    Charter Schools: An Approach for Rural Education? ERIC Digest.
    Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
    WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
    In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

    2001 PDK Gallup Poll The 33 rd Annual Phi Delta Kappa (PDK)/Gallup Poll of the Public's Attitudes Toward the Public Schools once again shows a major shift against the disinformation that has plagued public schools in recent years. Throughout the poll, the more knowledgeable people were about public schools, the more supportive they were. The public sees underfunding, and its concomitant overcrowding, as the major problem facing public schools. The public sees standardized tests as becoming over-emphasized and generally rejects their use in measuring student achievement, and attributes the achievement gap between whites and minority students to be outside the control of public schools. In addition, support for "alternatives" to public schools has plunged and opposition to vouchers increased substantially. Both parents of public school children and respondents without children in school gave "the public schools in the nation as a whole" higher ratings this year than last year. Last year 22% of parents gave this abstract category an "A or B," compared to 25% this year. Last year 19% of non-parents gave an "A or B" compared to 22% this year. However, parents of public school students are likely to be more knowledgeable about public schools than respondents without children in school, and those parents rated schools higher than non-parents. When asked to give their community public schools a letter grade, 62% of public school parents and 47% of non-parents gave them an "A or B." Thus well over twice the percentages of parents and non-parents gave an "A or B" to their community schools compared to schools in "the nation as a whole." People are likely more knowledgeable about their community schools than the nation's schools, and parents with children in the community schools likely know more than non-parents, thus the more knowledgeable people are of public schools, the more laudatory they become. Finally, 68% of parents gave an "A or B" to the school their children attend. Thus, again, the more knowledgeable people are of public schools, the more laudatory they become.

    Ty Barlow, Director of Alternative Schools, Pinon Unified School District "We have a way of talking to children," says Ty Barlow, Director of Alternative Schools for Pinon Unified School District, located in the Navajo Nation. "If related by clan, it's like they are a brother or son. You talk to them in that way. But if not, and if there's a problem, Native Americans won't tell you. They're shy. Relate helps get to the heart of the issue."
    In mid-2000, Barlow chose Ripple Effects for Teens , part of a family of award-winning, research-based software tools from Ripple Effects, as one of several computer-based resources for the middle school Academy he was launching.
    Barlow's district was one of 54 first-round sites to receive a Safe Schools/Healthy Students grant from the Departments of Education, HHS, and Justice. With it, Pinon, in its words, "launched an initiative to target violence and drug problems through prevention and intervention, as well as educational reform for Navajo youth and residents through culturally appropriate strategies."
    The Navajo Nation in northern Arizona is among the poorest and most desolate regions of the United States. The Pinon School District consists of seven small Navajo communities with a population of about 5,000 people. The student population is 99% Navajo, with little experience in dealing with the mainstream culture and pressures of life off the Reservation.
