Chester Arthur, who before his elevation to the Presidency was considered the very epitome of patronage politics, had ashis major accomplishment the reform of the civil service system.
The Early Years
Chester Arthur was born in North Fairfield, Vermont. His father was a preacher. During his childhood, he moved seven times. Arthur attended high school and Union College in Schenectady, and graduated Phi Beta Kappa. On graduation, he went on to study law. Arthur practiced law in New York City. His most famous case was his suit against a Brooklyn streetcar company for forcibly ejecting a black woman, Lizzie Jennings, from a whites only street car. This case resulted in the desegregation of New York's public transportation system. Arthur became active in New York Republican politics, and in 1867, rose to become chairperson of the Executive Committee of the State Republican Committee. During the Civil War, he served with the New York State Militia in the Union Army. He rose to become Quartermaster General of the New York troops. In 1871, Arthur was appointed tax collector of the Port of New York. As such, he was responsible for the collection of 75% of the United States' income from tariffs. He held the post until 1878. In 1880 he was nominated for the post of Vice President as a compromise candidate to balance Garfield's ticket. He was elected with Garfield, and assumed the Presidency on Garfield's death.

By Anna No one ever wanted Chester A. Arthur to be President, but he became one anyway! Chester was the fifth child of eight children in his family. He was born on October 5, 1829 in North Fairfield, Vermont. His dad also home schooled Chester. After that he went to Union College. While he was in college he took part in a prank and dumped the school's bell in the Erie Canal. Chester taught school and then practiced law in New York City. He became a Quartermaster General of the State of New York. Chester clothed and fed the soldiers from New York during the Civil War. Chester A. Arthur met Ellen Herndon and got married on October 25, 1859. They had two children. His wife caught pneumonia and died before Chester took office. Chester A. Arthur was part of the Republican Party. He was never elected! Chester ran for Vice President as James Garfield's running mate. Garfield was assassinated, so Chester A. Arthur became President. While he was President he signed a law keeping Chinese immigrants from coming into the U.S. It stopped criminals and insane people from coming into the United States. Chester had also signed the Civil Service Reform Act. It made getting a government job fair. Arthur began to rebuild the U.S. Navy. In 1882 he vetoed the Rivers Harbor Act. He exclaimed, "There are no payoffs!"

At the Republican national convention of 1880, Garfield was nominated for President, and the Conkling "Stalwarts," who had supported Grant, were placated by the nomination of Arthur for Vice President. Garfield's assassination soon after his inauguration made Arthur President. He came into office handicapped by a record in machine politics and grave doubt as to his ability and integrity, but his administration proved honest, efficient, and dignified. He effectively supported the civil service reform act of 1883, vetoed a Chinese exclusion bill that violated a treaty with China, and vigorously prosecuted the Star Route trials, in which several prominent Republicans were found guilty of swindling the Post Office Department. Serious illness kept Arthur from actively seeking renomination in 1884. See biography by T. C. Reeves (1975).

    - Inaugural address, 1881 Have you ever in your life heard a reference to President Arthur We thought not. Neither have we. Perhaps the most unknown of the unknown, President Chester Arthur came from relative obscurity, became President by way of a heinous event, accomplished little and never had a chance to seek a second term. In July 1881, after only four months in office, President Garfield was mortally wounded at the Washington railroad station by gunfire from a disgruntled office seeker and died 80 days later, leaving Chester A. Arthur as President of the United States and the third President to have served as President within a 12 month period. Specters of the tainted past greeted Arthur when he assumed office as the political pundits of the day predicted a flood of corruption and graft. However, that never occurred and Arthur ran the presidency in an honest and upright fashion. In fact, he showed great political courage by vetoing a graft-laden "rivers and harbors" bill, by breaking relations with his former New York political boss and by vigorously prosecuting fellow Republicans accused of defrauding the government. Legislatively, though, little of any consequence was achieved during his term except for the creation of the modern Civil Service system with its competitive examinations and non-political merit system. It became law because, in another display of exceptional political courage, Chester Arthur went against the will of his own party and supported it.
