The Rehabilitation Services Administration, through it's Vocational Rehabilitation program, has a long and proud history of working closely with the Arizona Department of Education and with high schools throughout Arizona. HISTORY Until the formation of DES, the general Vocational Rehabilitation program was part of the Department of Education. The relationship started in , March 14, when Arizona enacted the "Vocational Rehabilitation Acceptance Act" . This Act gave permission for Arizona's Vocational Education director to accept federal monies "for the vocational rehabilitation of persons with physical disabilities" (by providing the federal government a required "one for one" match). Arizona Governor Thomas Campbell signed the law. In 1952 , the old VR Acceptance Act was replaced with new legislation and the VR Program was made a Division within the Department of Education. Dr. Harry Bene was it's first Director. In 1963 , the Division of Vocational Rehabilitation (DVR) initiated a major education agreement "VR/Special Education Cooperative Agreement" . This agreement, in part, funded additional special education teachers in schools throughout the State to work with VR clients (NOTE: This program was terminated when federal audits found that there were not adequate controls to ensure that the expenditures were only for services to VR program participants. The audit found that significant amount of monies had been improperly spent and requested repayment by the State). Despite that setback, a variety of special projects and programs to serve high school students preparing for a life of work were successfully initiated during the next 20 years.

Program Description
Federal Vocational Programs team members provide technical assistance to schools in over 100 districts, assisting them to adequately respond to state and federal requirements regarding Carl Perkins legislation, Vocational/CTE special populations and overall Vocational/CTE program improvement. The team is responsible for providing technical assistance to eligible districts in the development of the Basic Grant application for Carl Perkins federal funds usage, assisting districts in completing that application, and then reviewing, modifying, and approving completed applications and amendments. Team members provide technical assistance, monitor these funding and related compliance issues, and oversee Vocational/CTE district improvement.

Aug. 10, 2005 12:00 AM Voters in 11 West Valley school districts will see a measure on November's ballot asking for $25 million to build a vocational high school for the fledgling Western Maricopa Education Center.
West-MEC, created by voters in 2002, supports career and technical education from business management to plumbing in eight districts: Agua Fria Union High School District, Buckeye Union High School District, Deer Valley Unified School District, Dysart Unified School District, Glendale Union High School District, Peoria Unified School District, Saddle Mountain Unified School District and Wickenburg Unified School District.

The cost of the bonds, spread over the 11 member districts, would be about $6.43 a year on the secondary assessed valuation of a $250,000 home.

School Districts
The state of Arizona has over 220 public school districts. Some are elementary districts (called "common" schools in Arizona statutes) within high school districts, each with separate governing boards. Some are high school districts (called "secondary" schools in Arizona statutes) serving grades 9-12. Some are unified districts offering both K8 and HS programs under one governing board. Some are elementary districts that are not within a high school district (called '0h-3' districts after their type code) and therefore offer some high school classes either locally or by transporting them to another district and paying tuition. Some are overlay districts providing vocational education services to several school districts in their boundaries. Arizona school districts serve the entire state of Arizona. There are public school districts on military bases, on Indian Reservations, and on federal forest land. In addition to Arizona public schools on Indian Reservations, there are also federal Bureau of Indian Affairs (BIA) schools in Arizona. There are also public "charter" schools throughout Arizona, some of which operate as proprietary schools without governing boards. Arizona public school districts operate within territories defined by statute, and all but a few "unorganized" territories in Arizona are within school districts. Arizona school districts operate under independently elected governing boards but are supervised by the elected county school superintendent (a few school districts straddle county lines). In some areas of Arizona, the county school superintendent provides "accommodation schools" for students who are not otherwise served by local school districts. For example, Maricopa County provides a school for the children of homeless families.

COMMUNITY FACILITIES
The city of Show Low has a broad range of community facilities including a library, bowling alley, two 18 hole golf courses, several lighted racquetball and tennis courts, an exercise fitness course, soccer fields, an archery range and movie theaters. Other facilities available include an indoor aquatic center pool, lighted softball and baseball fields, handball and basketball courts and picnic areas.
Communication
In addition to communication resources from the rest of the state, Show Low has bi-weekly area newspapers, several radio stations, and numerous television channels from Phoenix, Tucson and Flagstaff via cable, translator and antenna.
Educational
There are five public elementary schools, one junior high school, one high school, and Northland Pioneer College (NPC). Show Low High School has a vocational education program with courses in auto mechanics, general business and graphic arts. Northland Pioneer College , a nationally-accredited, state-supported community college, began serving Navajo County during the 1974-75 academic year. The College is decentralized and now offers classes in over 250 locations. Full-service degree-granting campuses are located in Winslow, Holbrook, Snowflake/Taylor and Show Low. Degree course work may also be completed at centers in Heber, Whiteriver and Keams Canyon. The district office is located in Holbrook. Areas of study include adult basic education, vocational, academic transfer and personal interest. For information call (800) 266-7845. Northern Arizona University, located within 60 miles, in cooperation with NPC, offers upper division and graduate courses at several Navajo County locations. Arizona ETV Application Instructions
Education and Training Vouchers (ETV/s) are provided to assist foster youth and former foster youth with expenses related to education or training programs. Young adults must have been in foster care at the age of 16 or 17 and must enroll in a post-secondary program recognized by the Arizona Department of Education. Young adults may receive financial assistance until they reach the age of 21. However, if a young adult is in a recognized program at the time of the 21st birthday, they may continue receiving assistance for that program until they reach the age of 23. Financial assistance (ETV) is based on need. The application process considers all your school or training expenses (including your living expenses) and all your income and financial resources. You must have a financial need in order to receive an ETV.
A recognized education program must provide post-secondary education. This means classes beyond high school. You cannot receive an ETV for high school level education or GED preparation. Examples of post-secondary schools are community colleges, public or private colleges and universities.
