Many of the 30 animal welfare organizations may be forced to terminate their operations in the near future unless they receive immediate monetary aid, animal rights activists say. What does the bill do? The Pet Animal Welfare Statute
Why is the bill necessary? Take Action! Urge your federal legislators to cosponsor the Pet Animal Welfare Statute (PAWS). The PAWS bill is necessary because currently all commercial breeders of dogs and cats who sell their animals directly to the public avoid AWA licensing and humane handling requirements even when they are selling a large number of animals. The growing popularity of the Internet has created an unintentional loophole in the current law, allowing these commercial breeders to classify themselves "retail pet stores" and evade all federal oversight. As a result, raising animals in deplorable conditions and selling them to someone sight unseen has become even easier, and is a highly profitable business. These high volume dealers are commonly referred to as " puppy mills ."

Hilary Schwab That's the basic idea of a groundbreaking new document designed to impact communities and animals around the country. The Asilomar Accords symbolizes the end of suspicion and distrust between animal care and control organizations and sets forth a new agendaone of collaboration. These feelings of resentment began in, and continue to affect, communities where shelters, rescue groups, animal control agencies and other animal welfare organizations disagree on issuessuch as approach, operations and languageand fail to work together. Much of the discord has boiled down to the difficult subject of euthanasia. It is estimated that 6 to 8 million cats and dogs enter shelters every year, and 3 to 4 million are euthanized. While all shelters are concerned that healthy and treatable animals are being euthanized instead of being adopted, different shelters use different approaches to deal with the problem.
