  • SECTION 1. PURPOSE The purpose of this Rule and Regulation ("rule") is to set specific
    requirements that should be followed by companies engaged in the bail bond business in this State, pursuant to Act 417 of 1989, codified as Ark. Code Ann. Section 17-19-101 et seq. SECTION 2. AUTHORITY This rule is issued pursuant to the authority vested in the Board under Ark. Code Ann. Sections 25-15-201, et seq., 17-19-106 and all other applicable provisions of Arkansas law. SECTION 3.   • A SWCE Credit Hour represents one clock hour (60 minutes) of a SWCE activity. A credit hour represents actual time in the SWCE activity. For example, a workshop that begins at 9:00 a.m. and ends at 3:00 p.m. with a one-hour lunch break would provide 5 credit hours for the participants.
    Continuing Education Units are generally offered by colleges or universities at the rate of one CEU for each ten clock hours of instruction. A licensee receiving 2 CEU's would then have completed 20 SWCE credit hours.

Appendix (1989). In the event of a conflict between these regulations and the Rules, the provisions of the Rules shall prevail. Rule 6 of the Arkansas Rules of Civil Procedure shall govern calculation of time whenever an action is required to be taken under the Rules or these Regulations unless otherwise provided. If a program segment is abbreviated due to illness or other emergency and is 90% or more completed, it shall be given full credit. Otherwise, the credit time allowed for that particular program segment shall be adjusted to the nearest one-quarter (1/4) hour. In such event it is the obligation of the sponsor to notify attendees immediately and amend the certificates of attendance, if possible, and when submitting the certificates of attendance, advise the Secretary of the diminished hours available for the particular program segment in question.
