Home Prescott Unified School District No. 1 Arizona School Tax Credit It's a win-win for you and our schools. The State of Arizona has a law that benefits taxpayers and school children alike. A.R.S. 43-1089 allows a tax credit of $200 for individuals and $300 for married couples, filing jointly, for fees or donations paid to a public school in support of extracurricular activities or character education programs. And you don't have to have a child in the school district to benefit from the tax credit program. How it works The tax credit reduces your tax liability by the amount you donate. If you donate $300 to an eligible school activity, you reduce your Arizona state tax bill by $300. If you expect a refund, it will be $300 higher. If you don't pay state income tax, you can't reduce your liability below $0. So many programs in need of support Last year, taxpayers helped cover the costs of field trips, after-school programs, admission to plays, concerts, parks, museums and nature camps, and music, art and physical education programs. Simply put, tax credit donations make possible a wide range of learning opportunities that our children would not otherwise have. Remember, you don't have to have a child in the school to benefit from this tax credit. You may choose where you would like your money to be used. To claim the tax credit, taxpayers must contribute to an extracurricular activity for which the school district requires a fee.

INTRODUCTION In 1991, property-poor Arizona school districts along with parents and students in those districts filed a lawsuit which claimed that the state's method of funding capital expenditures for schools violated the education clause of the state constitution. In 1994, the Arizona Supreme Court agreed and held that the state's capital funding for public education did not provide a "general and uniform" system of common schools, as required by the Arizona constitution.1 Over the next four years, an iterative process of decision making, in which the legislature and governor enacted new laws and the state Supreme Court analyzed those laws in light of constitutional requirements, led to agreement on a new capital funding system for the schools. The court interpreted the state constitution to require a funding system that would provide "adequate" school facilities and defined adequate facilities as those that would enable students to meet the state's student competency standards.

The following suggestions are intended to help those percussionists interested in enrolling in a collegiate music program as a major (Music Performance or Music Education). The Ideals of Musical Study at the College Level (not just a step to finding a job): Preparation: Students should pursue the preparation of audition materials vigorously, identifying a successful audition as the basis for options and potential, along with financial support All auditioning students should understand all key signatures, major and minor scales, recognize intervals, and know well the vocabulary of music When possible, high school students should pursue piano lessons, listen to and study recordings, attend concerts If near a local college or music school, students should attend college master classes and special events that are open to the public; enroll in preparatory or outreach programs; and perhaps attend college theory and ear training classes, if possible Students should seek opportunities to perform in local ensembles, youth groups, all-state or all-county bands/orchestras/jazz ensembles, drum corps, and WGI ensembles.

Arizona's Adventures with School Capital Finance
By Judy Richardson A rizona state policymakers are currently preparing for their third attempt to enact a system of school capital finance that will satisfy the Arizona Supreme Court as meeting the constitutional requirement for a "general and uniform" public school system. The initial ruling that the Arizona school finance system was unconstitutional came in July 1994, with subsequent rulings in January 1996 and October 1997 after new legislation was reviewed by the court. Each subsequent ruling found that the legislation enacted was not sufficient to make the system general and uniform. The primary reason for the court finding the school capital finance system unconstitutional was that it relied too heavily on the issuance of general obligation bonds supported by the property tax base of the school district. The court found that disparities in property wealth per pupil meant that the system itself caused inequities in school facilities. Although the case itself dealt only with the issue of capital funding, the court found the entire school finance system unconstitutional, and it is not clear to what extent, if any, the system for funding maintenance and operations must be changed. To date, all legislative solutions have focused on capital funding. The original opinion was a plurality opinion; two justices agreed on the plurality opinion, one justice concurred in the ruling but wrote a separate opinion, and two justices wrote a dissenting opinion.
