State investigators and fire marshals are usually certified by the State. Insurance investigators get their certifications mostly from the IAAI (International Association of Arson Investigators)
The IAAI is heavily influenced by insurance companies. This partly accounts for the IAAI's official stance that fire investigation is an art rather than a science and should therefore not be subject to the Daubert standards. Daubert allows a judge to keep junk science out of the courtroom. I consider certification by the IAAI as just another paper to hang on the wall. Q. To whom do these investigators report? A. State investigators and fire marshals often report to the state insurance commissioner. Insurance commissioners are subject to heavy lobbying by the insurance industry and work hand-in-glove with them. Insurance investigators usually work for independent investigation companies which are hired by the insurance companies to keep the illusion that they are using unbiased people. However, an investigator may get 90% of his business from a single company. He keeps this volume business by giving the insurance company what it wants: to avoid paying for fire damage. The net result is that insurance investigators tend to find much more arson than really exists. Q. Who teaches and trains fire investigators?

Profile of an Investigator:
Deputy State Fire Marshal Denise DeMars is a fire/arson investigator in the Minnesota State Fire Marshal Division. From 1978 to 1980 she was a deputy sheriff for Hennepin County. In 1980 she became a professional firefighter for the City of Columbia Heights and served there for eight years before joining the Fire Marshal's Division. DeMars is an executive board member of the Minnesota Chapter of the International Association of Arson Investigators (IAAI) and has logged hundreds of hours of specialized study in the field of fire investigation. She is also a Certified Fire Investigator through the IAAI. In addition to her investigation duties, Denise develops, coordinates and teaches fire/arson investigation courses for the state of Minnesota. St. Paul Lutheran Church, near Owatonna, as it stood before an unsolved arson fire on September 10, 2000.

Fire Investigations
Fire investigations are started and may be completed by the commanding officer on the fire scene or the District Commander. Members of the Fire Marshal's Office are on call for fire investigations to assist when requested. Fires that are believed to be arson, suspicious, or involving a fire injury or fire death are referred to the Asheville Buncombe Arson Task Force (ABATF) s Office, the Asheville Police Department, the NC State Bureau of Investigation and Ron Moore, District Attorney. The Arson Task Force is located in the Harley Shuford Building, at 300 Merrimon Avenue, which is a former City of Asheville fire station. The building houses the Task Force offices, the crime scene processing truck, and fire investigation training facilities. M. K. (Buddy) Thompson is the new Director of the Asheville Buncombe Arson Task Force. Buddy formerly worked for the Arson Task Force as the representative from Buncombe County. Buddy is employed at the rank of fire captain for the City of Asheville Fire Department. Information requests about current fire investigations may be directed to 828-255-5321.
