Arizona’s Special-Ed Pimlico

25 August 2003 Arizona’s deeply flawed and racially discriminatory special education system can be reformed by eliminating the bounty funding formula and giving parents real options.
All too often, English language learners are placed in special education programs, not English instruction programs. In the case of Greenway Middle School, more than half of its ‘learning disabled’ population is Hispanic, and of these, 80 percent are English language learners, who are placed in special education programs where they typically receive little reading or English instruction. Recent medical research by Dr. Reid Lyon of the National Institutes for Health found that with proper reading instruction in kindergarten through third grade, the number of students classified as learning disabled could be reduced by 70 percent. Nationwide, nearly two million children have preventable learning disabilities. With so many English language learners mislabeled and placed in special education programs, their disability labels become self-fulfilling prophecies.

    The International Partnership for Service-Learning and Leadership, in affiliation with The Council for Exceptional Children (CEC) and its Division of International Special Education and Services (DISES), is pleased to offer cross-cultural programs in 10 nations, combining academic study for credit with internships in programs for individuals with disabilities. Most of these programs follow the same program design as the IPSL undergraduate programs, which include academic study, living in a homestay with a local family or on a campus with international students, and serving 15-20 hours a week in established service agency. With the Special Eduation focus, your service will be in the form of an internship serving individuals with special needs, supervised by professionals; and your academic studies will focus on the culture in which you are living and the issues of children and adults with special needs. ABC is a 501(c)(3) non-profit organization founded by a teacher, Dee Kotinas, and her junior high school high risk students in January 1978 as a model no-kill animal shelter. ABC has extended to include therapy pet activities, teaching animals to help people, including high-risk teens, and community and service dog training programs. The ABC Delta Pet Partners Program began in February 2000 to fulfill ABC's mission of providing a community service program mutually beneficial to both people and animals. ABC recognizes that human values can be taught through the love, respect and care of animals. ABC's only source of income is through public donations, bequests and grants. Minority students are more likely to be labeled learning-disabled in predominantly Anglo Arizona school districts than in racially diverse districts, a study released today says.
But Tucson school districts appear to buck the trend, with their percentage of minority special-education students accurately reflecting districts' overall racial makeup.
Local school officials say if teachers are mislabeling students as learning-disabled, it's the result of an attempt to provide additional or remedial services with today's academic funding - or lack thereof.
But local minority activists say Tucson shouldn't come out smelling like a rose in this report, because they hear parents complain of similar problems here.
Statewide, "disability rates for Hispanic students are 48 percent higher in white-dominated districts compared to minority-dominated districts, and 29 percent higher for African-American students," said Matthew Ladner, an independent researcher who conducted the study for the Goldwater Institute.
The Goldwater Institute calls itself a nonpartisan research and educational organization dedicated to advancing public policy in Arizona. Funded through private donations, it promotes philosophies of the late Republican Sen. Barry Goldwater: limited government and educational freedom.

Bilingual/ESL Learning Disabilities Teachers and Diagnosticians
Scope of Program Interface 2000 Director For More Information The 1999 statistics from the Arizona Department of Education indicate that about 33% or 45,232 students served in the learning disability category are of Hispanic background and 8% are Native-American. Project Interface 2000 is a federal grant supporting teachers for this group of students. The purpose of Project Interface 2000 is to recruit and train 25-30 educators to serve Hispanic and Native-American students with special learning needs. Personnel trained in Project Interface 2000 will be able to assume the role of educational diagnostician and/or teacher of LEP/bilingual students with disabilities in a variety of educational settings. This competency based program of study will be provided through an interdisciplinary collaborative effort between the Department of Special Education, Rehabilitation and School Psychology, the Department of Language, Reading and Culture, the Department of Teaching and Teacher Education, and the Department of English. The project provides students with:
  • a high quality pre-service program with course work in special education, learning disabilities, bilingual education, and English as a second language that reflects the use of current research-based assessment and intervention practices.
