E-mail it to a friend Alternative schools' enrollment dropping 07:36 AM Mountain Standard Time on Tuesday, March 9, 2004 By Jennifer Sterba / Arizona Daily Star The growing popularity of charter schools could be leaving what some consider their birthplace - the alternative school - struggling to redefine itself and recapture enrollments down as much as 35 percent. The number of charter schools operating in Arizona has nearly doubled in the last five years, from 256 in 1999 to 492 today. Meanwhile, the average number of students enrolled in a district-operated alternative school in Arizona dropped from 116 to 102 by 2001 - nearly 12 percent. The average is back up to 113 this year, but there still are only 93 alternative schools statewide. To better serve students who have fallen through the cracks of traditional education, TUSD has formed partnerships with Pima Community College and charter school agencies. Locally, alternative schools have seen enrollments drop as much as 35 percent. While traditional public school districts say they don't track students after they leave a district, both alternative and charter school officials say there's no denying the menu of school choices existing today in Arizona.

Staying in Arizona's Schools
What is the extent of the dropout problem in Arizona?
A total of almost 200,000 children dropped out of Arizona's schools from 1994-2000. And, for the Class of 2001, over 40% of all Native American and Hispanic students did not graduate with their peers. What is the impact of dropping out?
Dropping out affects not only the individual through diminished life and earnings potential, but there are costs to society as a whole. As a group, dropouts earn less money and experience higher levels of both unemployment and incarceration than graduates. In addition, a high dropout rate likely results in elevated costs for unemployment and correctional facilities. What is being done in Arizona to help students STAY in School?
There is no "one best way" to prevent students from dropping out of school. However, there are common strategies among successful programs, including:
The STAY in School Initiative of the Arizona Commission for Postsecondary Education is providing a community-based approach for support and advocacy of evidence-based, effective solutions to the dropout crisis. This multi-year effort will involve public and private partnerships in creating a permanent solution to the current dropout crisis.

Co-hosted by The National Dropout Prevention Center/Network, the Center for the Future of Arizona, and the Arizona Department of Education, the 2005 Effective Strategies Institute Southwest regional conference provided a unique opportunity for educators, administrators, researchers, practitioners, and policymakers to come together to explore issues and concerns in dropout prevention and to share the programs and approaches that are making a difference with students in their own communities and schools. ten strategies aimed at helping both students and schools succeed, and a closing keynote address by Ms. Theresa Price of Mesa Public Schools who emphasized the need to recognize the cultural heritage of students, specifically Native American students, when reaching out to students and helping them to achieve their educational goals. Standards are high, for we are always involved in the pursuit of excellence. Mesa students are a continual source of pride. They have netted top state and national awards in everything from leadership and scholarship to sports, fine arts and vocational club activities. For example, with only 8 percent of the student population of Arizona, Mesa's young people win approximately 33 percent of the orchestra, chorus and band positions at the annual All-State Music Festival. The Glendale Union High School District is comprised of nine high schools, grades 9-12, serving portions of the cities of Phoenix and Glendale, Arizona. This 60-square mile urban distict has approximately 350,000 constituents in the Phoenix metropolitan area. The average number of students enrolled is 14,000. All schools are accredited by the Arizona Department of Education and the North Central Association of Schools and Colleges (NCA).     The State Board of Education made it easier Tuesday for schools to be labeled "excelling" and harder to be dubbed "underperforming."
    A new, more lenient formula to rank Arizona schools will save the state money and save dozens of schools from the embarrassment of being labeled "underperforming" a second year in a row.
    The new ranking formula, based primarily on Stanford 9 and AIMS test scores, will lead to fewer than 200 schools being labeled "underperforming" in October. It also will push about 164 schools into the highest ranking, "excelling." Only three schools made the "excelling" list last year, the first time Arizona labeled schools. The labeling is part of a new federal law that Arizona, along with many other states, is finding costly and unpopular with parents, teachers and principals. Revising the labeling formula is one of several steps state officials are taking to make it easier for schools to conform with the federal mandates.
