Five government sponsored phone-based traveler information systems have been identified to be operating in Arizona. The 888-411-ROAD toll-free phone system, Voice Remote Access System (VRAS), operated by Arizona DOT (ADOT) is the most relevant in terms of near-term 511 services. The VRAS is an automated interactive voice response (IVR) system that handled over 100,000 phone calls in 2000, more than a 100% increase from 1999. The VRAS often becomes overloaded with demand during inclement weather or holiday weekends. The Roadway Closures and Restrictions System (RCRS) provides this information to the VRAS. The RCRS collects information about construction locations, traffic-related maintenance activities, weather-related road closures, and traffic incidents from various authorized agencies for both local arterial streets and urban/rural highways statewide. Presently, data is inserted from 89 locations ranging from ADOT Districts, several cities, the Highway Patrol, National Forest and Weather Services, Grand Canyon National Park as well as neighboring states. The RCRS software is available to other public agencies through a free license from Arizona DOT. 511 Vision At least in the near-to-mid-term, Arizona DOT will continue to operate the VRAS as the gateway to traveler information in the state. [page vii] TUCSON, ARIZONA, is one of those Southwestern cities where Native Americans pioneered habitation of the metropolitan site. A European settlement grew up around an original nucleus of native habitation. Within the sprawling 20th century city lies an area of a few blocks that spawned the whole colossus. This native site has been continuously occupied by man for an unknown number of centuries extending far back into prehistoric times. This book examines the dynamics of ethnic diversification within the city of Tucson, the largest urban settlement within the Gadsden Purchase area which the United States acquired from Mexico in 1853. It analyzes those dynamics during the period of Spanish colonial rule in Tucson because the foundations of its 20th century ethnic diversity were laid then. Tucson possesses some distinctive advantages as a laboratory for studying inter-ethnic relations, not because it is completely representative of U.S. cities, but because it is not typical. Tucson contained in 1970 the tenth largest urban Native American population in the United States, whereas it was only the fifty-third largest city. Moreover, Tucson held the second highest proportion of Native Americans among the fifteen cities with over 5,000 such residents. Only Tulsa, Oklahoma, had a higher percentage.

In November, Bullhead City, Arizona, was recognized by the governor for its energy efficiency improvements. Credit: Arizona Department of Commerce Energy Office Bullhead City, Arizona, recently completed a major energy efficiency project that is projected to save the city more than $100,000 a year in energy costs and operation and maintenance expenses. In recognition of these improvements, the city received the 2002 Governor's Award for Energy Efficiency for Arizona Municipalities for populations between 10,000 and 70,000. The project began in 1998 when Bullhead City was awarded a Municipal Energy Management Program (MEMP) grant for $58,000 from the Arizona Energy Office. The grant funded approximately half the cost of new thermostats for city buildings and the replacement of old roof-mounted, air-cooled chillers with ground-mounted, water-cooled chillers. After purchasing the chillers the city found other energy saving projects: a rehab of the mechanical system provides a 36 percent savings in energy costs; a lighting retrofit project reduces Bullhead City's energy consumption for lighting by 51 percent; and a traffic signal retrofit at 19 intersections reduces the energy consumed by traffic signals approximately 88 percent.

Check out the City of Portland's Bureau of Planning. for ideas on zoning and overlay districts that will help the city grow smarter. Portland's focus on determining its future began in the 1970's when it was called upon by the State of Oregon to develop a land use plan. Its plan covers 24 cities in three counties. And, unlike most other growing cities, Portland has stood up to pressure from developers, including the threat of lawsuits. Portland passed the toughest development laws in the US. In essence, Portland drew a line around its metropolitan area, saying that all future development should occur there and that outside areas should remain undeveloped open space. More specifically, the city decided that downtown Portland should be the center for government, business, and cultural activities and should be pedestrian friendly. Growth is allowed in the 364-square mile area around this core. Light rail connects the core with nine smaller business and shopping areas.

Ten years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the
