The Republic of Armenia declared its sovereignty on August 23, 1990, and became an independent state a year later, on September 23, 1991. In October 1991, Levon Ter-Petrosian, who had been elected democratically as chairman of the Armenian Supreme Soviet under the Soviet system in 1990, was chosen president of the republic in a six-candidate election. As of early 1994, Armenia was a reasonably stable democratic state, although its party structure was fractious and its legislative branch ineffectual. Because no consensus could be reached on a new constitution, a standoff between parliament and the president remained unresolved in early 1994.
Parliament
The 248 members of Armenia's unicameral parliament (Geraguin khorhurt in Armenian, officially retaining the term "Supreme Soviet" from the communist era) are elected for five-year terms and meet for six months each year. The prime minister and the Council of Ministers, which together constitute the executive branch of the government, are chosen from parliament. Although half the members of parliament (124) must be present for a quorum, a majority of the votes of the entire body (125) is needed to pass laws. In the early 1990s, because more than 160 members were rarely present and the ruling party did not have a majority in the body, the parliament was proving unable to act decisively on major legislative issues. Moreover, a two-thirds majority of the parliament (165) is needed to override a presidential veto. In the absence of a constitution, however, the parliament has issued laws regulating the relations and powers of the branches of government.

Politics: Since independence in 1991, presidency, most ministries, and parliamentary plurality held by members of Armenian Pannational Movement (APM). Main opposition parties Liberal Democratic Party (LDP) and Armenian Revolutionary Federation (ARF). First multiparty election 1991. Many minority parties represented in parliament, with coalitions on specific issues. Foreign Relations: In early 1990s, foreign policy determined strongly by Nagorno-Karabakh conflict with Azerbaijan. Some rapprochement with traditional enemy Turkey and Iran. Limited relations established with Western Europe. Close ties with Russia and accords with other members of Commonwealth of Independent States (CIS). Worldwide Armenian diaspora facilitates foreign support.

As a result of the May 2003 parliamentary elections, 95 seats of the 131 in the National Assembly (75 elected on a proportional basis and 56 on a district-by-district majoritarian basis) went to generally pro-government parties or deputies. This loose governing coalition consists of deputies from the Republican, Orinats Yerkir, and the ARF Dashnaksutyun parties plus several unaffiliated deputies who vote with the government bloc. These three parties also formed the coalition cabinet. The Speaker of the National Assembly, Artur Baghdassaryan, also serves as chairman of the Orinats Yerkir Party. Opposition parties secured 26 seats during the 2003 election. There are philosophical tensions within the opposition but these parties tend to vote together on key legislative issues. The opposition includes both the Justice Bloc (organized by the People's Party of Armenia Chairman Stepan Demirchian) and the rival National Accord Party (headed by Artashes Geghamian). The Government of Armenia's stated aim is to build a Western-style parliamentary democracy as the basis of its form of government. However, international observers have questioned the inherent fairness of parliamentary and presidential elections and constitutional referenda during each of the previous nationwide elections (1995, 1999, and 2003), citing polling deficiencies, lack of cooperation by the electoral commission, poor maintenance of electoral lists, and access to polling places. The new constitution of 1995 greatly expanded the powers of the executive branch and gives it much more influence over the judiciary and municipal officials.

Parliament
The Presidium, the parliament's executive body, administers parliament when it is not in session. The Presidium is made up of the president of the republic (whose title is also chairman of parliament), two deputies, the secretary of the parliament, and the twelve chairmen of permanent parliamentary committees. Often laws are initiated by the president of the republic, sent to the Presidium for review, and then passed on to appropriate committees before being reviewed and voted upon by the whole parliament. (Besides permanent committees, the parliament can create temporary committees to deal with specific issues.) Once parliament passes a law, the president of the republic, who also may participate in parliamentary debates, must sign or veto within two weeks. In early 1994, parliament had not yet passed legislation replacing Soviet-era laws in several major areas: criminal and civil codes, administrative violations, marriage and family, labor rights and practices, land tenure, and housing.

    Armenia gives Russia shares in its five enterprises
    Armenia's government has given Russia shares in its five enterprises as part of its national debt repayment to Russia. On Tuesday Russian Minister of Industry, Science and Technology Ilya Klebanov and Armenian Defence Minister Serzh Sarkisyan signed corresponding documents in Yerevan following the results of intergovernmental negotiations.
    The shares in "Mars", "Yerevan Scientific Research Institute of Materials", "Yerevan Scientific Research Institute of Mathematical Machinery", "Yerevan Scientific Research Institute of Automated Control Systems" and the property of the Razdansaya thermo-power station have carried over to Russia.
    Accordingly, Armenia has fully liquidated its debt to Russia worth around one hundred million dollars, Russian Prime Minister Mikhail Kasyanov told journalists.
    The handover of property meets both Russian and Armenian interests, according to the Premier. The ministries of the two countries have been developing this decision for about a year and a half, he said. Russia assumes obligations to see to it that the newly acquired enterprises work to their full capacity, Kasyanov stated.

    Summary of Events Leading up to the Genocide
    Somewhat surprisingly to many, Armenians and Turks lived in relative harmony in the Ottoman empire for centuries. Armenians were known as the "loyal millet". During these times, although Armenians were not equal and had to put up with certain special hardships, they were pretty well accepted and there was relatively little violent conflict. Things began to change for a number of reasons. Nationalism, a new force in the world reared its head and made ethnic groupings self-conscious, and the Ottoman Empire began to crumble. It became known as "the sick man of Europe" and the only thing holding it together really was the European powers lack of agreement on how to split it up. As other Christian minorities gained their independence one by one, the Armenians became more isolated as the only major Christian minority. Armenians and Turks began to have conflicting dreams of the future. Some Armenians began to call for independence like the Greeks and others had already received, while some Turks began to envision a new Pan-Turkic empire spreading all the way to Turkic speaking parts of Central Asia. Armenians were the only ethnic group in between these two major pockets of Turkish speakers and the nationalist Turks wanted to get rid of them altogether.

    GENERAL BACKGROUND
    A rmenia is slowly recovering from the devastation caused by years of ethnic strife and armed conflict with Azerbaijan beginning in 1988. Until a cease-fire in May 1994, fighting centered on Nagorno-Karabakh, an ethnic Armenian enclave in Azerbaijan, claimed over 25,000 lives, and created more than 1 million refugees. Armenian fighters eventually succeeded in occupying about one-fifth of Armenian territory. In late November 1996, Armenian separatists in Nagorno-Karabakh elected their first president despite strong opposition from Azerbaijan, which dismissed the election as illegitimate. In October 1996, riots broke out in Yerevan, Armenia's capital, after President Levon Ter-Petrosyan was re-elected despite opposition accusations of fraud. Since the 1994 cease-fire with Azerbaijan, Armenia's Gross Domestic Product (GDP) has begun to recover, after plummeting by over 60% between 1988 and 1993. In 1995, GDP actually grew by about 6.9 percent, and in 1996 it is expected to expand another 4-5 percent. This recovery is due partly to a revival of energy supplies, partly to foreign (mainly Western) aid, and partly to the government's economic program. In late October 1996 Armenia, along with 10 other Black Sea nations, signed a declaration pledging to build stronger economic ties among countries of the region.

The state power is administered pursuant to the Constitution and the laws based on the principle of separation of the legislative, executive and judicial branches. The Constitution of the Republic of Armenia adopted on July 5, 1995, through a popular referendum provided legal guarantees of civil rights, the development of democratic institutions, and the creation of a market economy to secure the future stability of the Armenian state. THE PRESIDENT
    Armenia is a republic with a presidential governing system. The president is the head of state. According to Chapter 3, Article 49 of the Constitution of the Republic of Armenia, "The President of the Republic of Armenia shall uphold the Constitution, and ensure the normal functioning of the legislative, executive and judicial authorities. The President of the Republic shall be the guarantor of the independence, territorial integrity and security of the Republic." The same person cannot hold the office of president for more than two consecutive terms. The people directly elect the President for a five-year term. The President's primary responsibility is the formulation of policy, the conduct of foreign and defense policies, and ensuring the normal functioning of state institutions. The first president of the Republic of Armenia, Levon Ter-Petrossian, was elected on October 16, 1991. In 1998, he resigned. Then-Prime Minister Robert Kocharian became Acting President. Extraordinary elections were set for March 16, 1998. Because no candidate garnered 50% + 1 of the votes, the first round of elections required a run-off between the top two candidates from the 12 original candidates. Acting President Robert Kocharian was elected President of the Republic of Armenia on March 31, 1998.
