yet more evidence of the Chinese ripple effect. "Hollywood's strategy is very simple. They want as much money as they can get, and not give any back" Restrictions on the number of importable prints in Taiwan, for example, have all but diminished while Corean limits on the number of days that theaters could play foreign product also appear to be disappearing. In more restrictive societies, especially those like Malaysia and Indonesia, which have large Muslim populations, censorship is still an obstacle. Recent problems with films like Babe , an otherwise wholesome film by American standards but offensive to the Islamic view of pigs as "dirty" animals, underscore the lingering challenges. Centralized distribution monopolies like China Film's are also a characteristic of strict regimes like President Suharto's in Indonesia, where local laws even prohibit the opening of studio offices.
But these are minor issues when considering the bigger picture.
