Occupation : former surgeon general Confirmed as the 16th Surgeon General of the United States on September 7, 1993, Joycelyn Elders (born 1933) was the first African American and only the second female to head up the U.S. Public Health Service. In her brief 15-month tenure, Elders added tobacco use, national health care, and drug and alcohol abuse to her platform. Found Inspiration in African American Woman Doctor At school, Elders was particularly drawn to the study of biology and chemistry and concluded that being a lab technician was her highest calling, the professional mountaintop. But her ambitions rose a notch when she heard Edith Irby Jones (no relation), the first African American to study at the University of Arkansas School of Medicine, speak at a college sorority. Jocelyn Jones, who had not even met a doctor until she was a teenager, imagined herself as a healer. After graduation from college, Elders married briefly and then joined the U. S. Army's Women's Medical Specialist Corps. In 1956, she entered the Arkansas Medical School on the G.I. Bill two years after the Supreme Court, in its Brown v. Board of Education decision, ruled that separate but equal education was unconstitutional. But while segregation in some areas had been declared illegal by judicial order, an underlying discriminatory mindset in American society could not be so easily erased. As the lone black student and only one of three students of color in her class, she was required to use a separate university dining room, where the cleaning staff ate. But she accepted this arrangement without argument, as this was the only social world to which she was accustomed. She met her second husband, Oliver Elders, when, in order to make additional money, she performed the physicals for high school students on the basketball team he managed. They were married in 1960.

Registration Information
Children may now enter kindergarten if they are five years of age on or before September 15, 2005. Act 570 of 1999 changed the kindergarten eligibility requirements. Returning students for grades one through twelve who were enrolled last year in a North Little Rock school are not required to register again for the new school year unless they have moved to a new attendance area. Please contact Fran Jackson, Director of Student Affairs, at 771-8010 if you have moved during the summer.
Transportation
Bus transportation will be provided for students who are assigned to schools outside their neighborhoods starting on August 19, 2005 opening day of school. A bus schedule will be available in all North Little Rock schools or on the district website (www.nlrsd.kl2.ar.us) the week school starts. Bus transportation to magnet schools will also begin on opening day. Magnet school parents will receive a bus schedule by mail prior to the beginning of school. Buses are provided for students who live more than two miles from their assigned school in North Little Rock. After school begins, parents with questions regarding the bus schedule should contact the transportation dispatcher it 340-5151.

Historical Background
In 1983, the Arkansas Supreme Court, found the state's school funding system unconstitutional under the equal protection clause of the state constitution, in Dupree v. Alma School District No. 30 . The court found "no legitimate state purpose" and no rational relationship to "educational needs" in the state's method of financing public schools. This equity ruling rejected "local control" as a possible justification for the disparities of funding and educational opportunities in the state's school districts. Since the 1983 court decision, the state has enacted revisions to its funding statutes, but plaintiffs have continued to challenge the revised systems. In 2001, an Arkansas trial court declared the state's education funding system unconstitutional: The school funding system now in place . . . is inequitable and inadequate under . . . the Arkansas constitution." The court wrote, "Too many of our children are leaving school for a life of deprivation, burdening our culture with the corrosive effects of citizens who lack the education to contribute." Moreover, the court determined that a constitutional finance system must be based on the amount of money needed to provide an adequate educational system and that "an adequacy [cost] study is necessary and must be conducted forthwith.

An investigation of how Ford Motor Co. equipped, priced and marketed cars it sold as special police cruisers still has months to go, Arkansas Attorney General Mike Beebe says. Beebe said Thursday that the company has delivered the majority of the packets of documents requested by his office as part of the investigation. But he said in a statement that he expects it would take months for his office to sift through the large number of documents that Ford provided.

General Information
The Campus
Arkansas Tech University, with its spacious 516acre campus, is located on the northern edge of the city of Russellville. This growing community, with a population of approximately 24,000, is ideally situated between the mountains of the Ozark National Forest on the north and those of the Ouachita National Forest on the south. It is midway between the state's two largest population centers, Fort Smith, 85 miles to the west, and Little Rock, 75 miles to the east. Interstate Highway 40 passes just north of the campus and connects these two cities. In addition, Russellville is the crossroads of activity for State Highways 7, 22, 64, and 124. The historic natural crossing of the Arkansas River at Dardanelle is four miles to the south. The navigable river forms a 36,600 acre lake with 315 miles of shoreline behind a lock and dam located just southwest of the city. The Missouri Pacific Railroad passes through the city and parallels the river between Little Rock and Fort Smith. Russellville is the county seat of Pope County. Historic Dwight Mission, established by the American Board of Foreign Missions among the Cherokee Indians in 1821, was located a short distance west of the campus of Arkansas Tech University on Illinois Bayou, where that stream is now crossed by Highway 64. Descendants of Cephas Washburn, the intrepid missionary who founded the mission and named it for Timothy Dwight of Yale, live in Russellville at the present time.

June 23, 2004 SUPREME COURT RULES IN TWO IMPORTANT CASES: COURT PRAISES EDUCATION REFORM LEGISLATION Last Friday, June 18, 2004, the Arkansas Supreme Court issued its supplemental decision in the Lake View case about the Special MastersÕ Report and our StateÕs progress toward education reform during the General AssemblyÕs 2003 Regular Session and 2003-2004 Extraordinary Session. Praising the Masters' work, the Court accepted the MastersÕ factual findings about the steps taken by the General Assembly and Department of Education to date. And the Court applauded the efforts by the General Assembly and Governor Huckabee to reform ArkansasÕs system of public education. The Supreme Court joined "the Masters and the StateÕs experts in their praise for the work done by the General Assembly in the field of education. . . The legislative accomplishments have been truly impressive." In summary, the Supreme Court embraced all the education reforms to date and in particular the accountability reforms, ended the Lake View case but left the door open for future challenges to the implementation of those reforms and later efforts, and reaffirmed our Constitution's mandate for Arkansas to maintain a general, suitable, and efficient system of public schools that provides substantially equal educational opportunities to all the school children in our State. Here are the high points of the decision.

    Echoing the Special MastersÕ Report, the Supreme Court singled out the Omnibus Quality Education Act (Act 1467 of 2003), the Arkansas Student Assessment and Educational Accountability Act (Act 35 of 2004), and the Department of EducationÕs implementing regulations for special praise. The Court likewise noted and approved the various Acts passed to insure financial accountability - Act 35 of 2004 (best financial practices), Act 52 of 2004 (athletic spending accountability), Act 61 of 2004 (uniform budgeting and accounting). Finally, the Court noted and approved Act 90 of 2004's establishment of the division of Public School Accountability within the Department of Education to administer all monitoring and compliance efforts.

SPENCER MICHELS: Most of the students at Westside Middle School in Jonesboro, Arkansas, returned to their classrooms this morning for the first time since Tuesday's shootings, which killed five and wounded ten others. Forty-three of the school's 250 pupils stayed home. School officials tried to run the school as normal, but that didn't include a return to studying just yet. KAREN CURTNER, Principal, Westside Middle School: We are not doing academics. We are in the classrooms with counselors and answering questions.
