The Minister for Agriculture, Bob Cameron has announced his intention to declare the Portland Aquaculture Fisheries Reserves Management Plan in releasing the Draft Plan for public comment. (A copy of the advertised notice of intention to declare the Plan is provided below).
The Management Plan is being developed in accordance with Part 3 of the Fisheries Act 1995. Section 32(1)(b) of the Act requires the Minister to publish a notice of intention to declare a fisheries reserve management plan at least 60 days before the declaration is made.
Submissions will be received until 5.00 pm 18 March 2005 providing an opportunity for stakeholders and the general community to comment on the Draft Plan.
The Management Plan is being developed through a Steering Committee made up of key stakeholder group representatives, and will provide management direction for the Portland Aquaculture Fisheries Reserve for the next three years. The planning process is overseen by the Fisheries Co-Management Council.
A copy of the Draft Plan can be obtained by downloading the PDF below or by contacting the DPI Customer Service Centre on 136 186.

I n Hong Kong aquaculture includes pond fish culture, marine fish culture and oyster culture. In 2004 production from the aquaculture sector was 3 700 tonnes valued at $120 million which was 2.2 per cent in weight and 7.2 per cent in value of the total fisheries production.
POND FISH CULTURE
MARINE FISH CULTURE

Marine fish culture involves rearing of marine fish from fry or fingerlings to marketable size in cages suspended by floating rafts usually in sheltered coastal areas. The species cultured changed gradually over the recent years depending on the availability of imported fry. Common species under culture include green grouper, brown-spotted grouper, giant grouper, Russell's snapper, mangrove snapper, red snapper, cobia and pampano. Fry are mostly imported from the Mainland, Taiwan, Thailand, Philippines or Indonesia. Traditionally, marine cultured fish are fed with trash fish. In recent years, with the department's extension effort, increasing number of marine fish farmers have changed over to use moist or dry pellet feed which significantly reduce pollution caused by fish feed and improves both the feed efficiency as well as fish health.
Marine fish culture is protected and regulated by the Marine Fish Culture Ordinance (Cap. 353) which requires all marine fish culture activity to operate under licence in designated fish culture zones. Currently, there are 26 fish culture zones (see Figure) occupying a total sea area of 209 ha with some 1 125 licenced operators. Majority of the licenced farms are small, family and consisting of one to two rafts with average total area of around 260

The Ministry has prepared the ¡°Basic Plan for the Development of Nurturing Fisheries¡± to foster the highly value-added aquaculture industry. Under the plan, about 1.1 trillion won will be invested by 2008 to implement core tasks, such as the restructuring of aquaculture fisheries, the development of aquaculture technologies, and the improvement of the fishing field environment. Under the plan, the aquaculture fishery industry will be restructured to establish an optimal production system and enhance competitiveness. About 10 percent of aquaculture facilities will be reduced over the next five years, and new licenses will not be issued for such products as laver, sea-mustard and excessively-produced fishes. By contrast, technologies for harvesting tuna, mackerel and other high value-added species will be newly developed. In addition, to establish a consumer-oriented cultivated fisheries supply, aquaculture techniques for high-demand fish such as tuna, yellow corvine, and horse mackerel will be developed and distributed. By turning to more advanced aquaculture fisheries within the next five years, the Ministry plans to encourage the industry to reduce production costs so it can be more competitive with imported products.
