don't think I've seen you since the election. Congratulations.
Committe did a study very recently where they found efficient large districts spend $300 and some per
pupil on administration, where some of the smaller districts spend as much as $1,000 per student on
administration. We only give $4700 per student. So a thousand dollars is a big chunk out of the budget.
People expect the money to be spent in the classroom on teacher compensation and on smaller class
size, rather than wasteful administration.

but small enough so that people have a say in the school district and that's probably around 30,000
students or so. But we have districts with just a few hundred students. So we can still have local control
and still have the district be large enough so that they have the economies of scale. a new one. It always gets bludgeoned and bludgeoned badly when it comes up. So are we talking

PRESS RELEASES
August 11, 2005
Terry Goddard Filing Petition to Place Colorado City School District in Receivership
(Phoenix, Ariz.) Attorney General Terry Goddard will file a petition Friday - the first day legally possible - charging Colorado City School District officials with gross financial mismanagement and requesting the School District be placed in receivership. "We now have a tool in place to help our children receive the education they need and deserve," Goddard said. "The financial mismanagement of the Colorado City School District is egregious. It is time to put its finances in competent hands." The petition follows the enactment this spring of a state law that allows the Arizona State Board of Education to place a school district in receivership if it finds evidence of financial mismanagement. The new law takes effect Friday.

School Safety
Safety in our children's schools is a critical concern of parents and students alike. Working with the private sector, the Attorney General's Office (AGO) established a school hotline number and e-mail address for parents, guardians, school faculty and staff, students, and members of the public to use to report potentially violent or suspicious activity, bullying and harassment of students, hate crimes, and other safety issues in schools. The Attorney General's School Hotline provides an anonymous, confidential, and non-threatening avenue for those who possess knowledge of potential school-related violent activities or behavior to report that information to hotline personnel. Attorney General's Office staff will then pass such information on to law enforcement agencies and school administrators in order to prevent potential violent activities from occurring or address these types of issues. The idea for the hotline arose out of the Attorney General's Listening Conference, which was held in December of 1999 in Phoenix. During the conference, discussions were held with children and teens about school safety, their fears, and what could be done to make their schools safe. Many of the participants suggested that students should have a confidential resource for them to contact in the event of harassment or other potentially volatile situations that could eventually escalate into violence.

CHARTER SCHOOLS STUDY

by Michael T. Martin
Arizona School Boards Association

Research Analyst Executive Summary In its analysis of an Arizona Charter Schools study , the Arizona School Boards Association finds that charter schools in Arizona do not out-perform public schools in the educational development of elementary school students. Relying almost exclusively on quotations from the study by Arizona State University’s Morrison Institute, the ASBA report shows that the primary appeal charter schools have for parents is the smaller class sizes that are possible with higher funding received per student by charter schools over that of public schools. The Arizona Department of Education commissioned the Morrison Institute to study Arizona charter schools, and to compare the growth in student achievement scores at charter schools with those same statistics in public schools. The state-mandated SAT 9 test was used to measure student achievement. The Morrison study also used focus groups and parent, student and teacher surveys at charter schools. According to the ASBA report findings, despite a severe bias in the administration of the surveys and focus groups, the study concluded primarily that public schools are overcrowded, while charter schools offer smaller classes with more individual attention per student.

Any school that is measured against the new guidelines and exceeds them will eventually be converted from evaporative cooling systems commonly used in the region to A/C systems. In 2002-2003, the Tucson Unified School District (TUSD) is receiving nearly $72 million in state building improvement funding, much of which is being used to help convert a sizeable number of schools to A/C. According to mechanical consultant O.J. Clayton, principal and owner of Clayton Engineering and Consulting in Tucson, A/C will eventually become the standard cooling system in most Tucson schools. "And with so many schools going to year-round schooling and public interest growing in improving students' learning environments, it's inevitable that all qualifying schools will be making the changeover," he said.
