    PREAMBLE:
    The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
    ORIGIN:
    In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.

      Back to Antigua and Barbuda Index For his part, Deputy Prime Minister Bird criticized United States policy in the region as not sharing the national priorities held by governments in the Caribbean region. Bird also expressed reservations about the pervasive presence of United States advisers in the region, increased arms shipments from the United States to the Caribbean, and the establishment of paramilitary Special Service Units (SSUs). Although some in his party feared a leftward turn should he gain power, Lester Bird and those with similar nationalistic views remained strongly anticommunist. Antigua and Barbuda was a member of, among other international organizations, the Commonwealth of Nations (see Appendix B), the International Monetary Fund (IMFsee Glossary), the World Bank (see Glossary), the United Nations (UN) and several UN agencies (including the United Nations Education, Science, and Culture Organization), the OECS, the Regional Security System (RSS), Caricom, and the Organization of American States. As a member of Caricom and the Commonwealth of Nations, Antigua and Barbuda supported Eastern Caribbean integration efforts (see Postwar Federation Efforts, ch. 7). Data as of November 1987

      < BACK TO HISTORY CONTENTS THE COMMONWEALTH CARIBBEAN is the term applied to the English- speaking islands in the Carribbean and the mainland nations of Belize (formerly British Honduras) and Guyana (formerly British Guiana) that once constituted the Caribbean portion of the British Empire. This volume examines only the islands of the Commonwealth Caribbean, which are Jamaica, Trinidad and Tobago, the Windward Islands (Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada), Barbados, the Leeward Islands (Antigua and Barbuda, St. Christopher [hereafter, St. Kitts] and Nevis, the British Virgin Islands, Anguilla, and Montserrat), and the so-called Northern Islands (the Bahamas, the Cayman Islands, and the Turks and Caicos Islands). To the casual observer, these islands might appear to be too disparate to allow for a common discussion. Consider, for instance, the differences in population, size, income, ethnic composition, and political status among the various islands. Anguilla's 7,000 residents live on an island totaling 91 square kilometers, whereas Jamaica has a population of 2.3 million and a territory of nearly 11,000 square kilometers. The per capita gross domestic product (GDPsee Glossary) of the Cayman Islands is nearly fourteen times as large as that of St. Vincent and the Grenadines. Trinidad and Tobago's population is evenly divided between blacks and East Indians, a pattern quite different from that on the other islands, on which blacks constitute an overwhelming majority. Although most of the islands are independent nations, five (the British Virgin Islands, Anguilla, Montserrat, the Cayman Islands, and the Turks and Caicos Islands) remain British dependencies.

    Search HISTORY OF THE CARIBBEAN COMMUNITY The end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple.     Fire in British West Indian History

    Introduction
    Whoever feared earthquakes, would erect a house of wood. Whoever feared hurricanes or remembered the fire, erected a house of stone. Patrick Chamoiseau, Texaco These were understandable attitudes given the repressive social atmosphere of the British Caribbean in the late 1800s, where black working classes only two generations removed from slavery were ruled by a tiny minority of white planters and a cadre of local white officials representing the London Colonial Office. The planters' and officials' attitudes about the cane fires and much else usually could be found in the island's weekly newspaper, the Antigua Standard Cane fires were only one among several burning issues that distressed local island officials in the British Caribbean at the turn of the twentieth century. The depression also helped to trigger arson in towns and cities. Rural dwellers routinely set "bush fires" in the countrysides that posed dangers to forests and adjacent settlements, especially during droughts and dry seasons. The ominous torchlight rituals of the The Study Region and Time Period Similar urban-rural distinctions and experiences marked the smaller islands, too. The visit of Tony Lowandes's circus to St. John's, Antigua, in early 1903 featured a lion and an elephant, and the few rural Antiguans who could afford to come into town to see them would have had to do so by horse or donkey cart or on foot.[16] Far more imposing transportation limitations marked the outlying zones of the volcanic Windwards, where village communities on the windward or Atlantic sides of the islands were separated from the capital towns on the leeward sides by soaring volcanic peaks and knife-edge ridgelines, so that travel to the other side of one's home island was usually via sailing vessel. It was not unknown, despite these islands' tiny sizes, for old people of the windward villages never to have visited the local capital towns of Roseau, Castries, St. George's, or Kingstown during their entire lives.

    History The islands' first permanent residents are thought to have been migrating Arawaks, who established agricultural communities on both Antigua and Barbuda about 2000 years ago. Around 1200 AD, the Arawaks were forced out by raiding Caribs, who used the islands as bases for their forays but apparently didn't settle them. Columbus sighted Antigua in 1493 and named it after a church in Seville, Spain. The British colonized Antigua in 1632, establishing a settlement at Parham on the eastern side of the island. The settlers started planting indigo and tobacco, but a glut in the market for these crops soon undermined prices. In 1674, Sir Christopher Codrington arrived on Antigua and established the first sugar plantation. By the end of the century, a plantation economy had developed, slaves were imported and the central valleys were deforested and replanted with sugar cane. To feed the slaves, Codrington leased the neighboring island of Barbuda from the British Crown and planted it with food crops. As Antigua prospered, the British built fortifications around the island, turning it into one of their most secure bases in the Caribbean. The military couldn't secure the economy, however, and in the early 1800s the sugar market began to bottom out. With the abolition of slavery in 1834, the plantations fell apart. Antigua's former plantations were consolidated under the control of a handful of landowners rather than parceled out to former slaves, as happened on other Caribbean islands. Consequently the lot of most local people only worsened. Many former slaves moved off the plantations and into shanty towns, while others crowded onto properties held by the church.

    To study the history of regions and regionalism across time and space at an advanced level, through an extended programme of research training and teaching in the approaches used by regional historians.

    Programme Description
    This unique new research training programme is designed to provide a springboard to PhD-level work. It is offered in collaboration with the AHRB Centre for North-East England History, which means students benefit from the combined expertise of regional historians based in the universities of Durham, Newcastle, Northumbria, Sunderland and Teesside. Compulsory modules (120 credits) are offered through a programme of workshops and seminars, covering a wide range of topics including: introduction to information skills; dissertation preparation; research methods in history; IT and history; issues in regional history; approaches to regional history. All modules are assessed by submitted course work. In the final semester students complete a dissertation on their chosen aspect of regional history (60 credits).

    Growing out of the Laredo Historical Society founded in 1955, the Webb County Heritage Foundation was chartered in 1980 by local citizens concerned with protecting the architecture, artifacts, and cultural traditions of the border community. The Webb County Heritage Foundation seeks to promote an awareness and appreciation of the goals of historic preservation, heritage education, and heritage tourism. It has been instrumental in the designation of local historic districts and participates in the process of protecting the integrity of these and other areas through its work with the city of Laredo's Historic District Landmark Board. The WCHF conducts tours of historic downtown Laredo; archives historic documents, maps, photographs, and oral histories; presents exhibitions; and operates the Republic of the Río Grande Museum in one of Laredo's oldest structures located on San Agustín Plaza. After the dissolution of the Nuevo Santander Museum on the Laredo Community College campus, many of Laredo's most significant historical artifacts came to reside at the Republic of the Río Grande Museum. The museum is a Mexican vernacular structure, constructed in 1830 with an 1860 addition. It was once the home of Bartolomé García, prominent rancher and mayor of Laredo. According to tradition, in 1840, the structure served as the capitol of the Republic of the Río Grande.
