Implementation Experiences of Codes of Conduct in the U.S. Apparel Industry B. Field Visits For a two-week period in September 1996, Department of Labor officials traveled to six countries - the Dominican Republic, El Salvador, Guatemala, Honduras, India, and the Philippines - that produce garments for the U.S. market. The objective of the visits was to learn about the approaches of foreign garment suppliers to the implementation of the established child labor policies of U.S. importers. Interviews were held with as many relevant persons or organizations as possible associated with the apparel industry, i.e., labor ministry officials, manufacturers, plant managers, buyers, trade associations, unions, workers, community activists, human rights groups, organizations concerned with children's issues, and other non-governmental organizations (NGOs). 1. RESOURCES
    Small Business Administration
Most SBA staff are not experienced with working with people who have disabilities and their resources may not be accessible to people with special needs. Therefore, it is important that you visit your local SBA Small Business Development Center (SBDC), acquaint yourself with the facility and resources, and meet the staff. Assess their accessibility or lack of it and determine the supports a consumer would need to use its services. A consumer might need you to accompany him or her on one or more visits to the SBA.
    Sources of Business Development Assistance
Small Business Development Centers (SBDCs) - The SBA administers SBDCs to help current and prospective owners develop and manage their small businesses. SBDCs are a cooperative effort of the SBA, private sector, educational community, and state and local governments. There are over 950 SBDCs located primarily at colleges and universities in all 50 states.
    Funding
The customer should be expected to contribute as much as possible from his or her own resources. If additional funds are needed for start-up, all options should be considered. Sources of small business funding may include the following:

    THE GOALS:
    THE MISSION:
    THE NEED:
California is the largest and most important state in the United States. The Port of San Diego and the San Diego and Tijuana International Airports are important links between Mexico and California and between California and the world. San Diego and Tijuana, the greatest international region in the world, are the natural link between Asia and Latin America.
San Diego is also the national trendsetter in entertainment, communications, sportswear and design. San Diego County has a growing Latino population that is nearing a quarter of the population. More people of Mexican descent live in San Diego and Southern California than in any other region outside of Mexico City. The Mexico Business Center will serve as a place of pride for our citizens of Mexican descent. Pride in heritage will be one of the main cultural themes of the Center. Citizens of Mexican descent will find that the Center aids them in both cultural and business links with the various regions of Mexico.
San Diego County is uniquely positioned as the southern anchor of Southern California, the second largest population center in the United States and the largest on the Pacific Coast of the Western Hemisphere. We offer the most important connections between California and the world.
