Government Policy and Regulation Initiatives to Promote Technology Development
The Council believes the U.S. Government, Armenia Government, World Bank, and other International Financial Institutions have key role to play to create an attractive climate for high technology investment, employment and economic development in Armenia. The Council proposes that the Armenian Government take certain actions in the near term, in such diverse areas as intellectual property law, tax incentives, import duties, labor law, custom bonding and export certification policies. Specifically, the Council respectfully requests that the Armenian Government give consideration to the following actions to promote economic development in the software and information technology sectors: Adopt more competitive taxation policies to reduce the income tax rates for software developers and corporate taxes for all IT sector employment. Reduce indirect taxes on all IT related products to ensure that Armenian companies are not disadvantaged. Streamline customs clearance procedures for IT hardware and equipment imports.

In its seventh year, the conflict over the former Nagorno-Karabakh Autonomous Oblast of Azerbaijan continued in large part to shape human rights developments in Armenia. Forced draft raids were common, and many complained of the increased power of security forces. During 1994, the country still remained under an Azerbaijani trade embargo that reduced energy and food supplies to the country, forcing the government to reopen the troubled Metzamor nuclear reactor. An estimated percent of the population has left the country. Conscripts were forcibly drafted into the army in raids using press-gang tactics as Armenia continued to send forces including conscripts to fight in Nagorno-Karabakh and in other parts of occupied Azerbaijan.
The year began with the as-yet-unexplained deaths of eight Azerbaijani prisoners of war in a Armenian Defense Ministry prison in January 1994. Other areas of concern included harassment of Hari Krishna temples in Armenia and the allegedly politically-motivated trial of Vahan Avakyan, former deputy of opposition political leader Ashot Manucharyan. Armenia failed to ratify a new constitution during the year, complicating economic and political reforms.
From the beginning of the Karabakh conflict, Armenia provided aid, weapons, and volunteers. According to Karabakh authorities, Armenia was providing upwards of 90 percent of the enclave's yearly budget in the form of interest-free credits. Some analysts believed that payments to Karabakh constituted 7 to 9 percent of Armenia's yearly budget.

The monopoly ArmeTel recently announced that per-minute billing for telephone service would begin in September, a move that is widely expected to cause up to a three-fold rise in phone costs. The introduction of the new phone rate schedule was a condition of the 1998 privatization deal. The outcome of the tender process has important ramifications for Armenia. For example, the World Bank has made completion of the tender a condition for release of a $50 million Structural Adjustment Credit, which would be used to help cover an anticipated state budget deficit. The World Bank indicated recently that it might release the funds before the completion of the tender, provided the process was on track.

AZERBAIJAN WARNS IT MAY SHOOT DOWN INTRUDING AIRCRAFT. General Ravil Rzaev, the commander of Azerbaijan's air force, told journalists in Baku on 13 August that the country's air defense forces will shoot down Iranian and other foreign aircraft that violate Azerbaijan's airspace "if the life of our citizens is endangered," Turan and Interfax reported.
