Text Menu 2005 Diversity Award winners' biography Tamarla Forrest – Individual Adult Category Tamarla Forrest is being recognized for her work in creating a Best Buddies program at Corona del Sol High School. The Best Buddies program was created four years ago to help students with special education needs be paired up with students who come from the rest of the population of the school. Forrest strives to ensure that the special needs diversity at Corona del Sol is looked at and challenged for the betterment of all students at the school. Danna Kundrat – Individual Adult Category Danna Kundrat is a special education/resource teacher at Kyrene del Norte Elementary School. In the fall of 2002 she created the Circle of Friends Buddy Club. This club pairs up disabled students with typical peers so they will not ever have to spend their days at school alone, shunned because of their differences. Danna also offers the children fun experiences together outside the school setting, taking them on trips to picnics, parks and local amusement venues. The Circle of Friends club is a self-made, self operating program created by Ms. Kundrat. Its popularity has soared over the years, with over 100 students currently participating. With so many typical students signed up, each special education student has about five buddies that they rotate between. Ms. Kundrat handles all the buddy scheduling, as well as training and preparing the typical students for their new friendship with their disabled peers.

With Disabilities The Individuals with Disabilities Education Act (IDEA) mandates that States provide a free and appropriate public education for all students with disabilities if the State receives Federal support for educating students with disabilities. IDEA gives enforcement authority not only to the Federal and State Departments of Education, but also to individuals. Therefore, if a parent, youth advocate, or department of education worker finds that a detained or confined youth is not receiving adequate educational services, IDEA can be used to secure appropriate education for this youth. Previous studies emanating from litigation and professional literature in this area document the inadequate educational services received by youth in custody. IDEA serves as an ideal tool to access educational services for youth with disabilities because it requires public schools and State-operated programs, such as juvenile correctional facilities, to provide each eligible child with adequate special education and related services. The Individuals With Disabilities Education Act Although nearly all States have compulsory education laws and provide educational services through local school districts, Congress recognized the special needs of students with disabilities when it passed IDEA in 1975. IDEA mandates that all eligible students receive a free and appropriate education in the least restrictive setting possible.

The City of Phoenix Head Start serves more than 3,000 low-income children each year in central, south, west, and north Phoenix. The program has more than 450 employees, including both city staff and those who work for Head Start’s 14 delegate agencies. Head Start’s dedication to racial, ethnic, linguistic, and cultural diversity is reflected in employees who represent the rich heritage of Arizona. Head Start provides comprehensive services in education, health, nutrition, parent involvement, social services, and mental health. At least 10 percent of all openings are reserved for children with disabilities. About 13 percent of the children in the program are disabled or have other special needs.

Special Education Procedures Manual: Chapter 1.2 - Legal Considerations
Discipline for special education students
Special education students are protected by law from being punished for behaviors that are substantially related to their disabilities. This does not mean that special education students are immune from all discipline. Appropriate discipline interventions must be individually determined. Types of discipline are varied and can range from a verbal reprimand to suspension or expulsion. When school personnel consider a consequence for inappropriate behavior, attention must be given to:
  • the individual student and his or her disability the student's IEP discipline alternatives applied to non-disabled students behavior assessments and plans cumulative suspension days for the current school year the type and severity of the misconduct
Suspension of special education students
Emergency suspension
School personnel may immediately remove a disabled student from school without prior use of due process procedures if an emergency exists such that the student's presence in school poses a danger to any person or property or an on-going threat of disruption to the academic process.

Special Education Procedures Manual: Chapter 8.1 - Extended School Year Services Extended School Year (ESY) is an individualized program, based upon the previous year’s IEP goals and objectives, offered to special education children beyond the normal school year at no cost to parents. ESY typically is provided for children who lose important self-sufficiency skills due to regular breaks in instruction and who require an excessive amount of time to regain those skills. The IEP team will consider every disabled child’s need for ESY services at each annual IEP review meeting, and the team will determine eligibility on an individual basis. Related services can be provided when required to maintain identified skills. The least restrictive environment is considered for each ESY program, but may not necessarily include all of the options available during the regular school year. ESY can be provided in a variety of environments such as the home with the parent teaching and staff consulting, at school, and in the community. ESY is not compulsory; parents may choose to decline ESY services.

    Senate panel votes to drop AIMS graduation mandate Paul Davenport

    Feb. 17, 2005 12:00 AM A Senate committee voted Wednesday to repeal the requirement that Arizona high school students pass the AIMS test to graduate. The AIMS requirement could keep diplomas out of the hands of thousands of students.
    The K-12 Education Committee's 5-3 vote sent the AIMS bill, Senate Bill 1069, to the full Senate, where it could be considered as early as next week.
    AIMS, Arizona's Instrument to Measure Standards, is a state-mandated exam that measures students' mastery of the state's curriculum standards in math, reading and writing. The high-stakes graduation requirement begins with current juniors, the Class of 2006. advertisement OAS_AD('BoxAd')
