    This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
    Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
    Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
    Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
    Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
    Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

    H istorically, Aruba has been part of the Netherlands Antilles , a six island federation, which also included Bonaire, Curaçao, St.Maarten, Saba and St. Eustatius On January 1st, 1986, Aruba became a separate entity within the Kingdom of the Netherlands. The Kingdom now consists of three constituents: Holland, Aruba and the Netherlands Antilles (5 islands).

    Legislative, executive and judicial powers are vested in parliament which is housed in Aruba's capital, Oranjestad . The Aruban parliament consists of 21 members elected by universal suffrage.
    The party (or parties) obtaining legislative majority are asked by the Governor to form a 7- member Council of Ministers vested with executive powers and headed by a Prime Minister.
    Jurisdiction in Aruba lies with a common court of Justice of Aruba and the Netherlands Antilles and a Supreme Court of Justice in the Netherlands.

    INTRODUCTION
    Background: Discovered and claimed for Spain in 1499, Aruba was acquired by the Dutch in 1636. The island's economy has been dominated by three main industries. A 19th century gold rush was followed by prosperity brought on by the opening in 1924 of an oil refinery. The last decades of the 20th century saw a boom in the tourism industry. Aruba seceded from the Netherlands Antilles in 1986 and became a separate, autonomous member of the Kingdom of the Netherlands.     Aruba is completely out of the hurricane belt. A word of caution, though, the sun is strongest between 11 a.m. and 2:30 p.m. Using a protective sunscreen is highly recommended.

    The official language of Aruba is Dutch, but most Arubans are fluent in several different languages, including English and Spanish. You'll also hear the local Papiamento language which has evolved over the centuries.     by FREEMAN WASHINGTON ORANJESTAD, Aruba (18 June 2001) The coalition governing Aruba has collapsed amid long-simmering disputes over tourism, the backbone of the Dutch Caribbean island. The coalition fell apart with the resignations Monday of the transportation and tourism ministers, members of the Aruba Liberal Organization party, over how quickly to make the island's key tourism ministry a semi-private agency. The People's Party of Prime Minister Henny Eman favors making the tourism ministry a semi-private agency as soon as possible. His party had complained that bureaucratic delays made it difficult to run promotional campaigns. Tourism Minister Lily Beke supports privatizing the ministry, but said the process could take up to a year. Transportation Minister Glenbert Croes said Eman warned their party by letter that the ministry must be privatized by the end of June or she would be removed. The two parties formed a coalition in 1998 after elections in which the People's Party won 10 seats in the island's parliament, just short of the 11 seats need to form a government. The Liberal Organization won two seats. The opposition People's Electoral Movement won nine seats in the December 1997 elections.
