The 1954 Brown Decision: Fueling the Torch of Liberation for Asian Pacific Americans
An Asian Pacific American (APA) perspective on the impact of Brown v. Board of Education usually starts by comparing historical scars of segregation instead of considering the liberating effect thE decision had on their community. The 1954 Brown decision propelled the APA community to move beyond interethnic differences and to define how they might affect the changing American landscape. According to Glenn Omatsu (1989), senior lecturer in Asian American studies at California State University Northridge, the Asian American movement embraced fundamental questions of oppression and power and adopted liberation as an ultimate goal. By the late 1960s and early 1970s, Asian Americans had joined the black liberation movement, which then was leading the charge for racial minorities fighting for social justice.

Speaker Warns of Dangers of Racial
Profiling in Wake of September 11
If America is going to avoid adding hate crime casualties to the list of losses from the Sept. 11 terrorist attacks on New York and Washington, we must stop making assumptions about people on the basis of how they look, according to one of the founders of the Asian anti-violence movement. "We have to re-think who is a real American and who is not," said Helen Zia, an award-winning journalist and contributing editor of Ms. magazine, in a talk Oct. 10 that formally marked the start of Asian American Heritage Awareness Month. Her talk was sponsored by the Asian American Cultural Center, Asian American Studies Institute, and Women's Center and was billed as a Human Rights Semester event. Zia, who faces double discrimination as an Asian American and as a gay woman, noted a recent survey that showed one-third of those polled thought it acceptable for the government to do racial profiling and one-third favored establishing internment camps for those the authorities identify as sympathetic to terrorist causes.

The national conversation on race often seems hopelessly mired by rigid bipolar perspectives and thinking. How we think about, engage, and politically mobilize around race in the United States has been traditionally shaped by a black/white paradigm of race relations Difficult racial issues, such as affirmative action, are framed as a stark choice between racial preferences and "colorblindness." In The Accidental Asian: Notes of a Native Speaker, Eric Liu offers a more expansive and compelling understanding of race in the United States by situating and interrogating how Asian Americans are popularly portrayed, and how they see themselves. Liu, an essayist, commentator for MSNBC, and a former speechwriter for President Clinton, presents a highly personal narrative as an "accidental Asian": "Someone who has stumbled onto a sense of race; who wonders now what to do with it." Liu's essays - about his deceased father, his grandmother's Chinatown, the Asian political campaign donors controversy, Asian Americans as the "new Jews" manage to intriguingly raise broader issues of diasporic consciousness, racial/cultural hybridity, and "whiteness."

July 15 on PBS at 10:00pm (check local listings) A presentation of the National Asian American Telecommunications Association (NAATA) "Fred was a Japanese-American born and raised in California, and he was very much your average young American," says filmmaker Fournier. "He had a girlfriend. He had just gotten a convertible. He was working as a welder. He had no political background no sort of lofty constitutional ideals but when the government asked him or told him that he must report to an internment camp, he just intrinsically knew it was wrong. He felt it in his bones, and he didn't see why he should have to comply. This did not jibe with the America that he'd been brought up to believe he was living in." One of a small number of Japanese Americans to resist the internment, Korematsu simply saw no reason why he should accept the suspension of his basic constitutional rights. He first tried to elude the internment order. When caught, and even when ostracized by the majority of his community whose leaders promoted compliance and cooperation with military authorities Korematsu continued to resist.

June 22 The New Yellow Peril: China-Bashing for New Defense Spending Fuels Hate Against Asian Americans By Sonia Shah Senator Feinstein surprised the civil rights organizers who threw her an informal wine-and-cheese shmoozer a couple months ago with an impromptu speech warning of the gathering speed of anti-China sentiment in Congress and the impending fallout for all Americans of Asian descent. A new yellow peril is afoot, she warned, and civil rights organizers better ready themselves. A comprehensive poll released in April confirmed the senator's prophecy. In a Yankelovich study of attitudes toward China and Chinese Americansthe first ever of its kindAmericans revealed an abiding belief that Chinese Americans were unassimilable, traitorous foreigners, poised to sell American secrets to a dangerous China. Two-thirds feared China as the biggest threat to U.S. security, second only to international terrorism. A third questioned Chinese Americans' loyalty to the United States, and almost half considered Chinese-American espionage on behalf of China a real problem. Finally, respondents couldn't really tell the difference between Chinese Americans and other Asian Americans: when surveyors asked the same questions about Asian Americans as they had about Chinese Americans, they received nearly identical results. The study, conducted during the first two weeks of March, involved over 1,200 phone interviews with a nationally representative sample of Americans aged 18 and over. Its findings sent chills down the spines of Asian American civil rights organizations.

My name is Jan Liu and I am with the Asian and Pacific Islander American Health Forum ( APIAHF APIAHF is a national advocacy organization dedicated to promoting policy, program and research efforts for the improvement of health status of all Asian American and Pacific Islander communities. APIAHF The collection of data on race and ethnicity is essential for creating sound public policies, ensuring the most efficient use of resources and addressing the needs of diverse communities. State and local public health departments have a legitimate interest and a responsibility in protecting and promoting the health of all people. Racial or ethnic data that is collected by public entities with regards to health is particularly important to understand and address the disparities that exist in almost every measure of health and well-being. Data on race and ethnicity are often used to target health interventions, design more effective outreach efforts, develop culturally appropriate health education programs and measure success in the elimination of health disparities.

On this day we will say loud and clear: California is not the place to attack immigrant rights! Across the state of California now, the right wing is organizing and gaining in confidence. They have initiated a whole set of legal and political attacks against documented and undocumented immigrants in California. These racist efforts can be fought and defeated. A march of people from all over California in our state's capital can make important strides toward defeating the whole set of statewide attacks on immigrant rights. This march can shift the social and political climate of our state and begin to transform it from a state which has been leading the nation in racist attacks on immigrants and minorities into a state which leads the nation toward progress, equality and justice.

Objectives
The primary objectives of the Army’s 2003-2004 Asian American Pacific Islander program is to provide a better level of EEO services to the APA community. EEO Professionals must be educated and trained to provide an excellent level of service to a diverse community. This requires that the Army EEO community be positioned strategically and operationally to interact appropriately to the various cultures, traditions and needs of the customer community. The daily contacts EEO professionals have with APA customers require additional education and training in the APA community’s history, aspirations and challenges and how those aspects differ from other EEO customers. This requires cross cultural communications training, publishing EEO complaint documents in APA languages and reaching out to APA college graduates and mentoring them into the Army workforce.
Initiatives
· Examine the professional efforts Asian American and Pacific Islanders at the mid and senior level pay grades. This is a critical area in that the ability of Asian and Pacific Islanders to self-actualize at the high grades has a broad impact. In keeping with the US Department of Justice Adarand guidelines, we will look at the promotion and award profile of each pay plan to determine further action items for our Affirmative Employment Program plan.
