JUSTICE DEPARTMENT SETTLES CIVIL RIGHTS ALLEGATIONS CONCERNING VIOLENCE-PLAGUED BROOKLYN HIGH SCHOOL
WASHINGTON, D.C.
- The Justice Department today announced that it has entered into a consent decree with New York City and various school district officials, settling allegations of civil rights violations and deprivations of equal educational opportunities at Brooklyn’s Lafayette High School. The government’s complaint, filed in the U.S. District Court for the Eastern District of New York, alleges that school district officials deliberately ignored severe and pervasive harassment directed at Asian-American students by their classmates. This harassment allegedly included both physical and verbal abuse, including multiple violent assaults. According to the complaint, students regularly threw food, cans and combination locks at Asian-American students, while shouting ethnic slurs. Additionally, the government alleged that school district officials failed to take appropriate action to help students overcome language barriers that impeded their equal participation in the school’s instructional program, as required by the Equal Educational Opportunities Act of 1974. “A school district cannot stand aside and ignore severe and pervasive racially motivated harassment of an ethnic or language minority,” said R. A renowned group of civil rights advocates and scholars examine civil rights issues facing the rapidly growing and diverse communities of Asian Americans and Pacific Islanders in the second issue of AAPI Nexus: Asian American and Pacific Islander Policy, Practice and Community.
The journal focuses on the complexities of the Asian American civil rights agenda, such as the necessity of bridging the gaps between activists and scholars to strengthen civil rights advocacy and civil rights research, the limits of pan-Asian frameworks in addressing the needs of specific
populations, the problems in developing effective coalitions both within Asian American communities and between Asian Americans and other minority communities, and the changing demography that has shaped and reshaped Asian American civil rights.

NATIONAL JAPANESE AMERICAN CITIZENS LEAGUE, OLDEST ASIAN AMERICAN CIVIL RIGHTS ORGANIZATION, DONATES ARCHIVES TO JAPANESE AMERICAN NATIONAL MUSEUM LOS ANGELES.-The National Japanese American Citizens League (JACL), the oldest and largest Asian American civil rights and human rights organization in the country, announced that its National Board voted to donate its archives to the Japanese American National Museum, whose collection of material culture documenting the Japanese American experience is the largest in the world. The JACL was founded in 1929, partly in response to anti-Japanese sentiment in America. At various times in the next 70 years, it lobbied Congress to either repeal discriminatory laws or to pass bills to correct historic wrongs. For example, the JACL led efforts to pass the McCarran-Walter Act in 1952, which finally allowed immigrants from Asia to become naturalized U.S. citizens. In the 1980s, the JACL was among several groups that advocated for redress for Japanese Americans for their unlawful incarceration during World War II. The Civil Liberties Act of 1988 provided an official apology and individual reparations for eligible recipients. The Japanese American National Museum's mission is to promote understanding and appreciation for America's ethnic and cultural diversity by preserving and telling the story of Americans of Japanese ancestry. Founded in 1985, the National Museum opened the doors to its Historic Building in 1992 and completed a $45 million project by opening its 85,000-square-foot Pavilion in 1999.

    The Asian American Journalists Association (AAJA) will hold a public forum to examine the role of journalism in the Asian American civil rights movement throughout the past 20 years, including the crucial role that media plays today. The forum, "Remembering Vincent Chin: A Conversation About Civil Rights and Journalism," will be held at the Pangborn Design Gallery in Detroit, Michigan on April 28 from 6:30 – 9:30pm. Vincent Chin was the Chinese American killed in 1982 in Detroit by two autoworkers frustrated with the success of the Japanese auto companies. The case galvanized the Asian American community, captured the media’s attention and became a battle cry for Asian American civil rights. "Since 9/11, this battle has gained renewed attention as people of Middle Eastern and South Asian descent, as well as immigrants and Muslims, have become the target of aggression, profiling and questionable government detention," said Rene Astudillo, executive director of AAJA.

Chinese Americans, Japanese American Citizens League, Asian Law Caucus,
National Asian Pacific American Bar Association, Chinese for Affirmative
Action, and National Federation of Filipino American Associations - wrote
President Clinton and urged him to "establish an independent bi-partisan
commission to investigate the handling of Dr. Lee's case." These
organizations specifically cited that "internal reviews are being conducted in both the Justice Department and the FBI and that several Congressional hearings are being convened surrounding the case." Then these six organizations stated: "we believe that the public's confidence in government agencies to conduct fair and competent investigations has been undermined in the past year." Wednesday, February 9, 2005; Page B05 K. Patrick Okura, 93, a psychologist who was among the 120,000 Japanese Americans interned during World War II and who later established a foundation for developing Asian-Pacific American leaders in the mental health field, died Jan. 30 of coronary artery disease at his home in Bethesda. Mr. Okura and his wife, Lily, were among the 60,000 surviving Japanese Americans who in 1990 each received a $20,000 check and a written apology from President George H.W. Bush under the 1988 Civil Liberties Act. They used the money to further their efforts to educate Asian American mental health and human services professionals in how mental health services and policies are developed.

2005 MLK Equal Rights under the Law Day
The Thomas M. Cooley Law School will once again honor the memory of slain civil rights leader Dr. Martin Luther King Jr., with the 2005 MLK Equal Rights under the Law Day on Monday, Jan. 17, 2005. On this day, classes are suspended and student organizations will present a variety of programs 10 a.m.-3 p.m., in Gray's Inn, second floor of the classroom building, 217 N. Capitol, Lansing. At 3 p.m., there will be a panel discussion with representatives of various participating student organizations with experience in the area of civil rights and diversity. The topic of this year's panel discussion is “Diversity: Yesterday, Today, and Tomorrow.” The panel discussion will be held in the Cooley auditorium, 6th floor of the classroom building. The panel discussion will be followed by a question and answer session.
