Chester A. Arthur Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President." The son of a Baptist preacher who had emigrated from northern Ireland, Arthur was born in Fairfield, Vermont, in 1829. He was graduated from Union College in 1848, taught school, was admitted to the bar, and practiced law in New York City. Early in the Civil War he served as Quartermaster General of the State of New York. President Grant in 1871 appointed him Collector of the Port of New York. Arthur effectively marshalled the thousand Customs House employees under his supervision on behalf of Roscoe Conkling's Stalwart Republican machine.

Born in a log cabin to poor, uneducated parents, James Garfield went on to be a scholar, a Civil War hero, a U.S. congressman for eighteen years and, eventually, President of the United States. Unfortunately, Garfield's rags-to-riches story came to an abrupt end when a disgruntled Republican supporter, Charles Guiteau, shot Garfield twice on July 2, 1881. Garfield lingered on through the summer and died in Elberon, New Jersey on September 19, 1881. His vice president, Chester A. Arthur , was sworn in as president at 2 a. m. on September 20, 1881. It is said that Garfield used to amuse friends by simultaneously writing Latin with one hand and Greek with the other.

      Chester Alan Arthur Born: Birthplace:
      Fairfield, Vt. Chester Alan Arthur was born at Fairfield, Vt., on Oct. 5, 1829. A graduate of Union College, he became a successful New York lawyer. In 1859, he married Ellen Herndon. During the Civil War, he held administrative jobs in the Republican state administration and in 1871 was appointed collector of the Port of New York by Grant. This post gave him control over considerable patronage. Though not personally corrupt, Arthur managed his power in the interests of the New York machine so openly that President Hayes in 1877 called for an investigation and the next year Arthur was suspended. In 1880 Arthur was nominated for vice president in the hope of conciliating the followers of Grant and the powerful New York machine. As president upon Garfield's death, Arthur, stepping out of his familiar role as spoilsman, backed civil service reform, reorganized the cabinet, and prosecuted political associates accused of post office graft. Losing machine support and failing to gain the reformers, he was not nominated for a full term in 1884. He died in New York City on Nov. 18, 1886. Arthur studied hard and entered Union College in New York when he was 15. He taught school to help pay his expenses and continued to teach while he studied law. He began his law career in New York City. His Presidency: Arthur became president when Garfield died in office. Congress was divided, and both parties were divided. There was little Arthur could accomplish, but his administration's greatest achievement was the Pendleton Civil Service Act. It required people to pass tests for government jobs rather than be handed them as political favors. Arthur was an honest man and had the courage of his convictions. His Life: Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President."
