Arizona Law
Arizona statutes and Arizona Department of Education regulations require that referrals for placement in any ASDB educational program (whether site-based or in any of ASDB's five Regional Cooperative programs) must be initiated in a student's local school district, and must be approved by the local school district's special education director. Parents of sensory impaired children cannot directly enroll their child in an ASDB program; they must go through their local school district so that the home school district, the parents, and ASDB can cooperate in the development of the IEP and in determining the most appropriate and least restrictive educational environment for the child.
Public School Participation in Placement Decisions
At every student’s IEP meeting, all placement options should be discussed in enough detail so that the IEP team fully understands the options that exist for the student. At least annually, the IEP team discusses the educational needs of each student, develops appropriate goals and objectives for that student, and determines which placement option best meets the needs of that student in the least restrictive environment.
Age of Students Who Qualify for Educational Services
ASDB programs provide educational services to sensory impaired Arizona children and youth from birth until age 22.

Yavapai College Residency Rules and Regulations

... Western Undergraduate Exchange Rules and Regulations for Establishing Residency
The rules and regulations for establishing residency for tuition purposes are defined by Yavapai College, which is authorized by the Arizona Legislature and state statutes (sections A.R.S. 15-1801 through 1807) to provide classification for a tuition differential between resident and non-resident students. An individual must establish residency in Arizona before he or she is entitled to pay resident tuition rates. The requirements to establish residency for tuition purposes are independent from those of other types of residency, such as voting or holding public office. A resident for tuition purposes is someone who meets the requirements set forth for in-state status as defined in the Yavapai College General Catalog and summarized herein. Tuition classification as a resident at an Arizona community college does not mean that a student will be classified as a resident when transferring to a state-funded Arizona university. Why are non-resident students at Arizona’s educational institutions charged higher tuition than resident students?

The Language Policy of State Drivers' License Testing:
Expediency, Symbolism, or Creeping Incrementalism?
Harold Schiffman
South Asian Regional Studies
University of Pennsylvania
Until recently, educational language policy in the US has been the chief site of contention about language, as seen in recent initiatives, referenda, and state constitutional amendments. Provision for drivers' licensing testing in languages other than English (LotE), on the other hand, has often exemplified what I call expedient language policy, i.e. using a LotE for a higher end, that of ensuring highway safety and enhancing opportunities (freedom of travel, especially for economic benefits, i.e. work). In some states, however, notably an Alabama case Alexander v. Sandoval, , language policy of vehicle licensing has become symbolic of other issues, and the ACLU is now pitted against the National Review, the ACLU, the English-Only and English-First organizations, as well as disability- rights organizations, many of whom have provided amicus curae briefs, all of which seems at first glance out of proportion to the importance of the issue at hand. Between the time this paper was proposed and the present, the the Supreme Court has heard this case and found in favor of the state of Alabama and against the parties to the original suit. (The court heard

Education For Students Annual Student Competitions Arizona's affiliation with SBR dates back to the first race in 1996. Two schools from Arizona entered the event, with the team from Colorado City High School placing second. Colorado City went on to compete in a similar solar bike event in Japan later that same summer, and again placed in the top three. To date, Colorado City High School is the only Arizona high school to place in the annual national event. What is a SOLAR BIKE? These are bicycles to which an electric motor, battery, and a solar panel have been added to assist the human power provided by the rider. In practical applications, a solar bike gives the rider the option of "coasting" on stored solar power to nearby destinations or cutting commute time by combining the electric assist with normal riding effort. Once at their destination, solar bikes recharge themselves for the ride home. In competition, solar bikes derive about half of their energy from the rider and half from the electric system. Top bikes in 1998 averaged more than 40 km/hr in the modified and over 38 km/hr in the stock categories. Sprint speeds for these special bikes can exceed 65 km/hr!

The National Center on Education , Disability and Juvenile Justice SPECIAL REPORT Improving Education Services for Students in Detention and Confinement Facilities
I. Introduction

Approximately 90,000 young people are now in custody in public and private juvenile correctional facilities in the United States. Those incarcerated are disproportionately male, African-American, poor, and have significant learning and/or emotional problems that entitle them to special education services. The most common disabling conditions among juvenile offenders are developmental and learning disabilities as well as emotional or behavioral disorders. Many juveniles with disabilities in detention do not receive the educational services to which they are entitled.
Studies document the failure of juvenile correctional institutions to provide adequate educational services to young people with disabilities. Ineffective governance of education programs in juvenile corrections, the mobility of adjudicated young people, and poorly developed links between public schools and institutional settings contribute to the academic problems of incarcerated young people.
