The Builders Clearinghouse Web site encouraged improved energy performance in the residential sector and provided up-to-date and unbiased information, articles, and links on best building practices, new products, new technologies, and energy policy issues. The Heating and Cooling Public Service Announcements activity updated with edits and voice over the heating and cooling PSAs and distributed them to radio and television. The Sustainable Buildings Conference activity helped coordinate, design, and provide content for the U.S. Green Buildings Council Annual Sustainable Buildings Conference. The Energy Code Training activity provided training and information to the building community through announcements, the Web, a newsletter, CDs, and press releases. The Develop Energy Code Tools activity updated compliance tools to reflect new thermal standards, made the tools available for download on the AEO Web site, published and distribute the tools to residential builders, and tracked responses and downloads from the Web site usage report.

centers serve about 500 children with special health and developmental needs.
The Little Rock families who enrolled in the groundbreaking research project received high-quality pediatric care and referrals to related medical services, along with extended monitoring and interviews. Some of the children also were enrolled in a comprehensive early childhood program that provided intensive early learning experiences to help them overcome cognitive delays that were a result of the prematurity and low birthweight. Families in the project tended to feel that it enriched their families and that they were contributing to an important study that would help society, says Dr. Casey.
He hopes to determine whether children and parents in 126 participating families experienced any long-term effects from the early intervention. For example, how did the premature and low-birthweight children do in terms of school achievement, mental health and risky behavior such as drug abuse? Are improved mental health or greater socioeconomic attainment apparent among the

IMPACT
Local jobs, income, spending, and tax revenues retained It was business as usual for an industrial park in the small town of Arkansas City, Kansas, until someone discovered that operators of an old oil refinery had left tons of hazardous waste buried on the property. The waste had gone undiscovered for some time, posing a threat to all who worked at or visited the manufacturing and warehouse businesses housed in the park. As soon as the problem was discovered, EPA and the State of Kansas worked together to clean up the waste with minimal disruption to the businesses. As a result, owners were able to remain open for business, keeping more than 90 employees on the job. What follows is the story of how EPA worked with others to bring about this successful cleanup, and of the positive economic impacts and the environmental and social benefits that resulted.
Site Snapshot
The Arkansas City Dump spreads over 200 acres in southwestern Arkansas City, Kansas. From 1916 to the mid-1920s, an oil refinery operated at the site, disposing of large quantities of toxic sludge in a 2.5-acre pit. The refinery was destroyed by an explosion and fire in 1927, and the property was used as an illegal dumping ground for domestic and municipal solid waste.

NAMA Northwest Arkansas Regional Planning Commission binds counties on future growth issues By Adam Sexton For almost 30 years, the Northwest Arkansas Regional Planning Commission (NWARPC) continues to collaborate with local government, businesses and citizens on planning and funding priorities. It is the thread that binds Benton and Washington counties on future growth and development issues. "A two county perspective is our mission," said John McLarty, transportation planner for NWARPC. "We're a regional planning commission. We act as counsel with local governments and provide voluntary participation.” NWARPC helps provide certified and accurate imagery and information for any city or citizen in Northwest Arkansas. It provides many services, including regional development data, zoning ordinances, park plans, subdivision regulations, voting ward redistricting assistance, master street plans, grant writing and administration, regional transportation plans, census coordination, base maps, annexation assistance, flood insurance maps, aerial photography and land use planning. It is the designated Metropolitan Planning Organization (MPO) for transportation in the Fayetteville/Springdale/Rogers metropolitan statistical area (MSA).

Conway Facts
The city of Conway, AR was founded by A. P. Robinson, who came to Conway, AR shortly after the Civil War. Robinson was the chief engineer for the Little Rock - Fort Smith Railroad (now the Union-Pacific). Part of his compensation was the deed to a tract of land, one mile square, located near the old settlement of Cadron. When the railroad came through, Robinson deeded a small tract of his land back to the railroad for a depot site. He laid off a town site around the depot and named it Conway station, in honor of a famous Arkansas family. Conway, AR was designated the county seat of Faulkner County in 1873, the same year that the county was created by the legislature. In October 1875, Conway was incorporated and, at that time had a population of approximately 200. For many years, Conway flourished as a trade center for a large rural agricultural area. Hendrix college was established in Conway in 1890. Three years later in 1893, Central College for Girls was established and Conway was on its way to becoming an educational center. The University of Central Arkansas was founded in Conway in 1907 as the Arkansas Normal School. Conway's economy was firmly established upon agriculture and educational institutions until World War II.

The Campus Arkansas Tech University, with its spacious 518-acre campus, is located on the northern edge of the city of Russellville. This growing community, with a population of approximately 24,000, is ideally situated between the mountains of the Ozark National Forest on the north and those of the Ouachita National Forest on the south. It is midway between the state's two largest population centers, Fort Smith, 85 miles to the west, and Little Rock, 75 miles to the east. Interstate Highway 40 passes just north of the campus and connects these two cities. In addition, Russellville is the crossroads of activity for State Highways 7, 22, 64, and 124. The historic natural crossing of the Arkansas River at Dardanelle is four miles to the south. The navigable river forms a 36,600 acre lake with 315 miles of shoreline behind a lock and dam located just southwest of the city. The Missouri Pacific Railroad passes through the city and parallels the river between Little Rock and Fort Smith. Russellville is the county seat of Pope County. Historic Dwight Mission, established by the American Board of Foreign Missions among the Cherokee Indians in 1821, was located a short distance west of the campus of Arkansas Tech University on Illinois Bayou, where that stream is now crossed by Highway 64. Descendants of Cephas Washburn, the intrepid missionary who founded the mission and named it for Timothy Dwight of Yale, live in Russellville at the present time.

APPENDIX E: AFRICAN-AMERICAN WORKSHOPS
INTRODUCTION
Beginning in December 1996 the National Park Service held several meetings with representatives of African-American communities, organizations, and educational institutions to begin a dialogue to meet the intent of section 1104 of the Delta Initiatives legislation. Section 1104 is summarized below: Prepare a plan within three years after funds are made available that establishes a Delta Region African-American heritage corridor and cultural center; and a music heritage program with specific emphasis on the Delta blues. This plan would also propose a network of heritage sites, structures, small museums, and festivals in the Delta region. In August 1995, Jean Lafitte National Historic Park and Preserve sponsored an African-American Heritage Workshop in Baton Rouge, Louisiana. It was the first heritage workshop held as part of the National Park Service’s response to the Delta Initiatives legislation. Over 100 individuals representing various interests in both the seven-state Delta Region and the nation attended the workshop. The 2 1/2-day workshop looked at heritage tourism on a combined seven-state basis. In December 1996, 27 people attended a one-day meeting in Alexandria, Louisiana, to talk about African-American heritage in Louisiana. Many of the attendees at this meeting had participated in the heritage workshop in Baton Rouge the year before.
