Karen Vickery, Ed.D.
Dr. Vickery has taught in the public schools of Missouri, Arkansas, and Texas for 35 years teaching grades 2-6 in elementary school and reading to all levels. Dr. Vickery has been active in the field of dyslexia and related written-language disorders in the capacity of teacher, therapist, public school administrator, and University Program Director. In 1982 she helped establish the Multisensory Learning Center at the First Presbyterian Church in Greenville and served as the Center Director until 2002. Since 1995 she has served as the Dyslexia Coordinator and Reading Coordinator for Special Programs for the Greenville Independent School District. In 1999 she joined the staff of Southern Methodist University’s Learning Therapy Program as the Introductory Course Coordinator. In 2001 she became the Director of the Learning Therapy Program at SMU, and she has recently been instrumental in the accreditation of the LT Program through IMSLEC. In 2002 she played a key role is establishing Academic Enhancement Workshops for youth that are offered during the summer, fall, and spring semesters.

(as reported in Meeting the Challenges , February 2002) The Arkansas Teacher Quality Enhancement Grant Council, created by the Department of Education and the Higher Education Coordinating Board, oversees seven reform initiatives:
Objective 1: Collaborative redesign of teacher preparation programs between schools of arts and science and teacher education.
Objective 2: Improvement of teacher education programs within institutions of higher education to better meet the needs of districts.
Objective 3: Improvement of linkages between teacher preparation and teacher certification.
Other teacher education program improvement needs have been addressed through P-16 collaboration that links higher education and school district leadership. In the springs of 2000 and 2001, the state sponsored six Dean’s Roundtables. Deans and superintendents addressed critical education issues and improvement needs.
Local school district personnel have been involved in updating higher education faculty about P-12 changes. These collaborative planning sessions resulted in suggested revisions for the clinical field experiences, as well as for the use of instructional technology. By July of 2001, each institution of higher education (IHE) provided a description of their teacher preparation programs that included their school-based clinical experiences, their focus on preparing teachers to work with students from diverse backgrounds, and their preparation in the area of instructional technology. These experiences must conform to the

Interstate Reciprocity or Using a Teaching Certificate from Another State
New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    The Teacher Education Program is comprised of a set of prescribed field experiences, entry and retention requirements, courses, and regulations designed to prepare students for state certification and successful careers as teachers. The program includes preparation for students who wish to be elementary teachers as well as those who desire to teach a subject area at the secondary level. The program maintains the Teacher Education Center, a resource laboratory for students majoring in a teacher education area. Stillman College complies with requirements and rules issued by the Alabama State Department of Education for teacher certification. Published admission and curriculum requirements will be modified when necessary to reflect changes in state requirements. Retention in Teacher Education Once admitted to Teacher Education, students are required to meet program stipulations. Failure to maintain a minimum of 2.5 grade point average, on a 4.0 scale overall, in Professional Studies education courses and in the teaching field(s) places the student on probation and jeopardizes continuance in the Teacher Education Program. No grade lower that a "C" in any EDU, EED, or SED-prefix course is permitted; in case of a lower grade, the course must be repeated. In the opinion of the Screening and Admissions Committee, any student who fails to acquire the characteristics of a professional educator, develops academic problems or is deemed unsuitable for the profession may, after appropriate review, be dropped from the program.

    Regular sessions have concluded across the region, but special sessions affecting education are expected in Delaware, Louisiana and Tennessee . Increases in state general-fund budgets range from close to 2 percent to 9.5 percent, with larger increases in Arkansas, Mississippi and South Carolina . Biennial increases reported include 20.3 percent in Texas and 12.8 percent in Virginia Continuing a trend of recent years, several states are providing tax relief.
