(D-CA) Washington, DC, May 12, 2004 Special thanks to Federal Express for sponsoring this wonderful luncheon. Across our nation in this month of May, Asian Pacific American Heritage Month is celebrated with community festivals and educational activities. This year's theme "Freedom for All—A Nation We Call Our Own," is especially timely as our civil liberties and civil rights are under assault. This event hosted by the Asia Society recognizes both the importance of APA Heritage Month and reminds us of the many challenges facing Asian Americans and Pacific Islanders today. Our nation has come a long way since the internment of Japanese Americans during World War II through the Civil Rights movement. However, since the attacks of 9/11, President Bush and some Members of Congress have used it as an opportunity to promote legislation that has had a detrimental impact upon civil our liberties and civil rights. Unfortunately, much of this legislation disproportionately affects Asian Americans.

The JACL-er Newsletter JACLChicago.org is the web site of the Chicago Chapter of the Japanese American Citizens League , a national Asian American civil rights advocacy organization founded in 1929. Since its inception, the Chicago JACL Chapter has played a key role in the success of many of JACL’s national legislative efforts. The Chapter has done so by making significant contributions in terms of personnel, labor, information, and funding. As part of a 1946 JACL mandate seeking to attain (1) naturalization rights for the Issei, (2) compensation for evacuation-related losses, and (3) the end of racist immigration and naturalization laws, the Chapter participated in the push to get Congress to pass the Walter-McCarran Immigration and Naturalization Act. This act (which became law in 1952) brought about a number of changes, providing aliens with eligibility for citizenship, creating an immigration quota for Japan, establishing supplementary rights for spouses and children of American citizens, and setting fair administrative procedure and court review for all immigration and deportation cases.

AACRE is the joint statewide legislative advocacy office of three longstanding APA civil rights organizations, Chinese for Affirmative Action/Center for Asian American Advocacy (CAA) and Asian Law Caucus (ALC), both based in San Francisco, and Asian Pacific American Legal Center (APALC), based in Los Angeles. AACRE is the first policy office in the state capital dedicated to promoting a statewide APA civil rights agenda The 2004 Legislative Report Card is available free of charge on CAA'ss website at www.caasf.org , APALC's website at www.apalc.org and at ALC's website at www.asianlawcaucus.org The 2004 Asian Pacific American Legislative Report Card rates legislators according to how they voted on 13 key pieces of legislation important to the APA community. The Seattle Chapter JACL has been unafraid to tackle difficult and, often, controversial issues related to the wartime experience of our community and other civil rights issues. The exceptional pioneers who sustained our organization during one of the most difficult periods in US history laid a strong foundation for the work of future generations of Japanese Americans who believe strongly in the principles of justice, equality and fair play. Rest assured, the Seattle Chapter is well prepared to carry on the proud tradition established by our noble and courageous predecessors. As we anticipate the challenges of the new millennium, the organization is grateful and energized by the emergence of a bright, new corps of younger members. Issues such as redress, education about our World War II wartime experiences, hate crimes, US-Japan relations, cultural activities like the Seattle Cherry Blossom and Japanese Cultural Festival, leadership training, scholarships, and building alliances with other communities of color will continue to be high priorities on our agenda for decades to come. Though many of the civil rights issues of the 20th century remain and, in some cases, have become even more intractable, the Chapter will move forward with confidence and a renewed sense of commitment to ensure equality and justice for all.

BOOMING ASIAN AMERICAN POPULATION IN METRO BOSTON CHALLENGES "MODEL MINORITY" STEREOTYPE
Cambridge, MA-May 27, 2004-The Asian American population in metro Boston grew more than 10 times faster than the rate of total population growth across the region during the 1990s, according to a new study by the Institute for Asian American Studies at the University of Massachusetts-Boston. More than a dozen Asian ethnic subgroups - from Chinese to Hmong, Thai, and Pakistani - form metro Boston's Asian American population, which now totals almost a quarter million people and increased 70 percent during the last decade, according to the report. The new study is being released in celebration of Asian Pacific American Heritage Month by the Metro Boston Equity Initiative of The Civil Rights Project at Harvard University. The most dramatic growth over the 1990s has occurred outside the City of Boston, according to the UMass-Boston researchers. While Boston saw the largest numeric increase in the Asian American population (13,896), towns posting the fastest growth rates were Malden, Shrewsbury, Quincy, Burlington, and Waltham.
