Abstract
There are five basic causes of animal welfare problems in slaughter plants:
  • Poorly designed or improper stunning and handling equipment.
  • Distractions which impede animal movement, such as sparkling reflections on a wet floor, air hissing, high-pitched noise or air drafts blowing down the race towards approaching animals. These distractions can ruin the performance of a well designed system and cause animals to become excited. When this happens, prodding will be required to make them move.
  • Lack of employee training and poor supervision of employees by management.
  • Poor maintenance of equipment and facilities, such as malfunctioning stunners or worn, slick, floors which cause animals to slip and fall.
  • Poor condition of animals arriving at the plant, such as cripples and sick animals. Another problem is pigs and cattle from excitable genetic lines which are more likely to become agitated during handling To maintain a high standard of welfare, all five problem areas must be addressed. A survey of 29 Canadian slaughter plants indicated that 27% had excellent non-slip floors and 21% had slick floors which would cause animals to slip. Twenty-four percent had high pitched motor noise or hissing air exhausts that caused animals to balk. Air drafts blowing down the race toward approaching animals were a problem in 9% of the plants. Air drafts will often impede animal movement.

    I. Introduction: The New Welfarists
    Over the past century or so, concern about animals' interests was limited to ensuring that they were treated "humanely" and that they were not subjected to "unnecessary" suffering. This position, which is known as the animal welfare view, assumes the legitimacy of treating animals instrumentally as means to human ends as long as certain "safeguards" are employed. The late 1970s marked the emergence of the animal "rights" movement, which "retained the animal welfare tradition's concern for animals as sentient beings that should be protected from unnecessary cruelty," but added "a new language of .rights' as the basis for demanding" the end of institutionalized animal exploitation. The need to develop a new vocabulary was clear not only in light of certain theoretical inconsistencies between the two positions, but also because the most ardent defenders of institutionalized animal exploitation themselves endorsed animal welfare. Almost everyone including those who use animals in painful experiments or who slaughter them for foodaccepts as an abstract proposition that animals ought to be treated " humanely" and not subject to "unnecessary" suffering. As Bernard Rollin writes, rights are "moral notions that grow out of respect for the individual. They build protective fences around the individual. They establish areas where the individual is entitled to be protected against the state and the majority even where a price is paid by the general welfare."

In response, we have designed a unique new degree programme which is aimed at students who have an interest in the scientific assessment of animal welfare, and who wish to study animal behaviour in depth. This programme will provide students with a thorough scientific education to enable them to assess the welfare of nonhuman animals and to design improved housing and management practices for farm, laboratory and companion animals. It will also demonstrate how animal behaviour can be applied in a variety of different contexts, including conservation, animal production and the management of wild or feral animal populations. This programme is unique in the UK in the depth of its underpinning science. In Year 1 of the programme students will be based in Bristol, and will be taught alongside students pursuing programmes in Biological Sciences. In Years 2 and 3, students will be based in the School of Veterinary Sciences at Langford, some 14 miles south-west of Bristol. The area is in the heart of the Mendips with easy access to theatres, restaurants and cultural attractions in Bristol, Bath and Wells. The environs offer such outdoor activities as walking, rock-climbing, caving, riding and sailing. A new state-of-the art teaching facility is being constructed at Langford, providing lecture and seminar facilities of the highest quality.
