is a private, non-profit, community-based organization that has made a meaningful contribution to the children of Southern Arizona since 1970. The mission of the agency is "to improve the well-being of Arizona's children and families through programs that strengthen child care, youth and families. The agency is headquartered in Tucson and provides services in Pima, Cochise, Santa Cruz, Graham, Maricopa and Yuma counties. A community-based board of directors actively governs the programs as set forth in the bylaws of the agency. The board reflects a cross section of our diverse community; physicians, lawyers, teachers, health educators, counselors, community volunteers and accountants. The majority of board members are parents whose child care needs reflect those of all working families. These people set the course of the agency and direct the professional staff so that together the mission of the agency is served.

Correctional programs for juveniles are a very important part of the justice system, because of their potential effect on the youth of today and the citizens of tomorrow. Many juvenile justice programs, especially those at the local level associated with family courts, are integrated with related social service and education programs designed to help troubled youth. This makes sense because children in trouble with the law frequently have related problems with their families, schools, and communities. This column reviews sources of information on the internet about juvenile justice.
The Big Picture: Schools, Families, and Communities
A useful set of internet links related to juvenile justice should start with the big picture, general child welfare-oriented sites. The goal of the Children's Defense Fund (CDF) is to "educate the nation about the needs of children and encourage preventive investment in children before they get sick, drop out of school, suffer family breakdown, or get into trouble." The CDF maintains Links for Child Advocates . This site includes links to related organizations concerned about children, as well as sources of data, and other resources.

American Red Cross provides services that help people prevent, prepare for, and cope with emergencies and disasters. AWARDS $5.1 MILLION IN GRANTS ATLANTA, July 23, 2002 The Arthur M. Blank Family Foundation has awarded 96 grants totaling more than $5.1 million to nonprofit organizations in nine states to support youth development and other community causes.
The Blank Family Foundation supports programs and organizations that create opportunity, enhance self-esteem and increase awareness about cultural and community issues among young people. It awards funding primarily in five geographic areas: Georgia; Maricopa County, Arizona; coastal South Carolina (the counties of Beaufort, Berkeley, Charleston, Colleton, Dorchester, Georgetown, Hampton and Jasper); New York City (the boroughs of Bronx, Brooklyn, Manhattan, Queens and Staten Island); and Park and Gallatin Counties, in Montana.

Youth ETC provides a full continuum of services for at-risk youth and families. These services include residential, community, educational and outpatient services. 1) RESIDENTIAL SERVICES - Therapeutic Group Homes -
Pointe West
Youth ETC operates a group home for boys ages 7-17. Residents have severe emotional, behavioral and substance abuse disorders requiring out of home placement with clinical interventions. This facility is a 10-bed home located in a residential neighborhood. Supervision and management of the residents is provided by highly trained caring adults. Services include: psychiatric reviews, individual group and family therapy; nursing care; education; enrichment; recreational activities; vocational, social and life skills instruction. Native Peoples
Youth ETC has opened a residential program for female native youth ages 7-17 who are suffering with dual disorders of behavioral dysfunction and substance abuse. Unique to this program is rich cultural component that encompasses many native traditions, ceremonies, and practices. Clinical and cultural services are presented by experienced native staff who has extensive histories and expertise in both clinical treatment and native cultures.

In late 2001 the New Zealand Ministry of Justice initiated a pilot program of court-referred restorative justice conferences in three court districts. The conferences in the pilot program are managed by facilitators who have been trained and approved by the Ministry of Justice. This document consists of materials for training facilitators in the processes, skills, and information needed to manage a constructive conference. After an introduction to the pilot program and the manual itself, the training modules cover the following topics: the nature of restorative justice; restorative justice conferencing in this pilot program; victim and offender issues; cross-cultural issues; facilitation skills; preparation for a conference; and the post-conference process.
