Arizona leads the nation in both the number of operating charter schools and in the percentage of students who attend these schools. The state's charter school legislation was first passed in 1994, making Arizona the tenth state to do so. The two declared purposes are to provide learning environments that will improve pupil achievement, and to provide additional academic choices for parents and pupils. There are a reported 467 charter school sites operating in the 2002-2003 school year, enrolling about 7.5 percent of all Arizona public school students.
    Sponsoring entities can include:
  • the Arizona State Board of Education, which can sponsor up to 25 charters per year and has granted 63 to date, accounting for an enrollment of some 14,000 students at 84 sites;
  • the separate Arizona State Board for Charter Schools, which can also sponsor up to 25 charters per year and has granted some 244 charters serving 47,000 students at 332 sites; and
  • boards of local school districts. Although there is no legislative limit on the number of charters distrcts can sponsor, only 9 districts have granted 25 charters serving 3,500 students at 45 sites.

The College Board, which administers Advanced Placement courses and the SAT, is quietly mapping out changes to some of its flagship programs amid concerns that they cover too much content and don't allow for in-depth study. A team of researchers at the University of Oregon in Eugene is leading a re-examination of AP courses in U.S. history, biology, chemistry, physics, European history, world history and environmental science. The courses are designed to let high school students test out of entry-level courses in college. Nationwide, AP participation is booming, with one in five high school students taking an AP course and exam last year, up from 16 percent in 2000. Research has shown that scoring well on an AP test is a strong predictor of college success, and the Bush administration has made the increasing participation in AP courses a source of pride, especially among minorities. But the current model for shaping AP courses through a broad survey of the curriculum of college classes in a particular subject "doesn't help us address the concern that AP courses require too much content coverage," said Trevor Packer, Advanced Placement executive director.

    Cisco Learning Institute Dr. David Alexander is the Executive Director of the Cisco Learning Institute (CLI). Dr. Alexander is responsible for the software development, hosting, distribution, and support of the Cisco Networking Academy Program and for the philanthropic efforts of the Institute. He reports to the CLI Board of Directors and is responsible for all network operations for the distribution of the Academy’s curriculum to 140 countries daily. In addition, Dr. Alexander oversees the Institute’s initiatives in Operations and Management of Philanthropic budgets and initiatives, Business Development, Project Management, Technology Management, Professional Services and Training, Resource Development, Gender Initiatives, and CLI Publishing Services. CLI is a 501 (c) (3) public benefit corporation. Prior to coming to the Institute and Cisco, Dr. Alexander served two years as Assistant Director of Arizona School Services for Educational Technology at KAET-TV, Channel 8-PBS in Phoenix/Tempe; seven years as Superintendent of Schools in the Cave Creek Unified Schools; and five years as Assistant Superintendent for Instruction in districts in Arizona and California.     A Tale of Two Initiatives:
    California and Arizona
    Ron Unz, sponsor of the "English for the Children" initiatives, seems to have learned from his mistakes in California. Proposition 227 was amateurishly drafted, leaving far more flexibility than he intended. With Arizona's Proposition 203 , he hopes to tighten the screws. In 1998-99, the first year of Proposition 227, the California State Board of Education provided minimal guidance on how to interpret Proposition 227. So the law's implementation varied widely. Its vagueness – featuring terms like "special educational needs" and "overwhelmingly in English" gave school districts plenty of leeway, and many took advantage of it. For example, some decided that limited English proficiency in itself was a "special" need. Others reasoned that, since Unz called his 61 percent victory on election day "overwhelming," a program that was taught 61 percent of the time in English should meet the law's requirements. Relying on these and other loopholes, numerous districts continued to offer a range of educational options, from bilingual to English-only instruction, and they allowed parents to choose freely among them. By year two, the legal picture began to clear.

    It should be noted at the outset that tenure systems are the predominant employment practice at most U.S. colleges and universities. According to the most recent study published by the U.S. Department of Education, tenure systems exist in 71 percent of all higher education institutions. Indeed, virtually all public research, private research, public doctoral, and public comprehensive institutions had tenure systems for full-time instructional staff. In fall 1992, 58 percent of all permanent full-time instructional faculty and staff had tenure. Another 24 percent were on the tenure track. The Headlines

    ASSURING SUCCESS IN INDIAN EDUCATION" Phoenix, Arizona
    June 20-21, 2000 INTRODUCTION
    Arizona's Native American communities are seriously concerned about the quality of their children's education. Although Federal, state and local governments, in general, do not give education the priority that it deserves, Indian education suffers the greatest neglect. In the past two years, tribal and community leaders have confronted the imposition of new academic standards, a proposed initiative which would mandate the implementation of English-only instruction, and the recent legislative debates over education funding. In addition to Arizona's new standards, parents want their younger generations to learn their native language and culture. Cultural knowledge is embedded in language, and is a major factor in tribal survival. In light of the demands of the New Economy and life in the 21st Century, Native American students should be prepared to meet life with both a firm grounding in their culture, language and traditions, and an excellent academic education. Research shows that Indian students who retain strong cultural and traditional ties to their tribes attain greater academic achievement than those who do not; therefore, it is imperative that Native American students receive both cultural and academic education.

We received your responses to our September 9, 2002, request for additional information through January 23, 2003. With regard to the change to the alternative method of election, we have carefully considered the information you have provided, as well as census data, comments and information from other interested parties, and other information.
