Summary Statement
  • This Report submitted by the Technology in Education Task Force presented :
  • Potential technology solutions that meet the current needs, and Teachers must be prepared , equipped , and supported in utilizing technology, for students and parents to benefit from the educational enhancements that technology has to offer.
Process Utilized
Task Force members looked at possible solutions by looking at the current state condition, examining exemplary programs identifying needs and looking at funding. The Task Force Report was prepared and presented to State Legislators on November 30, 2004

Participants: 9 graduate fellows per year and 9 to 12 K-12 teachers per year Target Audience: Middle School (6th and 7th grades) The National Science Foundation has awarded a grant that, with matching funds from the University of Arkansas, provides $2.75 million to develop inquiry-based science and engineering education in Arkansas middle schools over a six-year period. KIDS (K-12 I Do Science) is an interdisciplinary program focused on electronics and optics that will initiate a new effort to teach mathematics, science, and technology in middle schools in Arkansas. It is based on the “learning through doing" paradigmthe premise that students who explore their own curiosity, reach for their own ideas, and engage in their own experiments, are experiencing inquiry and innovation and are learning science. It specifically addresses the integrated teaching of mathematics, science and technology in the context of everyday life. It is presented to middle school teachers and their students by practicing scientists and engineers.

Overview
Arkansas's public telecommunications infrastructure is still in its nascent stage. However, 1995 was a watershed year for telecommunications-related legislation. In a recent Southwestern Bell rate case before the state's Public Service Commission, it was stipulated that overearnings will be used to upgrade infrastructure in state hospitals and schools. Legislation
1995 Ark. SB 417 (Act 737) created the Telecommunications and Information Technology Fund and established the Joint Legislative Committee on Advanced Communications and Information Technology, which will review legislation pertaining to telecommunications and public information access and study issues relating to the development of a statewide telecommunications network. The act also created the Governor's Telecommunications and Information Technology Advisory Board, which will work with the Joint Legislative Committee. Act 1052 appropriated $2 million to develop a strategic plan for the establishment of a statewide distance learning and telemedicine network.

A Community That Actively Supports Learning
With six public school districts and other private and parochial schools in Union County, parents can find a curriculum that suits practically any child’s educational and career needs. The El Dorado School District is unique in a number of ways. It receives unparalled support from the El Dorado Education Foundation (EDEF), a non-profit organization that recognizes excellence with financial incentives for teachers. In the past five years, the Foundation has awarded over $250,000 to educators who propose innovative projects to enhance learning. It also works with the South Arkansas Community College to promote seminars for students and parents on “How to Prepare and Pay for College.” Perhaps the most noteworthy contribution of the El Dorado Education Foundation has been to assist in the establishment of the nation’s first elementary and secondary school endowed chair program which enables the district to recruit outstanding talent to fill chair positions in mathematics, science and foreign language. EDEF also manages a program that recognizes excellent performance with annual monetary awards to teachers.

There are currently 4 charter schools in operation with 4 more approved. Arkansas statute allows for the creation of 3 types of charter schools:
1) Conversion charter schools are operated by existing public school districts and are open to any student eligible to attend school in the district;
2) Open-enrollment charter schools may be operated by 501(c)(3) non-profit organizations, governmental entities, and colleges/universities; and
3) Limited charter schools may be created by a public school district for the purpose of implementing alternative comprehensive staffing and compensation programs. Interactive Features Arkansas passed a charter school law in 1995 and revised it in March 1999 to allow for "open-enrollment" or start-up charter schools. During the first 4 years of the law, there were no charter schools operating in Arkansas. In Spring 2000, the Arkansas State Board of Education approved 3 in-district conversion charter schools and 1 open-enrollment charter school to open in the fall of 2000.     Arkansas law has no general sales tax exemption for fund-raising. Arkansas Gross Receipts Tax Regulation GR-39(C), which the Department interprets as being generally applicable to school groups, provides that a PTA/PTO which purchases goods and merchandise from a supplier for resale must pay tax on its purchases. The subsequent resale of the goods is not subject to tax. If the vendor provides the PTA with order forms which are distributed to the students and the students solicit orders, the vendor must remit the sales tax on the total sales price for the item. The vendor may allow the student to collect the tax from the customer on the vendor's behalf. However, if the student does not collect the tax for the vendor, the vendor must still remit the total tax due to the state. The taxable amount is the sales price of the item.
