During the Juvenile Court process there should be inquiry into whether the youth who is the subject of the Court proceeding is eligible for or is receiving special education. This is not because the Court should make educational decisions, but because it is relevant to the disposition of most cases. The State, and its constituent parts, have a particular responsibility in this area.
"Related Services" include transportation, and such developmental, corrective, and other supportive services including speech language pathology and audiology services, psychological services, physical and occupational therapy, recreation, including therapeutic recreation, social work services, counseling services, including rehabilitation counseling, orientation and mobility services, medical services for diagnostic and evaluation purposes as may be required to assist a child with a disability to benefit from special education.9
IDEA permits a child whose behavior is a manifestation of disability to be placed in an appropriate "interim alternative education setting" over parental objection for dangerous behavior under certain circumstances. School personnel cannot take this action on their own. Rather, they must request a due process hearing and seek an order from a Hearing Officer placing the child in the interim alternative educational setting.11

Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.

I believe two of the main problems with education in this state are the local school boards and the Arkansas Department of Education. As for problems with the ADE they just do not have it together. Last Monday I sent in a FOIA request for a guideline concerning student policy. This should have been available according to FOIA regulations that day. It is now over a week later and still nothing. The last I heard was that it might not even exist. This is a guideline required by law to govern the local school districts and it cannot be found. There should be no more money spent until there is some control. Arkansas Department of Education Miscellaneous Publications The government of Arkansas first became involved in education in 1829 when the Territorial Legislature passed a law requiring county judges to appoint an education trustee in each township. The counties maintained supervision until a trend toward centralization began in 1851. After the Civil War the need for state support of education was recognized and the first millage tax was passed by the Legislature. In 1867 a state superintendent of public instruction was appointed and the following year (1868) the State Board of Education was created. The latter was to have general control of all educational affairs. The board went through many changes during the ensuing years in its effort to reorganize education in Arkansas and create a stable financial base. By 1928 the State Department of Education had joined forces with the board and together they established the present structure of education in the state. White House disappoints

Gov. Huckabee has been an unstintingly loyal Republican, sticking with the Bush White House for four and a half years on its most dubious and least defensible quests. For this most political presidency, that kind of allegiance ordinarily has proved to be the supreme test when the spoils are passed around, and it must account for the governor's pique at the administration this week.
No state has enlisted in the humanitarian effort to relieve the suffering of the victims of Hurricane Katrina like Arkansas. Texas has borne a larger burden in the aggregate, but it pales to Arkansas' sacrifice on a per-capita basis. Arkansas – the state, schools and local governments, its churches, its charitable institutions and countless thousands of individuals – made a Herculean effort to bring balm to the northward flow of suffering humanity from the stricken coast. Huckabee did what the president and his men should have done: The governor declared that the full resources of the state would be dedicated to help and he threw his office and himself into the task.
But when the governor and the congressional delegation asked Washington for a little help last week, they got a cold shoulder, a very cold shoulder. Texas got all the money that wasn't being spent on the coast. So much for political fealty.

t ogether e veryone a chieves m ore Southeast Arkansas Education Service Cooperative Historical Narrative The educational Service Cooperatives in Arkansas originated with the passage of act 360 in 1981 as the result of work that was done in 1979-80 by Dr. Don Roberts, Dr. Jerry, Perrin, and Dr. Noble Gividen. Dr. Noble Gividen was an important leader in this movement as he moved to Arkansas from New York and apparently brought the “education coop concept” with him from New York. The Southeast Arkansas Education Service Cooperative has been in existence for approximately twenty years and was one of the first two coops that were initially established in 1981 by Act 360. The Southwest Educational Service Cooperative was also formed at this time. No funding was provided. Funding in the amount of $200,000 was provided by the state in 1983 for the original two coops and three additional new coops. The new coops that were formed at this time were the following: Howard A. Dawson at Arkadelphia, North Central Arkansas at Melbourne, and Western Arkansas at Branch. Three additional coops were also formed in 1981 through funding from the Department of Higher Education: Ozarks Unlimited Resources at Harrison, Arch Ford at Conway, and Northeast Arkansas at Jonesboro. The Arkansas General Assembly passed Act 349 of 1985, which changed the name of the coops to Education Service Cooperatives and provided authorization for up to 15 centers to be funded at $200,000. Act 349 contains the current rules and regulations that govern the current fifteen Arkansas Service Cooperatives.

Nobody knows exactly how many people were on board the steamboat Sultana when it exploded into flames at around 2 AM on April 27, 1865. Estimates range from a low of 1800 to a more likely figure of just over 2000. Nobody knows exactly what caused the explosion, but it is known that a leaky boiler had been patched while the boat was tied up downriver at Natchez with the boilerman protesting the whole time that an extensive overhaul was needed.
Inquiries never fixed the responsibility for overloading the Sultana with northward-bound Union soldiers who had just been released from Confederate Prisoner of War camps. Several Union officers and other officials protested and were ignored by other Union officers and other officials in charge when contingent after contingent of weary men were loaded onto a vessel designed to carry only 376 people, including its crew.
The soldiers had been put aboard at Natchez. A near-catastrophe had occurred at Helena when word got out that a photographer would take a picture of the boat when it tied up for provisions. Men rushed to the port side of the boat to get into the shot, so many of them that the Sutana almost capsized on the spot. The wary captain pushed the boat past Memphis and stopped to take on coal at Hopefield, Arkansas. Sultana got very little farther up the river.
