Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

This site offers a snapshot of state policies taken in Fall of 2002, focused on five key areas: teacher certification; content standards for teachers; content standards for students; high school graduation and exit exam requirements; and assessments.     TEACHER CERTIFICATION PROGRAMS VIA DISTANCE LEARNING Many colleges and Universities offer K-12, teacher certification programs at a distance. Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Also, teacher certification or licensure is controlled by the state in which the teacher plans to teach.     The course plan, which is a year long, places students as paid interns in local school districts.
    Maya Edwards, coordinator for the program, said while they have experienced a few learning bumps, students are doing well and reviews have been good.
    "Everyone who comes to me has their bachelor's degree," she said. "One of the unique features of the program includes a student's opportunity to be paid while they learn. "Our people are actually learning to teach while they are employed. They are earning money ... they have benefits," she said.
    "We have 29 interns who are employed with various Texas school districts," she said. "All of the observations are coming back very positive." She said the program has been popular for people with various degrees.
    "We have people from all walks-women who have stayed home with their children and want to get back in the work force ... I have an engineer who was laid off his job and wants to go back to teach ..." Edwards said.
    Teachers of the program say the diverse backgrounds and life experiences of alternative education students bring a lot to the table for children.
