This 22-page memorandum is intended for detained Mariel Cubans and their advocates as an update on United States case law arising from the Supreme Court decision Zadvydas vis-a-vis the long-term detention of Mariel Cubans. The memorandum also discusses the Inter-American Commission on Human Rights' opinion in Rafael Ferrer-Mazorra v. United States, Case 9903, Report No. 51/01, April 4, 2001. This opinion is favorable to Mariel Cubans in long-term detention while the United States' response to the opinion is not. This memorandum is available online at
