Apr. 16, 2005 12:00 AM A political fight over when and how the state should take over a mismanaged school district could kill a bill designed to prevent the financial collapse of a northern Arizona district. In October, the Colorado City Unified School District began bouncing teacher paychecks despite buying its own airplane. For more than three years, the 350-student district hasn't paid teachers and vendors on a consistent basis and has missed state and Mohave County deadlines to account for its spending. advertisement OAS_AD('BoxAd') Unlike a corporation, the Arizona Attorney General's Office said, teachers and vendors can't force a school district into bankruptcy, and the state has no authority to push it into court. The district, along the Arizona-Utah line, is $1.5 million in debt at 6 percent interest to the Arizona School Risk Retention Trust, a corporation that insures Arizona schools, said Jim Mullen, administrator of the trust. The Retention Trust has been covering checks to prevent lawsuits, Mullen said.

Charles P. Bolton is one of two recognized nationally For immediate release: March 30, 2004 The Association of Governing Boards of Universities and Colleges (AGB) has presented its Distinguished Service Award in Trusteeship to the chair of Case Western Reserve University's Board of Trustees. The award recognizes Charles P. Bolton for extraordinary contributions to the university. Bolton received the award during opening ceremonies of AGB's National Conference on Trusteeship in New Orleans. Jack B. Jewett, former president of the Arizona Board of Regents, also was honored. The Distinguished Service Award, established in 1980, is given annually to a board member from a public and an independent institution. The award was created to recognize the 50,000 citizens who volunteer their time and philanthropy to serve on the boards of the nation's colleges and universities. Variations in State Policies
Numerous commentators have proposed that charter school legislation be based on key principles, though people differ on specific recommendations. For example, Ted Kolderie, a leading advocate of charter reform legislation, proposed in 1990 several specific features for state charter school reform legislation, including the following:
  • States should permit more than one public organization to sponsor public schools. Thus, local school districts would no longer have the "exclusive franchise" to sponsor public schools.
  • The charter school should be a public nonsectarian school and be prohibited from using an admissions test or charging tuition beyond what the state and local community provide.
  • The charter school should be independent of local labor/management agreements, and could develop its own working conditions.
  • The charter school should have an explicit contract (or charter) for performance. Its continued existence should depend on whether the school's students achieved the goals set out in its contract.
  • In exchange for this explicit accountability, most state rules and regulations should be waived for the charter school.

    VOLUME 30, NUMBER 8 September 1999 Arizona board sanctions psychologist for use of Thought Field Therapy T he Arizona Board of Psychologist Examiners recently reprimanded a psychologist for using "Thought Field Therapy" and "Voice Technology" in his psychology practice. The board placed the psychologist on three years' probation. During that time, according to the board, he may only engage in these practices separately from his psychology practice. In addition, his general practice will be monitored for a year. Proponents say Thought Field Therapy was originated and its use has been advocated for over a decade by Roger J. Callahan, PhD, of Indian Wells, Calif. The basic practice consists of tapping spots on the body for the treatment of psychological problems. Proponents claim that patients experience complete relief within minutes for disorders including phobias, anxiety and depression. Voice Technology, according to the Arizona board's report, is another level of Thought Field Therapy in which the practitioner analyzes patients' voices over the phone and determines on which points on the body the patients should tap themselves for treatment. Last year APA approved the North East Texas Institute of Thought Field Therapy as a continuing education sponsor. Jo Linder-Crow, PhD, director of APA's Continuing Education Office, notes that APA has approved about 600 organizations that offer a broad range of continuing education topics for psychologists, and that approval does not imply endorsement of a particular therapy. There are specific APA requirements for disclosure for workshops that present nontraditional or controversial techniques. Also, APA approves only the provider organizations, not their individual course offerings.
