Re-certification It is a necessity that the Certified Arson Investigator be aware of the ever-changing regulations, scientific breakthroughs, and investigative techniques affecting arson investigations . To ascertain that the Certified Arson Investigator has kept up with these changes and to maintain CAI designation, Columbia Southern University requires Certified Arson Investigators to re-certify every three years. The first certification and subsequent re-certifications are, therefore, valid for a period of three years.

Certification in Arson Investigation CSU’s Certification in Arson Investigation degree program is an in-depth analysis of the skills necessary to investigate fires for the purpose of identifying origin and cause (where the fire started and what caused the fire ) and properly conducting and documenting a fire investigation . This degree program is organized in two tiers, background and practical. In NFPA 921, Investigating Fire and Explosions, the investigator will learn the basics of fire science fire patterns, origin determination and cause. NFPA 921 offers a step by step process of this first phase of the fire investigation , determining origin and cause. If the fire is determined to be incendiary in nature, the investigator will go on to a second phase or tier of the fire investigation . The second tier will be a step-by-step instruction by the experts in how to conduct an arson investigation . The Certificate in Arson Investigation designation will
be awarded upon the successful completion of the unit exams as well as the comprehensive essay and objective final exam.

OVERVIEW
The Office of the State Fire Marshal is responsible for investigating all fires, building collapses, and carbon monoxide releases, other than from automobiles, which cause death. In addition, the Office of the State Fire Marshal is required to assist any fire chief requesting assistance. The Office of the New Hampshire State Fire Marshal will respond to requests from law enforcement agencies and from local government boards. The Office of the New Hampshire State Fire Marshal includes eight fire investigators. Investigators are sworn police officers authorized to interview witnesses, collect evidence, make arrests, and appear in court as expert witnesses. In addition, the Office includes two accelerant detecting K-9 teams. Canines can detect minute traces of accelerants used in fires and can lead investigators to a specific location where physical samples can be taken for forensic laboratory analysis. Program Lead: Richard Martin, (360) 397-2186 ext. 3322 The Fire Investigation Program headed by Sr. Deputy Richard Martin assures the proper investigation of fires throughout the county's un-incorporated area and several of the small cities. Fire marshals investigate somewhat less than 10 percent of the fire calls that come in to the county's eleven fire districts. More than 250 times a year - at all hours of the day and night investigators respond to fires involving:
  • The serious injury or death of a citizen or firefighter
  • Arson or other incendiary acts
  • Unknown Causes and Origins
  • "Working" structure fires
  • Other significant fire losses
All major fire losses are thoroughly investigated. Fire marshals work closely with the Clark County Sheriff, local police departments, the Federal Bureau of Alcohol Tobacco and Firearms, the FBI, state fire marshals and many different insurance companies to track down and prosecute arsonists.

To contact the Houston Fire and Arson Investigation Division call 713-865-9000. The Houston Arson Bureau is the law enforcement entity of the Houston Fire Department that investigates all fires determined to be arson of a building, habitation, or vehicle occurring within the city limits of Houston. Along with the investigation of accidental, adult, and juvenile cases, these fire investigations can include child abuse, burglary, drugs, criminal mischief, assault, and murder. In many cases, the bureau partnerships with federal, state, and local agencies, such as the Bureau of Alcohol, Tobacco, and Firearms, the Federal Bureau of Investigations, and the Houston Police Department. The Houston Arson Bureau responds to arson incidents 24 hours a day, 365 days a year. Annually, more than 2,000 cases are investigated and several hundred felonies are filed each year with the Harris County District Attorney's Office.

Therefore, my first Job Aid Training Resource for the Net will be information and tips pertaining to arson/fire investigations. Hopefully, the following tips and information will assist you in furthering your fire/arson investigative skills. The Fire/Arson Problem The fire investigator is expected to be more familiar with the fire/arson incidents than the average person. The following information is designed with the fire investigator in mind and is of particular importance to him or her because of the nature of their duties. These special tips and information concerns itself with the standards of information pertaining to the fire/arson investigation's problem. It is not uncommon for the investigator to be asked questions by reporters, civic groups, and the court about fire and arson problems, both local and national. One must have a basic knowledge in reference to local, state, and national fire/arson and explosion problems. As one knows, these problems vary from state to state. However, there are certain areas that will not change and are common throughout the world. This information is not intended to make you an expert in the problem area of fire/arson investigation. Illinois Conservation Foundation Offers Reward for Information Leading to Conviction of Arsonist The fire burned approximately 80 acres of IDNR property. There were no injuries, no major losses of natural resources, and no structural damage. The reward of $500 will be paid upon conviction of the person or people responsible for the arson at Mazonia. The tipster must disclose his or her identity to investigators conducting the follow-up investigation, and also to collect the reward money. Tips may be phoned in to 877-236-7529. The hotline is staffed 24-hours per day. Fires have also occurred in recent days at Green River Wildlife Area, Sand Prairie Habitat Area, Volo Bog, and at the Lake in the Hills Fen. The most extensive damage occurred at Green River Wildlife Area and nearby Sand Prairie Habitat Area, where 750 acres burned Wednesday, March 29th. The majority of the fires are blamed on a combination of conditions. The Illinois Water Survey, a division of IDNR, reports March was the 16th driest on record in Illinois. Dry conditions prevail at a time when natural debris has accumulated on the ground, and before plants have begun the spring growth that makes them less vulnerable to catching fire.

Illinois Conservation Foundation Offers Reward for Information Leading to Conviction of Arsonist The fires were set Wednesday afternoon on both the east and west sides of Green River and at Sand Prairie Habitat area, a satellite site eight miles west of Green River. Illinois Conservation Police are investigating the fires. Anyone with information about who is responsible for starting these suspicious fires should telephone 815/625-2968. The Green River State Wildlife Area is a wildlife restoration area popular among hunters, hikers, birders and other outdoor enthusiasts. The 2,565-acre area includes swampy slough areas, prairie restorations, open fields, cultivated areas and timber. Many of these areas have been specially planted and managed to provide more food and cover for a variety of wildlife species. The Sand Prairie Habitat Area is comprised of 316 acres located in extreme southwest Lee County. The area features native prairie on the rolling sand hills interspersed with fields of grasses, along with sunflower fields, and agricultural crops. Several small wildlife ponds and wetlands are also scattered across the site.

Cattaraugus County Fire Investigation Team The Cattaraugus County Fire Investigation Team (CATTFIT) was established in 1979 with grant money that was earmarked for arson prevention. At that time, the field of municipal arson investigation was rapidly growing. A team of investigators was chosen from the ranks of the volunteer fire service in Cattaraugus County and from area police agencies and began investigating fires in 1980. Since that time, the team has witnessed a marked decrease in the instances of arson in Cattaraugus County. The information obtained during cause and origin investigations has been used to develop public safety messages and bulletins about the dangers of fire. Through these education efforts and increased public awareness, the number of fires in the county has also decreased. The Team currently consists of eight members. Seven members are on a volunteer basis and are from the fire service throughout the county. These seven people volunteer hundreds of hours yearly investigating fires. This time is in addition to their own fire departments, where they are all very active. The eighth member is a member of the Sheriff's Office. He is responsible for maintaining all the fire investigation records, assisting with follow-up investigation on all fires and preparing arson cases for court proceedings, and other day-to-day operations of the Team. The Sheriff's Office also has a member of the Criminal Investigation Bureau assigned to fire investigation. This detective works hand-in-hand with team members on a daily basis.

The Fire Chief or his designess is responsible for the investigation of the origin and cause of every fire or explosion. Should the Fire Department deem that a fire is suspicious or actually intentional in nature, the Police Department is contacted to conduct a criminal investigation. There are a number of individuals within the Police Department that have been trained in origin and cause determination. If these individuals are available, one of the trained persons is contacted and will respond to assist the Fire members. They document the scene with photographs, help the police take custody of any evidence of this crime, and interview witnesses, suspects or other persons that may have knowledge of this crime. The Detective Bureau will be notified of any fire related death. Members will respond to this type of scene as well.

The Rutherford County Sheriff's Department conducts investigations into fire and explosive incidents that are reported to the department. The Detective Division handles these incidents. When a fire or explosive incident is reported to the Sheriff's Department a deputy is sent to the scene. When the deputy arrives at the scene they will write a report for follow-up by the Detective Division or notify a Detective Supervisor and request a Detective respond to a scene. The Detective Supervisor will make a response decision based on facts given him by the on scene deputy and other emergency responders at the scene.
Detectives who have received specialized training in fire and explosive investigation will handle the fire or explosive investigation. The Detectives assigned this duty conduct an investigation to determine if there has been a violation of the state law and bring charges against the persons who had committed the crime. Sheriff's Detectives work closely with the Tennessee State Bomb and Arson Section and the Tennessee Bureau of Investigation Crime Lab. The Sheriff's Department maintains a working relationship with the municipal agencies in our county that are charged with fire and explosive investigation. This relationship consists of exchange of information between agencies and assistance in working scenes and investigations.
