Dirty Secrets: Flawed system aids bad teachers Monday, November 01, 1999 By Jane Elizabeth Zemel, Post-Gazette Education Writer Second of a three-part series Kathy Schilla couldn't understand why her daughter, a third-grader, didn't want to go to school anymore. After much coaxing, the child finally revealed what had happened to her at Lester Park Elementary School in Duluth, Minn. Her teacher, Douglas J. Ranthum, had asked her to model her talent-show costume in the cloakroom during recess. He told her to remove her underwear because it showed through her costume, and then he repeatedly touched her breasts and buttocks. Her horrified parents went immediately to the principal, who mentioned that two other parents had complained about the same thing several months earlier. The principal's suggestion was that the Schillas should have a talk with the teacher. That was in 1984. Eventually, Ranthum was sent to prison, and the principal was reprimanded for failing to report sexual abuse. But Ranthum's teaching certificate was suspended, not revoked. After his prison term, he went on to get four more teaching jobs, simply leaving each one when his past caught up with him. He landed his last teaching job in 1995 at AlBrook Elementary School near Duluth, just months before the state began requiring criminal background checks. He remained there until Kathy Schilla tracked him down and notified school authorities of his conviction.

By Leon Lynn At the heart of any successful parent-involvement program are teachers who are not only committed to building family and school relationships, but who also have the skills and knowledge to do it well. To succeed, a teacher must be able to make good use of families' expertise and resources, at the same time reaching out to families to support them. All the while, the teacher must also meet the day-to-day challenges of the classroom. To succeed at building parent involvement, teachers need professional development experiences that prepare them for the task, just as they need preparation in subject matter and teaching skills. But a new study conducted by the Harvard Family Research Project , "New Skills for New Schools: Preparing Teachers for Family Involvement," finds that few education and certification programs for teachers address family involvement in substantial ways. Lack of Specifics Family Research Project researchers reviewed teacher-certification requirements for all 50 states and the District of Columbia. Only 22 even mentioned family involvement. "And even when it was mentioned, often it wasn't defined in clear and precise terms," says Elena Lopez, the Family Research Project's associate director. Phrases such as "parent involvement," "home-school relations," and "working with parents" often appeared without any explanation or examples of what they meant, she says. "The conclusion was that these issues were not a high priority in state certification."

According to the Post: More than a quarter of D.C. school system teachers lack required certification, and 25 to 40 percent of its principals "are not the caliber they need to be," School Superintendent Clifford B. Janey said yesterday. During a meeting with Washington Post reporters and editors, Janey said a school system review has found that more than 1,400 teachers are not properly credentialed. Of that total, about half have never obtained a license in the subject they are teaching, and the other half have licenses that have expired, Janey said, although he added that some of the cases might involve lost or misplaced paperwork.

This publication provides an international comparative perspective on teacher preparation in Mexico and the United States, with a special focus on the preparation of bilingual education teachers. Its primary audience consists of teacher educators, program administrators, international transcript evaluators, and registrars in the United States working with students who have prior teacher preparation in the Mexican system. Therefore, the largest section of the monograph is dedicated to providing a thorough description of this system. Section II presents the Mexican teacher preparation system. To provide a foundation, it begins with an overview of the history and structure of the Mexican educational system from elementary school through higher education. It then provides a thorough discussion of teacher preparation in Mexico, including a description of the different types of certification programs and the history and growth of teacher preparation. Of greatest interest to those readers working with students who have prior teacher preparation in Mexico are the specific programs of study (curricula) required to become a teacher. There have been a number of programs of study over the years and all of them from 1975 to the present are fully detailed, including the names and descriptions of specific courses and credit hour requirements.
