    Statement to the 50th Session of the UNGA by Ambassador Lionel A. Hurst 09 October 1995 Mr. President,
    Forty-five years ago, in 1950, a destructive hurricane battered my island-country. It destroyed our small homes, levelled our sugar-cane fields, left death and destruction in its path and made Antigua and Barbuda a destitute colony. It was the very worst hurricane which Antigua and Barbuda had ever experienced. Several hurricanes were to strike us after 1950, including hurricane Hugo in 1989.
    Mr. President
    Development is not sustainable if fourteen hurricanes are to trample through our region each year; yet, climate experts have given us notice that the phenomenon known as global warming will generate a greater number of "extreme weather events", more ferocious and monstrous in each succeeding year. Hurricane Luis was 700 miles wide; its wind gusts reached almost 200 mph; its sustained winds exceeded 160 mph; it was unique in its size and devilish in its fury.
    Mr. President
    There may never be sufficient evidence to link the global warming phenomenon to any single hurricane; but the pattern is evident. I bring your attention to a study entitled

Jarrett The need to establish an effective, broad-based Association to monitor, discuss and share information in support of the growth and development of shipping in the Caribbean was accepted in the 1960s when shipping interests realized that there was much to learn and emulate from the initiatives and strategies employed in neighbouring Caribbean territories to solve similar problems. Specifically, the revolutionary achievements by the Shipping Association of Jamaica (SAJ) in successfully negotiating with hostile unions for the mechanization of the Port of Kingston started a process where port interests across the Caribbean met to exchange ideas. Trinidad, Barbados and Bermuda were experiencing similar problems with their trade unions and delegations from the national shipping associations of these countries visited Jamaica within a short time of each other to discuss and learn from the achievements of the Shipping Association of Jamaica. These discussions forged a relationship between these national associations and in 1969 representatives from five national associations met in Port of Spain for an informal meeting to discuss labour contracts, labour practices and other problems affecting the shipping industry. The meeting was so useful, the group decided to meet again in six months.

    Early Settlers.
    The first inhabitants of the islands were pre-ceramic people called Sibonay. They are believed to have arrived about 2,100 years ago from Central America. The next people to colonise the islands were the Arawak who originated from the Orinoco River area in modern day Venezuela. They in turn were followed by the Caribs, again from South America. The Arawaks and Caribs left far more remains than the Sibonay and there are many archaeological sites scattered around the islands. These sites are marked with piles of shells, pieces of pottery, and old flint tools and some rock drawings on St. Kitts. St. Kitts was called Liamuiga , or "fertile land," by Caribs which was a reference to the island's rich and productive volcanic soil. Since 1983 the main mountain peak, a 3,792-foot extinct volcano, is called Mount Laimuiga. Nevis was called Oualie - pronounced "OO-A-LEE" - by the Caribs.

    Recently, an Inter-Agency Technical Committee Meeting was held in Brasilia, Brazil, to prepare the XIVth Forum of Ministers of Environment of Latin America and the Caribbean Meeting which will be convened on November 25th and 26th, 2003; in Panama. The meeting that took place at the Ministry of Environment of Brazil was attended by representatives of the Inter-Agency Technical Committee (ECLAC, World Bank, IADB, UNDP an UNEP), Brazil is the current president of the Forum and Panama is the coming president. Marina Silva, Minister of Environment of Brazil, gave the initial speech and the issues to follow during the meeting.

The documentary basis is a corpus of 791 wills dictated between 1300 and 1600 by adults leaving children behind.     He said since the adoption of the Declaration on the Granting of Independence to Colonial Countries and Peoples in 1960, more than 80 million people had attained independence, but there were still 17 Non-Self-Governing Territories remaining.  The Special Committee of 24 organized seminars like the current one to give the more than two million people who lived in those Territories the chance to make their views known on the unique problems they faced.
    The information gathered in those seminars, he continued, had helped to raise awareness in the international community about those problems.  As a result, the General Assembly had proclaimed the Second International Decade for the Eradication of Colonialism.  The regional seminar would provide a unique opportunity to recommit to the goal of assuring that all peoples could exercise their right of self-determination.
    Ricardo Alarcon de Quesada, President of the National Assembly of Cuba, said the First Decade on the Eradication of Colonialism had just been completed, but unfortunately, that decade would not remain in history as the decade in which that phenomenon had been eradicated.  In the future, it might be called the Decade in which poverty had spread and deepened.  The ratio of people living under the poverty line was the same as at the beginning of he 20
