Chester A. Arthur Chester Alan Arthur (October 5, 1830 – November 18, 1886) was the twentieth Vice President (1885), and the twenty-first (1881 - 1885) President of the United States. Arthur became President when James Garfield was assassinated. Before being chosen as Vice President, he had been collector of customs for the port of New York . As such, he was assumed to be benefiting from bribes and corruption. Hence many were surprised when he became an advocate of civil service reform and presided over the passage of the Pendleton Act. Biography
During the Civil War , Arthur served as acting quartermaster general of the State in 1861 . He was later commissioned as inspector general, and appointed quartermaster general with the rank of brigadier general, and served until 1862 . He resumed the practice of law in New York City, and was appointed by President Ulysses Grant as collector of the port of New York 1871 - 1878 .

Writings Died : November 18, 1886, New York, New York Buried : Albany, New York Consulting Editor Justus Doenecke, University of South Florida Biography: A Life in Brief Chester Arthur was the fifth child of a fervent abolitionist preacher who moved his family from one Baptist parish to the next throughout New York and Vermont. Attending Union College, Arthur showed far more interest in extracurricular activities and political demonstrations than in his studies. As a young man, Arthur worked for one of the most prominent law firms in New York City. He was involved in two cases focusing on African American rights. One involved fugitive slaves while the other centered on segregated streetcars. Political Machine Operator Arthur also worked actively for Roscoe Conkling, a New York Republican Party boss and U.S. senator who used patronage and party discipline to advance his power. Conkling headed a major party faction, the Stalwarts. Recognizing the administrative genius that Arthur demonstrated as quartermaster general for all of New York during the Civil War and his success as a lawyer, Conkling helped Arthur get appointed as collector of the Port of New York under Republican President Ulysses S. Grant. While there is no evidence of blatant corruption on Arthur's part, the New York Customs House had close ties to Boss Conkling's political machine; Arthur routinely collected kickbacks of salary called "assessments" from customs house employees to support the Republican Party.

Arthur was a member of the Republican Party and worked as a lawyer before becoming the 20th Vice President in the administration of James Garfield . Garfield was shot by Charles Guiteau , a disgruntled office seeker, on July 2 . Garfield died on September 19th, and Arthur became President , serving until Before entering national politics, Arthur had been Collector of Customs for the Port of New York . He was appointed by President Ulysses S. Grant but was fired by Grant's successor, Rutherford B. Hayes , under (false) suspicion of bribery and corruption . His notable achievements in office as President included civil service reform and the passage of the Pendleton Act . United Church of Christ Keep in mind that in the table above, the % of the U.S. population for religious groups are current figures. Religious groups have had much different proportions at various time in U.S. history. One of the most over-represented religious groups among U.S. presidents is Unitarianism. Despite merging with Universalism in the 1960s, the combined proportion of Unitarian Universalists in the U.S. population is just 0.2% of the population (one in every 500 Americans). Yet there have been 4 Unitarian presidents. Another over-represented religious group among U.S. presidents is Dutch Reformed, by virtue of having two U.S. presidents, yet having only a small number of people left in the country who identify themselves as Reformed. The contemporary heir to the Dutch Reformed churches is the "Reformed Church in America," which has about 300,000 members in the U.S. and Canada. (Alternatively, one might count only a single president as Dutch Reformed, if Theodore Roosevelt is counted as an Episcopalian sources differ on this subject . Even just one Dutch Reformed president would constitute statistical over-representation.) After that, Disciples of Christ, Episcopalians, and Quakers have also had representation in the White House far outstripping their proportion of the U.S. population.

    ARTHUR, CHESTER A.
    , twenty-first president of the United States. Born in Vermont, Arthur graduated from Union College in Schenectady, New York, and taught school before moving to New York City, where he was admitted to the bar in 1854. An antislavery Whig, Arthur joined the Republican party at its birth. He was appointed engineer in chief on the New York governor's military staff in 1861 and then became quartermaster general of New York because of his honesty and efficiency. He served until the Republicans lost the governorship in 1862. After the Civil War, Arthur helped build Roscoe Conkling's political organization as collector of the Port of New York, where he was responsible for collecting two-thirds of the nation's tariff revenue. Arthur mastered the tariff laws and within the limits imposed by the spoils system brought some efficiency to the customhouse. Nevertheless, President Rutherford B. Hayes removed him from office in 1878, believing that partisan considerations were his central concern. Out of office but not out of politics, Arthur became chairman of the New York Republican State Committee and in 1880 was nominated for the vice presidency to balance the ticket headed by James A. Garfield. The Republicans won the election, but after Garfield was assassinated, Arthur became president in September 1881.

Attracting public attention for his defense of blacks, Arthur won a case in 1855 securing the rights of blacks to ride New York streetcars. He was collector of customs in the port of New York and a key ally of Roscoe Conkling . At the Republican National Convention in 1880, he worked for the nomination of Ulysses S. Grant for a third term as president. When this movement failed and James Garfield won the nomination, Arthur was chosen to run for vice president. In July 1881 Garfield was fatally wounded by Charles Guiteau . When he died in September, Arthur became the fourth vice president to succeed to the presidency upon the death of a president.     On September 20, 1881, upon the death of President Garfield, Vice President Arthur received a group at his home in New York City to take the oath of office, administered by New York Supreme court Judge John R. Brady. the next day he again took the oath of office, adminstered by Chief Justice Morrison Waite, in the Vice President's Office in the Capitol in Washington, D.C. Biography: Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President." The son of a Baptist preacher who had emigrated from northern Ireland, Arthur was born in Fairfield, Vermont, in 1829. He was graduated from Union College in 1848, taught school, was admitted to the bar, and practiced law in New York City. Early in the Civil War he served as Quartermaster General of the State of New York.
    President Grant in 1871 appointed him Collector of the Port of New York. Arthur effectively marshalled the thousand Customs House employees under his supervision on behalf of Roscoe Conkling's Stalwart Republican machine.
