Love and Marriage.
This month we'd like to tell the story of love and marriage, as seen by the composers of Tin Pan Alley. As with any subject we've explored, the composers of America's music were rarely at a loss for words or music to address any subject, and so it was with the subject of marriage. The ability of music to express emotion makes this subject one that just begs for attention and it was not hard to find songs that relate to marriage or the prelude to it and the consequences after the fact. Many of the songs on this subject are serious, sometimes to the point of embarrassment or even comedy. Other songs treated the subject with humor and we'll inject a couple of those as well as we use music to tell the story. Unfortunately, sometimes things don't work out and bad things happen. As you'd expect, Tin Pan Alley did not neglect that aspect either and we'll look at some songs that address that as well. Certainly, for those of us who have experienced marriage, we can relate to the range of emotions, comedy and sadness that we often share with our spouses. Of course songs about love alone abound and we'll do a special feature on that as a separate issue but we did feel including a couple of preliminary songs about the love that leads to marriage would help tell our story. We've tried to select songs for this issue that tell the story of love, marriage and the aftermath. Sometimes things work out, sometimes they don't and we'll show both sides of the story. Most of the songs you'll see here are not familiar and we've intentionally tried to present songs from our collection that are unique and add to what's available on the net. We'll end the feature with a special, original never before published publicly song that was composed by my mother as a tribute to her love filled marriage of 62 years, it's a special song and one I think you'll enjoy. We hope you enjoy this issue and it brings some love and happiness into your own life.

Truancy: A Personal Perspective
Sean Gabb
Most writing about truancy - indeed, all that I have read - is about people who play truant by people who have not. Inevitably, therefore, discussion of the issue lacks the degree of introspection that one requires in any discussion of - say - drug use, or membership of the Communist Party. My purpose in writing this article is to help supply that lack. I have two main qualifications for writing. First, I played truant at school. In saying this, I do not mean that I occasionally failed to attend. I was a truant in the fullest sense - I was told once that I had the worst attendance record of anyone in my year. Second, I have been involved for over a decade now in some of the most comprehensive truancy surveys ever conducted in the English-speaking world. Directed by Dr Dennis O’Keeffe , who is currently the Professor of Sociology at the University of Buckingham, and conducted in both England and the United States, these have involved handing out questionnaires to tens of thousands of schoolchildren, and interviewing several hundred, and they have resulted in several books and in a report commissioned and published by the British Government.

The Effects of a Comprehensive Language Arts Transition Program on the Literacy Development of English Learners California State University, Long Beach Year Three deliverable from Project 1.5: "Upscaling for Transition: Schoolwide Factors to Support Latino Students' Transition from Spanish to English Instruction" ABSTRACT The Effects of a Comprehensive Language Arts Transition Program on the Literacy Development of English Learners Perhaps 50% of these students are in some form of "transitional bilingual education," or TBE (August & Hakuta, 1997). These students receive academic instruction in their native language during the early years of schooling then "transition" into mainstream English once they are proficient enough to participate fully in all-English instruction and activities. The rest of these students are in all-English education. They are, essentially, expected to learn English while acquiring academic competencies in language arts, mathematics, and other curriculum areas. Latino students, who comprise by far the largest group of English learners in U.S. schools, tend to do very poorly academically. They have lower levels of achievement and higher dropout rates than their white non-Latino counterparts (Valencia, 1991). Despite some progress over the past 15 to 20 years, 85% of Hispanic fourth and eighth graders still read at a "basic" level or below. Over half score even below "basic," meaning they cannot demonstrate understanding of a text written at their grade level (Mullis, Campbell, & Farstrup, 1993).

Episode two begins with Joan and her father arguing in the living room. There is a TV on in the corner. Joan - I think Im old enough to decide how much make up is too much makeup. Will - The only way to prove that to me is by wearing too little. Joan - Yesterday you told me to wear less, and I wasnt wearing any. Will - The point is you dont need it. Joan - The point IS youre not a guy my age. Will - Turn that off will you. Joan goes over to the TV to turn it off. The news is on. An anchorman in a suit is reading the news. Anchorman - Wait Joan, dont touch that dial. Please dont freak out. Its me, the King of Kings the all mighty. Joan - God is doing the news? God - I know, you thought you were done after the last time we spoke. You hoped it was an isolated incident of mental breakdown, and that your life would just return to normal. Joan - Yah, well, Im talking to the television, so normal works for me.

Neal calls the drum "Even Heroes Can't Stop the Bombs." Neal further insists this does not make him cool. "In fact, nothing can make me cool," says Neal, "and I gave up a long time ago."

Ishwar Chandra Vidyasagar The country, whose male population is unkind unreligious and unaware of the distinction between the good and the evil and don't care about justice and fairness and where abiding the rituals is the chief preoccupation of religion, should not give birth to girls!
[His god-like kindness expressed in the 2nd volume of publication on Remarriage of Widows.]
The materialistic world of the West looks down on India as a poor nation. That assessment is and remains empirically valid, no doubt, even at the end of the twentieth century.
But a society, nation or country that is ever endowed with a great man with a personality, grace and kind soul like Ishwar Chandra Vidyasagar can be impoverished but hardly poor! Popularly known as Vidyasagar (meaning 'sea of knowledge'), Ishwar Chandra himself was the seat of learning. A gift of God his life was a glittering gem of morality, an exposition of the bliss of modest living, a blue sky of compassion, an everest of unfaltering dedication, a fountain of inspiration, a river of love and indeed an ocean of kindness.
Watch closely how this man lived his life, how he shared his time between his family, his friends, his community and his nation, how he spent his endless energy for awakening awareness of his countrymen and for the emancipation of his nation, how he gave away every comfort of life for the sake of others and your heart will warm up to the message of this man's life. And your life will never be the same again! His graceful gift of love and affection will enrich your existence and humble your thoughts for ever.

Roma education: Bulgaria’s main social problem today and in the next decade. In the sphere of education there are two Bulgarias. One is made up of the young Bulgarians, Turks, Muslim Bulgarians and youths from other ethnic groups whose schooling and culture are comparatively adequate at the dawn of the third millennium. The other, uneducated Bulgaria comprises the children from the Roma community, the majority of whom are illiterate and lack basic cultural and social skills. Of course, there are also specific problems in the education of the Turkish minority; thirdly, there are some deficiencies in the education of Muslim Bulgarians.

Dr. Death and the Nuremberg Laws
The killing of a human being on one of the nation's most watched television programs last Sunday night was a horror. Many of us for years had read of Dr. Jack Kevorkian's "physician-assisted suicides" for terminally ill people and looked upon it as possibly the most humane act to end a person's suffering. However, viewing the act, the lethal injection, the impersonal behavior of the doctor, the aloneness of the patient on 60 Minutes shed new light on this obscene practice. Coincidentally, this month, Dr. Michael J. Franzblau, a physician who has dedicated his life to revealing the evils of medical experimentation during the Third Reich, spoke to an audience at North Shore Community College. He explained that the "German Volk," which began to gain acceptance in the late 19th century, was a concept which lent an almost mystical quality to the German people as a pure race. Then what did that say about all others who were not Aryans? They were the minorities and the disabled - people who were viewed as placing a burden on the nation. Contrary to the fundamental code of physicians "to do no harm," doctors of the Third Reich had to place the state above the individual.

Case study: Oradea City, Romania Oradea, city located at the Western border of Romania, only 10 km from the main custom point towards the Western Europe, has a particular personality marked by the confluence of values pertaining to West and East, its coordinates regaining not only an autohtonous, but also an European dimension. For a population of almost 210,000 inhabitants, the number of students for the school year 2002-2003 is 42,861 in 86 state schools, as follows: 45 kindergarten, 16 primary schools, 23 secondary schools and 2 vocational schools. Personnel for 1,000 students are about 79, approximately the same for 1996-2002. There are also 1,655 students in 12 private schools, as follows: 5 kindergarten, 1 primary school, 2 secondary schools and 4 post-high school. There is no consensus in defining exactly what means violence in schools. A general definition refers to violence as those physical acts that drive to injuries, but violence could be also verbal or symbolic. In the latter, the violent act of one person, with or without intent, ignores the rights and the expectations of another person, and the fact that it hurts his/her feelings even if only by omission, disparagement, lack of attention or neglect. More too often the protagonists and/or the victims of the violence are young people under age, and they are, their majority, enrolled in an educational institution, a school.

Other special musical moments I recall from childhood are the chromatic chaconne bassline from the opening chorus of Bach's Cantata no. 78, the Grieg Piano Concerto, and the great tenor Mario del Monaco singing Pagliacci. Man, what a voice he had. We had a copy of "Twilight Time" by the Platters, 1957 or '58. Man, what a beautiful tune that was for a four year-old to hear! But popular music really didn't come into the picture for me until the Beatles, Stones, Motown, and the folk-rock era in the '60s. My sister Jeannine would drag along her little brother and go club-hopping all afternoon on MacDougald Street, where guys rehearsed right on stage in front of a relaxed audience. Those days in Greenwich Village, there was as much music happening during the day as at night. You could go into Manhattan on weekend afternoons and hear tunes being written and rehearsed by cutting-edge rock bands long before they made it big. Outdoor summer concerts at Central Park were a buck to get in, and always a double bill—sometimes totally incongruous combinations like Led Zeppelin and Herbie Mann, Mongo Santamaria and Paul Butterfield Blues Band.

Buying Contemporary Art Means Searching Beyond the Obvious
By Judd Tully With one successful contemporary art auction under his belt and cutting-edge property streaming in for consignment, Phillips Auctioneers specialist Michael McGinnis appeared upbeat about the prospects for a repeat performance at Phillips's contemporary art sale on May 18 and 19 in New York City. McGinnis is eager to entice a wider collecting audience into the contemporary art world, which can often be compared to the cutthroat climate of Hollywood filmmaking, where you're only as good as your latest box office figures. Typically defined as works produced after the Second World War, contemporary art is now a hot commodity, whether you're talking about the incredibly rare Abstract Expressionist paintings by Jackson Pollock or the more recently minted work produced by wannabe stars of the new millennium. Tracking down first-rate paintings by the likes of Pollock, Willem de Kooning or Mark Rothko (three departed Abstract Expressionist superstars) is not only difficult, but wildly expensive as well. Back in November 1989, for example, a Japanese art dealer bought de Kooning's 1955 work
