The 1995 Legislative Briefing
Summary
Actions to downsize government and increase efficiency dominated the legislative agendas of SREB states in 1995, and schools and colleges in many states found themselves accepting more freedom and flexibility in return for more accountability.
It was also a belt-tightening year across the region. In most states, education budgets grew less than they did one year ago. Increases to elementary and secondary education budgets for 1995-96 are lower in nearly every SREB state, while higher education budget increases are lower in two-thirds of the states. Pay raises for school teachers and college faculty are also generally lower.
Despite the slowdown in the growth of public college and university budgets across the region, tuition increases for in-state students were generally modest. A few states saw increases as high as 7 percent, but more states held tuition steady.
Three SREB states passed charter school bills designed to encourage more educational innovation. Most other states considered such bills or agreed to study the concept further.
Higher education budgets
Higher education budget increases in the SREB states ranged from about 1 percent to 9 percent. Increases of less than 4 percent were approved in Kentucky, Louisiana, Maryland, Oklahoma, South Carolina, and Virginia. Four-year colleges in North Carolina and Tennessee institutions will operate at about last year's funding level. Colleges in Georgia will see the greatest boost at 9 percent. Budgets in Arkansas, Florida, Mississippi, Texas, and West Virginia are up 6 to 8 percent. Funding in Alabama will decline 7.6 percent.

General Information About UAPB
The University of Arkansas at Pine Bluff is a state supported land grant institution. It was created in 1873 by an act of the Legislature as a branch of the Arkansas Industrial University (now the University of Arkansas). Originally known as Branch Normal College, the school opened on September 27, 1875, in a rented frame building on the corner of Sevier and Lindsey Streets in the city of Pine Bluff. With Professor J. C. Corbin in charge, seven students enrolled, three from Jefferson County and four from Drew County. In 1882, the school moved to a two-story brick structure, erected by state funds on a fifty acre plot in the suburbs of Pine Bluff. Between 1881 and 1894, the school conferred ten B.A. degrees. Then, from 1894 to 1929, the school operated as a junior college. In 1927, the governor appointed an independent board of trustees for the college and the state legislature appropriated $275,000 for the erection of a new physical plant just outside the city limits. To aid this project, the General Education Board contributed $183,000 and the Rosenwald Fund $33,000.

SLGFA conducts regional training seminars and topical training workshops. Regional seminars are provided to train participants in time-sensitive information such as new regulations. Topical workshops provide a more general scope for participants to focus on special topics.
The regional seminars and the topical workshops are provided to schools and lenders as needed. When federal regulations are published by November 1st of any year, these same regulations generally become effective the following July 1st. Prior to the effective date, SLGFA provides regional seminars to help participants with the implementation phase of the new regulations.
As certain issues become "hot topics" for schools and lenders, SLGFA develops a topical workshop. These workshops are designed to give participants a more hands-on approach and provide attendants the opportunity to ask questions as well as work through examples and case studies.

Early migratory bird season dates set LITTLE ROCK - The recent hot weather aside, last week t he Arkansas Game and Fish Commission was talking duck hunting. Specifically, the Commission announced the proposed waterfowl season dates for 2005-06.
The Commission received the late-season migratory bird selections from the U.S. Fish and Wildlife Service last week and decided to announce the proposed dates to give duck hunters an idea of the season parameters. Again this year, hunters will be allowed 60 days to hunt ducks in Arkansas. The proposed season dates include three periods: Nov. 19-Dec. 4, Dec. 16-Dec. 24 and Dec. 26-Jan. 29, 2006.
The proposed bag limits are six ducks consisting of: four mallards (only one of which may be a hen), two wood ducks, one canvasback, two redheads, one pintail, one black duck, three mottled ducks or three scaup.

Click here to download it. The Individuals with Disabilities Education Act (IDEA), 20 U.S.C.  1400 et seq., provides federal funds to assist state and local agencies in educating disabled children. The IDEA conditions the receipt of such funds upon a state's compliance with certain goals and procedures. State legislatures and departments of education have enacted statutes and promulgated regulations respectively to ensure compliance with the IDEA requirements. While the federal IDEA statutes and regulations require schools to conduct functional behavioral assessments (FBAs), they provide little to no guideance on what an FBA is or how to conduct one. Therefore, states have begun to step into the void and pass laws and regulations that are more specific.
