Arizona Municipal Energy Management Program
State Energy Program (SEP) Special Project, Arizona, 2003 The Municipal Energy Management Program (MEMP), is a program of the Arizona State Energy Office. MEMP encourages and assists in the development and implementation of energy management programs by facilitating the planning process and providing the necessary basic tools, staff training, and technical assistance. MEMP encourages communities to track their utilities, adopt energy plans, and include their energy plans in city codes and city plans. MEMP also encourages communities to form local, state, and national partnerships. The program helps incorporated Arizona cities, towns, counties, improvement districts (no schools), and Indian tribes with populations under 70,000.

The American Lung Association of Arizona Encourages County Officials and Residents to Continue to Take Action Against the County’s Consistent Failing Grades and Protect the Health of its Large At-Risk Population [PHOENIX, AZ], April 28, 2005 – Maricopa County has received a failing grade in the American Lung Association’s State of the Air: 2005 report, released today. The report ranks the cities and counties with the dirtiest air, and provides county-level report cards on the two most pervasive air pollutants: particle pollution and ozone (more commonly called “smog”). According to the report, 3,389,260 people in Maricopa County are breathing air with dangerously high levels of Ozone and Particle Pollution. “Getting an F means that dirty air threatens the lives and health of far too many of our neighbors,” said Bill Pfeifer, President and CEO of the American Lung Association of Arizona. “In previous years, many age groups and diseases have been identified as being at serious risk when exposed to airborne pollution. Although we are showing significant signs of improvement, unfortunately, we have not done enough in the past to raise our failing grade and now two additional populations have been added. For the first time ever people with diabetes are being included among the high risk population as well as teenagers ages 14-17.”

I. Project Goals The importance of humans as major ecological, geological, hydrological, and climatic agents of change is gaining recognition across a wide range of scientific disciplines (Brazel et al., 2000; Grimm et al., 2000; Haff, 2002). A logical starting point to gain understanding of anthropogenic forcing factors and feedbacks is to investigate human-dominated ecosystems, i.e. cities. We define three research objectives to achieve this goal: Objective 1: Timely and continuous monitoring of rapidly urbanizing regions using EOS (and other) remotely sensed datasets. Jul. 10, 2005 12:00 AM While the federal government balks at taking action to curb climate change, states and cities across the country are making moves of their own.
Arizona is hopping on board, although it's a cautious step that will involve at least a year of study before any recommendations are made.
Gov. Janet Napolitano's Climate Change Advisory Group will hold its first meeting this week. It has a year to come up with suggestions on how to reduce greenhouse-gas emissions in Arizona, a goal that is likely to be met through greater emphasis on renewable forms of energy, such as solar and wind. advertisement OAS_AD('BoxAd')
A state forest-health task force already has a subgroup at work on a study of the effects of climate change and variability on Arizona's forests, areas that have a profound effect on water resources in this desert state. The moves come as leaders of the world's richest nations leave Scotland, where global warming was a key topic during the Group of Eight meeting last week.
