Lawmakers Hear Report On NW Economic Outlook

Arkansas News Bureau LITTLE ROCK If the unprecedented economic and population growth of Northwest Arkansas is to continue, the area will need money for infrastructure and a better-trained work force, lawmakers were told Thursday. Uvalde Lindsey with the Northwest Arkansas Council said a study found that "our anchor industries, the Wal-Marts and Tysons, contributed 75 percent of the growth of Northwest Arkansas in the last 20 years, but we have a pressing need to improve our work force skills. The jobs of tomorrow have skills that are different than today." The populations of Benton County, which grew more than 57 percent in the 1990s, and Washington County, with a 39 percent growth rate, are expected to grow a combined 57 percent to about 500,000 by 2020, he said. The state's population went up just 13.7 percent in the 1990s. To accommodate that expected growth, Lindsey estimated the state will need to spend more than $2 billion in the next 18 years on roads and sewer improvements.

Welcome to Urban Studies at the University of Arkansas at Little Rock !! Please stop by our offices in Stabler Hall; we'd love to introduce ourselves and the program to you!! Our program offers many ways to study and understand the city and cities we live in. Through research, through course work and through internship/work opportunities we offer a complete program. Our courses are offered at both the undergraduate and graduate level and both as Urban Studies and Political Science. They include Study of the City (URST 3305), Urban Land Use and Planning (URST/POLS 4355/5355), Urban Government and Policy (URST/POLS 4356/5356) and various Topics in Urban Studies courses (URST/POLS 4308/5308), e.g. Regionalism, Urban Development, Design Projects. With decades of experience in Little Rock and elsewhere, our resident architect and urban design expert teaches Urban Design (URST 4305). We also offer Independent Study opportunities (URST 4302) for advanced students. Our research takes in local Little Rock and Central Arkansas urban phenomena, including the history of municipal reform in Little Rock , especially between the years 1950 and the present, as well as numerous design investigations.

    VISION The University of Arkansas is a nationally competitive, student-centered research university serving Arkansas and the world. HISTORY Founded as a land-grant college and state university in 1871, the University of Arkansas opened its doors to students on January 22, 1872. Under the Morrill Land-Grant College Act of 1862, federal land sales provided funds for the new university, which was charged with teaching “agricultural and the mechanic arts,” “scientific and classical studies,” and “military tactics” to Arkansas scholars. Statewide elections, held to establish voting bonds to help finance the University, eventually determined the school’s location. Washington County and the City of Fayetteville submitted the highest bid, a total of $130,000, to which was added a $50,000 state appropriation for the benefit of the institution and $135,000 from the sale of federal lands. With $12,000 of this money, the University purchased a 160-acre farm, the homestead of William McIlroy, and established its campus on a hilltop overlooking the Ozark Mountains. There were few facilities and little money that first academic year, but the eight students and three faculty members who gathered for classes in 1872 showed the same dedication to learning and commitment to excellence that has carried the University of Arkansas into the 21st century. Over the past 130 years, the University has developed into a mature institution with nine schools and colleges, nearly 850 faculty members, and 16,449 students. It serves as the major provider of graduate-level instruction in Arkansas. The research and scholarly endeavors of its faculty make it an economic and cultural engine for the state. And its public service activities reach every county in Arkansas, throughout the nation, and around the world.

    State studies development of public lakeside property

    Two state agencies are studying the economic development potential of state-owned land near the 24 federal reservoirs in Kansas. The Kansas Water Office recently completed a preliminary study of the reservoirs and concluded that 13 had potential for residential development, resorts or recreational uses. The other 11 were not considered for several reasons, including the scenic view, water quality and distance from urban areas. The Kansas Department of Commerce is also doing a study to evaluate trends in economics, resort living and public demand for shoreline development. The state already has substantial development on private land near reservoirs and small lakes.

    • They are located in the contiguous Unites States.
      They graduated 35 or more Computer Science majors in 1996 and at least 12 in 1997, or they graduated 35 or more Computer Science majors in 1997 and at least 25 in 1996.
      Four institutions that did not meet the graduation criterion were selected because they were ranked among the top 20 CS departments according to the National Research Council.

    The newest member of Arkansas' congressional delegation is the state's first to join a caucus of congressmen pushing for stricter immigration laws. U.S. Rep. John Boozman, the Republican elected in November to represent Arkansas' 3rd District, last week joined the Congressional Immigration Reform Caucus, whose 56 members are calling for stepped-up border security.
    The caucus grew from 15 members to its current number on a wave of concern after September's terrorist attacks, but Boozman said he and his constituents considered immigration policies a top concern before Sept. 11. "Immigration certainly is something very much on the mind of the people in the 3rd District," Boozman said.
    The immigrant population in Northwest Arkansas exploded in the 1990s, with mostly Mexican immigrants arriving to work in poultry and construction jobs in the growing region. Springdale's and Rogers' Hispanic populations grew from less than a blip on the map to about 20 percent of the cities' populations, according to the 2000 Census. Boozman is from Rogers.

    Two members of the Arkansas National Guard recently completed a demanding study of the Spanish language immersion style. Where you ask? Well, in our state partnership program (SPP) country of Guatemala of course.
    Sgt. Maj. Edwin Lyons, the Arkansas SPP deputy, and I spent three weeks in the beautifully-historical city of Antigua, Guatemala, immersed in the Spanish language. Our goal: Kick-start dormant language skills and enter the world of the bi-lingual.
    We think it’s important to be able to meet our partners half way with language, or come as close to it as possible, and this immersion course was more than a step in the right direction. Lyons and I not only improved our Spanish language skills during our three weeks of study, but we gained a much needed insight into the people, the culture, and the land that makes up the “other half” of our partnership.     The members of the Guatemalan Military Group (MILGP) were a great resource for our course. They recommended a school in Antigua used and recommended by our brother and sister services, the U.S. Embassy and many other agencies.     Arkansas's public telecommunications infrastructure is still in its nascent stage. However, 1995 was a watershed year for telecommunications-related legislation. The act also created the Governor's Telecommunications and Information Technology Advisory Board, which will work with the Joint Legislative Committee. Act 1052 appropriated $2 million to develop a strategic plan for the establishment of a statewide distance learning and telemedicine network.

    One of many single-family home structures rehabbed by Argenta CDC Since 1992, the non-profit Argenta Community Development Corporation has rehabilitated 69 different properties in North Little Rock. More than 90% of these homes, all of which are in the Argenta Historic District, have been rented or sold to families with moderate incomes. BACKGROUND:
    Argenta took its name from the Latin word for silver, which was mined to the north of town. Originally surveyed in 1866, it filed to incorporate as a city in 1890, but Little Rock, located across the Arkansas River, had other plans. It quickly annexed its neighbor on the river's north bank, converting Argenta into Little Rock's eighth ward. Argenta's boosters fought back, and state legislation in 1904 made the community into its own city, now known as North Little Rock.
    Political disputes did not keep Argenta (and then North Little Rock) from developing into the "Industrial Center of Arkansas." It was a key point in the state's railroad network, and thriving industries manufactured products such as cosmetics, chemicals, textiles, processed food, and metal goods. Workers moved to the city to fill jobs, and the homes they occupied reflected the principal architectural styles of the early 20th century - Colonial Revival, Period Revivals, and Craftsman.
